Entrance and Exit Routes Inspect regularly and capture all spilled material. - 27 - Good Housekeeping Program Housekeeping is a routine practice carried out by various personnel at the facility. Housekeeping is a major management objective; and it is Perdue's policy to minimize and regularly remove materials that are exposed to wind and rainfall. Elements of the site housekeeping program related to Storm Water management follow: 1. Scrap feed and spilled raw ingredients unsuitable for use in production are periodically picked up and disposed of in the garbage dumpster collected by contract service. Sweeping and disposing of such materials occurs daily or as often as needed throughout the day. 2. Bagged raw materials are stored indoors, and use of these materials is, for the most part, conducted indoors or under roofed areas. Empty bags are disposed of in the dumpster. 3. Fat spilled in the receiving area is captured in containers. These containers are marked as to their contents and are covered with a lid. Spilled fat is reintroduced to the system or properly disposed. Fat spilled on the pavement is shoveled to reduce the potential of Storm Water contamination. 4. Drip pans shall be used during routine dispensing operations. 5. Yard clean up is performed on a continuous basis by maintenance personnel. Storm water collecting in scale and material receiving pits may be contaminated by spilled materials. The day shift supervisor is responsible for inspecting the pit after each rainfall and prior to pumping. If free of contamination, the pits are pumped to storm drainage. If there is some contamination present, the contaminating material(s) should be removed or the pit pumped to a truck for proper disposal. Document drainage activities on the Record of Drainage of Secondary Containment form (page 51). Complete this form after each removal. Spills of methionine, choline, Termin-8 or other liquid ingredients employ the use of limestone to absorb and neutralize the material. The limestone and residues are collected and disposed of in the dumpster. -28- The use of No. 2 oil, gear oil, lubricants, grease and other petroleum products within the boiler room occurs in an enclosed area, therefore minimizing its potential to pollute stormwater. Perdue associates maintain their designated areas through daily housekeeping and clean up activities. Spills and leaks in these areas are immediately addressed using absorbent materials, drip pans and buckets. -29- Short Narrative Describing Significant Changes There have not been any significant changes at the facility since the last issuance of the storm water permit. A couple of the steel tanks that are used to store corn were replaced. Two new steel storage tanks of 15,000 bushels were added for more storage capacity. Inspection consist of review of the Stormwater Pollution Prevention Plan, training and monitoring records and observation of the general condition of the site, outfalls and any possible exposures. Your assistance with the inspection was greatly appreciated. Permit: This facility holds General Stormwater Permit NCG060099 to discharge stormwater from industrial activity associated with Food and Kindred Products, [SIC 201 under the National Pollutant Discharge Elimination System. (NPDES). The permit became effective December 01, 2012 and expires on October 31, 2017. A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. The current permit was available for review and was included in the SPPP. Records/Reports- This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part 1I, Section A of the permit. The SPPP along with monitoring and training records need to be updated annually. The newly updated SPPP was prepared on November 11, 2015 by Carl Johnson, P.E. The SPPP was well prepared and maintained. Training records were up to date. No significant spills noted. North Carolina 27699-16o1 919 707 8600 facility Site Review: This facility is a feedmill that mixes feed formulas for Perdue chickens. It is a smaller facility but it's very clean and well maintained. The product is mostly antibiotic free. Antibiotics are only added to the formula for one chicken house if a veterinarian orders it specifically for the health of that one flock. That flock will not be processed alongside all other flocks and will not be sold as antibiotic free. Perdue is working on eliminating the use of all antibiotics within the next year. Herbal remedies will take the place of conventional medicine so that antibiotics can be eliminated. Purdue is also moving toward an organic market. This facility is not ready to provide feed products that can be certified organic. The facility itself was clean and well maintained. Mr. Blue and Mr. Roberts gave the inspector a complete tour or the facility so he could see its process. No deficiencies noted. Effluent Receiving Waters: Effluent from this facility flows into the Yadkin River at its junction with Mitchell River. The location being upstream from the Ararat River and being "Class C" waters of the Yadkin Pee Dee River basin. Self-Monitorinp, Program: Qualitative and Analytical Monitoring has been performed twice annually as required. COD (Chemical Oxygen Demand) was elevated in one recent sample but had returned to be within parameters at the latest monitoring event. Monitoring as required. No deficiencies notes.
