Taylor Clay Products -Mont NPDES Stormwater General Permit-NCG020000 Montgomery County Dear Mr. Benfield: Dee Freeman Secretary On December 2, 2010, Michael Lawyer, Environmental Specialist from the Fayetteville Regional Office of the Division of Water Quality, conducted a site inspection for the Taylor Clay Products - Mont facility located off Highway 731 near Candor, Montgomery County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Mr. Steven Blankenbeker, Engineer, was also present during the inspection and his time and assistance is greatly appreciated. Stormwater from the facility drains to an unnamed tributary to Cheek Creek, a Class C water located in the Yadkin -Pee Dee River Basin. The site visit and file review revealed that -the subject facility is covered by NPDES Stormwater General Permit-NCG0200000, Certificate of Coverage-NCG020351. Site is managed throughout part of the year and there was no activity at the time of inspection. There are two pipes located in the lower areas of the mine pit that convey stormwater and some groundwater to a single basin with a riser outlet pipe discharging directly into an adjacent receiving stream. There is no recycle system or material washing areas and there is no above -ground storage tanks. A Stormwater Pollution Prevention Plan (SWPPP) has been developed for the site. Part III, Section A, item 3(b) under the current conditions of the SWPPP requires that all stormwater controls be inspected once every seven calendar days and within 24 hours after any storm event that results in a discharge. Documentation of these inspections was not evaluated at the time of inspection, but Mr. Blankenbeker was later advised of this requirement via telephone and that this documentation would need to be reviewed during the next compliance visit. In reviewing analytical monitoring records, it was revealed that a sample for Turbidity was not collected and the result for TSS was over the Benchmark Value for sampling completed in May 2010. Records for the sampling event in October 2010 showed all results below Benchmark Values, however Turbidity was analyzed out of holding time. Mr. Blankenbeker was advised to communicate with his contract lab the need to analyze samples according to proper methods. There were no records of qualitative monitoring.
