In accordance with your application for a discharge permit received on November 10,
2014, we are forwarding herewith the subject certificate of coverage to discharge under the
subject state - NPDES general permit. This permit is issued pursuant to the requirements of
North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended).
This certificate of coverage is not transferable. If the facility changes ownership or is
closed, the Division of Energy Mineral & Land Resources may require modification, revocation
or reissuance of the certificate of coverage.
Please be aware that mine dewatering at your site has the potential to impactadjacent
wetlands. The specific requirements for mine dewatering at facilities near wetlands can be
found in Part III, Section E of your permit. You must have an approved Operation and
Monitoring -Elan before mine dewatering discharges occur at your facility. Discharging
mine dewatering wastewater without Plan approval will be subject to enforcement action. An
Operation and Monitoring Plan for your facility must be submitted to the Wilmington Regional
Office within 60 days of your receipt of this permit. Contact Dan Sams at the Wilmington
Regional Office at (910) 796-7215 for more information about the approval process.
This site will discharge to a receiving stream designated as High Quality Waters
(HQW). As a result, a more stringent TSS limit and wastewater discharge volume applies.
The low tide flow condition estimated to be as protective as 7Q10 base flow.

Please note that mine dewatering -wast`ewatei includes wet pit overflows caused
solely by direct rainfall and groundwater seep for this type of mining operation. Any
discharge of this water (and any stormwater commingled with it) is subject to the effluent
limitations in this permit.
This general permit allows the discharge of stormwater and certain types of
wastewater from your facility. In your application, you specified that only mine dewatering
wastewater would be discharged from this facility. If separate point -source discharges of
stormwater occur (i.e., stormwater not combined with mine dewatering water), you will be
required to adhere to the conditions in this permit for stormwater discharges. .
This project is located in one of North Carolina's 20 coastal counties. Coastal
stormwater management rules (15A NCAC 2H .1000) may require an additional. State
Stormwater Permit (different from the NPDES mining activities discharge permit). Please
contact Georgette Scott in the Wilmington Regional Office at (910)796-7335 to determine
if you will be required to submit an application for a State Stormwater permit.
This permit does not affect the legal obligation to obtain other permits which may be
required by the Division_ of Energy, Mining, and Land Resources, or any other federal, state, or
local authorities.

Larry,
I looked at the C.R. Peele project yesterday. He is applying for discharge without pumping. if it is not already required
for that type of discharge, I would like to see monitoring required for the same parameters as is required for dewatering
by pumping. He also has an LCID pit right next to the pit that is discharging. We have had concerns in the past that wet
concrete was being dumped at this LCID and chemicals were running into the pit. If allowed under the permit I would
like to require that he keep some kind of physical barrier between the LCID and the pit that is dewatering.
Please let me know if you need any clarification or any additional information. Thank you.

NCG020000, for the above referenced project. The Mine Permit has been submitted for renewal. The mine
currently has gravity overflow only, and this application is for that. In the future, the owner might want to resubmit

(3) For a municipality, state, federal, or other public agency: by either a principal executive officer or ranking elected official.
