This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). This certificate of coverage is not transferable. If the facility changes ownership or is closed, the Division of Energy Mineral & Land Resources may require modification, revocation or reissuance of the certificate of coverage. Please be aware that mine dewatering at your site has the potential to impactadjacent wetlands. The specific requirements for mine dewatering at facilities near wetlands can be found in Part III, Section E of your permit. You must have an approved Operation and Monitoring -Elan before mine dewatering discharges occur at your facility. Discharging mine dewatering wastewater without Plan approval will be subject to enforcement action. An Operation and Monitoring Plan for your facility must be submitted to the Wilmington Regional Office within 60 days of your receipt of this permit. This site will discharge to a receiving stream designated as High Quality Waters (HQW). As a result, a more stringent TSS limit and wastewater discharge volume applies. Peele Construction NCG20000 application Larry, I looked at the C.R. Peele project yesterday. He is applying for discharge without pumping. if it is not already required for that type of discharge, I would like to see monitoring required for the same parameters as is required for dewatering by pumping. He also has an LCID pit right next to the pit that is discharging. We have had concerns in the past that wet concrete was being dumped at this LCID and chemicals were running into the pit. If allowed under the permit I would like to require that he keep some kind of physical barrier between the LCID and the pit that is dewatering. Please let me know if you need any clarification or any additional information. Thank you.
