VAN DER VAART Secretary TRACY DAVIS Director On June 23, 2016 Glen White:of the North Carolina Department of Environmental Quality, Department of Energy, Minerals, and Land Resources met with you and Shawn Rudison, Chemical Regulatory Specialist, at the facility located at 2001 Willow Springs Lane, Burlington, to conduct a compliance inspection per the Industrial Stormwater Permit requirements. This inspection consists of review of the Stormwater Pollution Prevention Plan, training, monitoring and spills records as well as observation of the general condition of the site, the outfalls and any possible exposures to downstream stormwater. Your assistance with the inspection was greatly appreciated. Permit: This facility holds General Stormwater Permit NCG060040 to discharge stormwater from industrial activity associated with Food and Kindred Products [SIC 20] under the National Pollutant Discharge Elimination System (NPDES). The permit became effective December 01, 2012 and expires on October 31, 2017. A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. The current permit was available for review and was included in the SPPP. Record"evorts: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part II, Section A of the permit. The SPPP has been updated annually as required and contained all components as required. Mr. Rudison conducts the required monitoring and samples are sent to Meritech or Reidsville for analysis. All recent results fell within parameters with the exception of TSS (Total Suspended Solids) at Outfall 3. Mr. Rudison believes the exceedance was due to elevated pollen in the area when sampling was completed. No deficiencies noted. It has (9) nine blend vessels and (4) four reactors in the production process. The tank farm has secondary concrete containment. Flammable materials and chemicals are stored outside near the back door. Pallets and empty drums are stacked neatly and stored outside. Effluent Receiving Waters: Effluent from this facility drains to Gum Creek (Class C; NSW) in the Cape Fear River Basin. Self -Monitoring Program: The plant has (4) four outfalls all located along the wood line near the edge of parking. Outfalls 2 and 4 have spill control valves that can be activated if a spill occurs. These are the outfalls with the most potential to be in the path of a spill from either the plant or loading/unloading areas. No deficiencies noted. Inspector does not believe this somes from any of the facilities industrial activity. Possibly due to natural processes in that wooded area. Our stormwater outfalls were sampled during a significant rain event (documentation is attached). On -site measurement of pH was conducted at Apollo Chemical at the time of sampling. The samples were sent to Meritech, Inc. (Lab Certification No: 165) for analysis. The samples were tested for TSS, COD, and Oil & Grease. The Meritech report is appended. Page 2 of 2 5 WU-242-112608 Attached is the Rainfall record for the Burlington Airport for the Storm Water Monitoring Sample collected on April 22, 2016, collected from 9:30-9:45am. The rain gauge at the Apollo Chemical Burlington Facility measured the even to be 0.17 inches at the time of collection. The pH of each sample was measured using a calibrated electrode using buffer 4, buffer 7, and buffer 10. The samples were equilibrated to a temperature of 22.1'C prior to sampling. X 11 ft.) has now been cleaned completely by an outside contractor and the flow of water appears normal. We have decided to abandon the idea of a sump pit level indicator due to our belief that sludge may lead to incorrect readings. The action plan now involves visual examination of the sump pit once a week with removal of sludge by directed water flow using a hose each week if needed. This action plan will allow monitoring of the sludge build up so we can respond with an outside contractor before the drain becomes completely closed. Site Management was informed, and action was taken to stop the overflow and remediate the problem. The overflow was entering the stormwater-drain grating in the parking lot near the dumpster area, and consequently outflowing from SDO-2. The drain gratings in the immediate area were blocked to prevent additional water from entering the stormwater system, and the spill was pumped into tote tanks. It was estimated that 600 Gallons of process -wash water entered the stormwater-drain system. Samples collected from the SDO-2 outfall and ditch were tested for pH, solids and specific gravity. pH was 7.7, solids were 0% by microwave analysis, and specific gravity was 0.996. Those parameters indicate no significant chemical contamination of the discharged water. The only indications of any contamination were an off-white translucent appearance and slight foaming of water in the discharge ditch. No visual effect could be observed in Gum Creek downstream of the stormwater-drainage ditch. Upon investigation, it was found that a partial blockage of the POTW-discharge line apparently caused a backup into the containment pit and then the subsequent overflow. A surge of process wastewater had been released just prior to the backup and overflow. The overflow ceased when the surge of the discharge had been completed. The site's maintenance supervisor and a contract plumber cleared the sewer -discharge line, and the POTW flow resumed normally. Records/Reports As required by the Permit, the facility has a Stormwater Pollution Prevention Plan (SPPP) that was last updated in December 2012. The SPPP appeared to be thorough and complete, including a location map of the outfalls, and a site plan listing potential stormwater pollutants and best management practices used at the site. Employee Training occurs on an annual basis and was documented in the SPPP. The last employee training event occurred on March 27, 2013. 3. Facility Site Review Mount Vernon Chemicals manufactures textile chemicals. This facility has bulk storage of flammable materials and chemicals at the back dock. The Burlington Fire Department requires these materials to be maintained outside. The concrete floor of the bulk storage area is sloped, leading to a floor drain that is plumbed to discharge to the local POTW. In addition to the bulk storage area, there are used pallets stored outside under a tarp. The site also has a covered garbage dumpster and an uncovered dumpster for recyclables. There are also loading and unloading areas at the site. 4. Effluent/Receiving Waters Stormwater discharges from this site drain to Gum Creek (Class C, NSW) in the Cape Fear River Basin via four outfalls. Two of the four outfalls have a spill control valve that can be manually activated. No concerns were noted with respect to the visual appearance of the outfalls. Although there are three outfalls at Burlington Chemical's Willow Springs Lane Facility only Outfall #2 was sampled. Therefore, at this time we also request that this outfall be declared their representative outfall for stormwater monitoring. In order to illustrate that Outfall #2 is representative, we have attached a site plan of the facility for your 1_� review. The site plan shows the three outfalls and their relationship to the plant. Based on our inspection of the facility, we determined that all of the outdoor industrial activity occurs at the two loading areas. 15 Chemicals are also stored on the loading area at the west end of the building. This chemical storage area covered for the most part and diked. Generally, all the plant area drains towards Gunn Creek. Therefore, any precipitation in the work areas-. . Fri ...- drains toward the three catch basins that feed to Outfall #2. The other two outfalls would primarily receive... 7- runoff from the haul roads and the automobile parking area. Therefore Outfall #2 is the one most likely to- (= Cl receive stormwater related to industrial activity. In addition, the entire parking/loading area has ao—o _= containment berm that prevents plant area runoff other than through the three outfalls. -' Please let us know in writing if the state will allow Outfall #2 to be considered the sole stormwater sampling point for the Burlington Chemical facility.
