After preliminary testing was completed on 5/19/04, it was detenniried that we plan to begin inducing the polymer at a rate of 40ppm. The product is ChemTreat, Inc.'s P850L, an anionic polyacrylamide. The feed rate for this product is 40ppm, or 100 pounds per day of solution. This feed rate is based on what we feel is our maximum daily discharge flow of 300,000 gallons per 24 hour period. We will monitor the feed rates daily by way of a draw down, -cylinder plumbed directly into the discharge line of the chemical tote. In addition, we plan to monitor and record the daily feed rate, discharge turbidity, and discharge pH. ofrthe water going•directly into an unnamed tributary of the Cape Fear River, Figuring a conservative 90% removal rate, no more than 2 ppm, as product, would carry --over into the effluent. With the. -toxicity values in from testing shown on the MSDS (Section 12), there would be no toxicity hazard from this material in the discharge. In addition, the pH of this product fits within our discharge permit range of 6 — 9. Rawls 225 Green Street -- Suite 714 Fayetteville, NC 28301-5043 Subject: American Materials Company, Wade Mine Cumberland County Dear Mr, Rawls - On February 10, 2004, staff from your office and land duality visited the Wade Mine site. During; this visit, the plant operations manager was notified about concerns with the discharge from the settling basin adjacent to the new Highway 13 corridor. Immediately the dewatering was ceased and the pipe that discharges into the canal was capped at both ends, Since February 10, 2004, all dewatering activities that have taken place are discharging back into abandoned pits located on the mine site. Currently there are a series of three pumps that operate 24 hours a day 7 days a week that circulate the water in a closed -loop systeln. All process water is contained on site and there have been no discharges From dewatering activities into surface waters since the visit. It has been projected that the mine site located adjacent to Highway 13 contains enough material to continue mining for approximately 2 months- After this material has been removed, this will provide an additional 26 acres of storage and detention area. for dewatering activities. A representative from Geospec, Inc. conducted a demonstration on February 15, 2004 utilizing; polymers to reduce the turbidity in the discharge water to acceptable limits. Due to the uncelalnty of the impact this product may or may not have to the receiving stream, we have been hesitant to utilize this in a production setting. During our conversation today in your office, we discussed using alum and polymers to reduce the turbidity levels in the discharge water at the mine site. Interest was expressed, in the possibility of using the Wade Mine site as a test site or "pilot" project for one of these types of methods. We are very much interested this opportunity and would like to pursue this issue further. Hopefully a system of this type will permanently resolve the turbid water issue. In the event that one of these products are successful, all future dewatering activities into surface waters, will be monitored according to the permit to ensure the discharge limitations are not exceeded. Please take into consideration the immediate actions that were taken to correct this unfortunate situation and that all discharges directly into surface waters have ceased, until the turbid water issue can be resolved, during your review.
