Certificate of Coverage NCG060080. The Whitaker Park facility encompasses a total of 193.2 acres. Stormwater from 123 acres (64%)-of.the facility discharges at SDO 001 ;This includes 102 acres of impervious area- (:70%- of total impervious area) and a greater percentage of the manufacturing and production operations. This information is portrayed on the two drawings enclosed (E- 15387-017 and E-15387-018) showing the eastern and western portions of the facility and the drainage areas for each outtall. The latitude and longitude of each outtall were also added to the drawings for reference. Stormwater flow direction is shown by arrows for overland flow and within storm sewers on the drawings. Stormwater discharge outfalls two, four, five, and six (SDO 002, 004, 005, and 006) have no exposure to potential stormwater contamination. SDO 002 and 005 are located at research and development facilities. SDO 004 is located in an area with limited activity. SDO 006 is located at the Shorefair facility. These facilities have covered loading; docks, covered dumpsters, and no storage areas outdoors. Stormwater discharge outtall three (SDO 003) includes areas of limited activity and potential exposure to stormwater contamination. Most of the drainage area of SDO 003 included storage sheds which have been raised. the location of SDO 005 has changed due to development ofthe adjacent property. General Wastewater Permit NCG500000, Certificate of Coverage NCG500096 Steam condensate is discharged to the storm sewer at four locations within the Bowman Gray Technical Center facilities. Condensate enters the storm sewer at catch basin CB103 located north of the northeast corner of Building; 611-6 and at manhole MH100 located 1.7 north of Building 611-2. CB103 and MH 100 discharge through the storm sewer to SD03. Condensate also enters the storm sewer at manhole MH86 located north of the northeast corner of Building 611-4 and at manhole MH77 located north of Building 611-9. MH86 and MH77 discharge through the storm sewer to SD02. Monitoring for condensate discharge to the storm sewer previously included sampling four locations. A sample from the intake of the storm sewer system (WPSD002) and a sample from Silas Creek (WPSD001 have been analyzed for pH, temperature, and flow rate. Two additional samples have been collected to measure the water temperature (WPNS110 and WPNS 1l9). We propose to stop measuring temperature at location WPC 9 and instead measure temperature at SD02. Monitoring is only being conducted at SDO 001 and there is no documentation of representative outfall status (ROS) on file. Please begin monitoring all five identified SDOs until either ROS is granted for the facility or you are otherwise officially relieved of monitoring SDOs 002 through 005 in writing from the Division. Analytical and qualitative monitoring (AM & QM) records of SDO 001 for the .years 2009 and 2010 were reviewed during the inspection and were found to be complete and current. R&A Laboratories conducts the monitoring for RJ Reynolds. 5. It is noted that the Whitaker Park complex actually includes several separate parcels of land, which are not all contiguous, and which lie between North Cherry Street to the west, Gossett Street and the Oracle Flexible Packaging plant to the north, Indiana Avenue to the east, and Deacon Boulevard and 30th Street to the south. Operations at each specific parcel vary greatly and at some, industrial activity is extremely limited and/or not exposed to precipitation. Mr. Boone. advised you during the 'inspection that a comprehensive review of the complex should be conducted to determine whether getting separate permits or No Exposure Certifications (NEC) for each parcel may be a more effective/efficient way to manage all stormwater issues within the entire complex. However, RJ Reynolds should begin conducting AM and QM at all five SDOs until all such issues are resolved. Site Review 6. The site was very clean and well maintained. Mr. Boone noted no violations or discrepancies. It is believed that you have minimized exposure of industrial activities to the maximum extent practical. General Wastewater Permit NCG500000, Certificate of Coverage NCG500096 Documentation & Monitoring Review 7. Not all required records are currently available for this permit. However, it is not known for certain at this time whether there still is a wastewater discharge from the facility regulated by NCG500096.
