Enclosed is the Annual Summary Discharge Monitoring Report (DMR) for the Fort
Bragg Lamont West Borrow Pit.
Technical Bulletin for N.C. General Permit NCG020000 dated 3/15/2012 states
"Turbidity limits on effluent discharges have been removed -however turbidity standards
still apply in the receiving waters." Effluent discharge at Lamont West Borrow Pit does
not discharge to receiving waters. The discharge -infiltrates into the soil profile.
Alternatively, monitoring turbidity upstream and downstream of the stormwater
discharge outfall (SDO) is not an option as there are no receiving waters upstream of
the SDO and the nearest receiving waters downstream is 0.66 of a mile from the SDO.

Enclosed is the Annual Summary Discharge Monitoring Report (DMR)
for the Fort Bragg Lamont West Borrow Pit.
All analytical monitoring is performed at the Lamont West Borrow
Pits effluent discharge at the stormwater discharge outfall (SDO).
Guidance in Technical Bulletin for N.C. General Permit NCG02C000 dated
3/15/2012 states "Turbidity limits on effluent discharges have been
removed -however turbidity standards still apply in the receiving
waters." Fort Bragg's effluent discharge at Lamont West Borrow Pit
does not discharge to receiving waters. The stormwater that
discharges from the SDO flows on top of the land as sheet flow, and
infiltrates directly into the soil profile. The Borrow Pit does not
produce any wastewater. Alternatively, monitoring turbidity upstream
and downstream of the SDO is not an option as there are no receiving
waters upstream of the SDO and the nearest receiving waters downstream
is 0.66 of a mile from the SDO.

Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be performed
during a "representative storm event" or during a "measurable storm event". However, some permits do

A representative storm event is a storm event that measures greater than 0.1 inches of rainfall and that is
preceded by at least 72 hours in which no storm event measuring greater than 0.1 inches has occurred. A
single storm event may contain up to the 10 consecutive hours of no precipitation.
A measurable storm event is a storm event that results in an actual discharge from the permitted site
outfall. The previous measurable storm event must have been at least 72 hours prior. The 72-hour storm
interval does not apply if the permittee is able to document that a shorter interval is representative for local
storm events during the sampling period, and the permittee obtains approval from the local DWQ Regional
Office.

Enclosed are the storm water monitoring results for outfall
#77, Fort Bragg Lamont West Borrow Pit, February 2012. We are
currently conducting monthly monitoring (Tier 2 requirement)
since we have had four periods of a benchmark value exceedence,
beginning June 2010. Included in this report are the Benchmark
Exceedence DMR Report, Storm Water Discharge (SDO) Qualitative
Monitoring Report, and a borrow pit map.
Even though there was measureable rainfall recorded at the
borrow pit site during the month of February, it was not
adequate enough to produce flow through the basin riser and
outfall. As a result, no sample was taken in February 2012.

Pit, Storm Water Outfall #77 and #78
Dear Ms. Hinson,
Enclosed are the December 2011 monitoring results for two
storm water outfalls at the Fort Bragg Lamont West Borrow Pit.
We are currently conducting monthly monitoring (Tier 2
requirement) at outfall #77 since we had three periods of a
benchmark value exceedence, beginning June 2010. Outfall #78 is
not under Tier I or Tier II monitoring.
December 2011 is the fourth monitoring period where the
sampling results exceed the benchmark value for a specific
parameter. Excavation of basin #3 was completed in March 2011
and a large check dam was constructed at the outlet of area 2.
A series of smaller check dams were placed in the storm water
flow channel prior to entering basin #3.
Included in this report are the Benchmark Exceedence DMR
Reports, Storm Water Discharge (SDO) Qualitative Monitoring
Reports, analytical results, and a borrow pit map.

Enclosed is the November 2011 storm water outfall monitoring
results for the Fort Bragg Lamont West Borrow Pit. We are
currently conducting monthly monitoring (Tier 2 requirement)
since we had four consecutive periods of a benchmark value
exceedence, beginning June 2010. Included in this report are
the Benchmark Exceedence DMR Report, Storm Water Discharge (SDO)
Qualitative Monitoring Report, and a borrow pit map.
Even though there was measureable rainfall and flow recorded
at the borrow pit site during the month of November, a sample
could not be taken during the first thirty minutes of flow. As
a result, no sample was analyzed in November 2011.

Enclosed is the October 2011 storm water outfall monitoring
results for the Fort Bragg Lamont West Borrow Pit. We are
currently conducting monthly monitoring (Tier 2 requirement)
since we had four consecutive periods of a benchmark value
exceedence at outfall #77. Included in this report are the
Benchmark Exceedence DMR Report, Storm Water Discharge (SDO)
Qualitative Monitoring Report, and a borrow pit map.
Even though there was measureable rainfall recorded at the
borrow pit site during the month of October, it was not adequate
enough to produce flow through the basin riser and outfall. As
a result, no sample was taken in October 2011.

Unlike previous months, the rain event on 30 August produced
adequate flow through outfall #77. Analytical results show
total suspended solids, settleable solids, and turbidity all
within allowable limits. A large diversion berm has been
constructed in map area #2. When the check dam is complete, the
berm will channel the water thru the dam before entering basin
#3.

Dear Ms. Hinson,
Enclosed is the July 2011 storm water outfall monitoring
results for the Fort Bragg Lamont West Borrow Pit. We are
currently conducting monthly monitoring (Tier 2 requirement)
since we had four consecutive periods of a benchmark value
exceedence at outfall #77. Included in this report are the
Benchmark Exceedence DMR Report, Storm Water Discharge (SDO)
Qualitative Monitoring Report, sample results, and a borrow pit
map.
Even though there was measureable rainfall recorded at the
borrow pit site during the month of July, it was'not adequate
enough to produce flow through the basin riser and outfall.
July's storm water sample was taken from basin #3 on 26 July
2011.

Dear Ms. Hinson,
Enclosed is the June 2011 storm water outfall monitoring
results for the Fort Bragg Lamont West Borrow Pit. Since June
of 2010, there have been four consecutive periods of a benchmark
value exceedence at outfall #77. As a result, we are conducting
monthly monitoring as of November 2010. Included are the

Even though there was measureable rainfall recorded at the
borrow pit site during the month of June, either it was not
adequate enough to produce flow through the basin #3 riser and
outfall, or the sample could not be taken within the first
thirty minutes of flow. Basin #1 (outfall #78) is a newly
constructed basin and is being monitored in accordance with
General Permit Number NCG020000. Its initial sampling event took
place on 9 June 2011. There was no exceedence of a benchmark
value.

Dear Ms. Hinson,
Enclosed is the May 2011 storm water outfall monitoring
results for the Fort Bragg Lamont West Borrow Pit. We are
currently conducting monthly monitoring (Tier 2 requirement)
since we had two consecutive periods of a benchmark value
exceedence. Included in this report are the Benchmark
Exceedence DMR Report, Storm Water Discharge (SDO) Qualitative
Monitoring Report, sample results, and a borrow pit -map.
Even though there was measureable rainfall recorded at the
borrow pit site during the month of May, it was not adequate
enough to produce flow through the basin riser and outfall.
Since an outfall sample has not been taken since February 2011,
a sample was taken from the basin (map area 3) on 31 May 2011.

Enclosed is the April 2011 storm water outfall monitoring
results for the Fort Bragg Lamont West Borrow Pit. We are
currently conducting monthly monitoring (Tier 2 requirement)

Even though there was measureable rainfall recorded at the
borrow pit site during the month of March, it was not adequate
enough to produce flow through the basin #3 riser and outfall.
Excavation of borrow pit basin #3 was completed in March 2011
and work is•continuing in area 2. Area 2 is being sloped and
bermed to allow flow to congregate through a large check dam
before flowing into the sediment basin. Basin #1.is a newly
constructed basin and is also being monitored in accordance with
General Permit Number NCG020000.

Dear Ms. Hinson,
Enclosed is the March 2011 storm water outfall monitoring
results for the Fort Bragg Lamont West Borrow Pit. We are
currently conducting monthly monitoring (Tier 2 requirement)
since we had two consecutive periods of a benchmark value
exceedence. Included are the Benchmark Exceedence DMR Report,
Storm Water Discharge (SDO) Qualitative Monitoring Report, and a
borrow pit map.
Even though there was measureable rainfall recorded at the
borrow pit site during the month of March, it was not adequate
to produce flow through the basin riser and outfall. Excavation -
of the borrow pit basin (area 4) was completed in March and work
is continuing on area 3. Area 3 is being sloped and bermed to
allow flow to congregate through a large check dam before
flowing into the sediment basin.

Dear Ms. Hinson,
Enclosed is the January 2011 storm water outfall monitoring
results for the Fort Bragg Lamont West Borrow Pit. We are
currently conducting monthly monitoring (Tier 2 requirement)
since we had two consecutive periods of a benchmark value
exceedence. Included are the Benchmark Exceedence DMR Report,
Storm Water Discharge (SDO) Qualitative Monitoring Report, and a
map of the borrow pit.
Even though there was measureable rainfall recorded at the
borrow pit site during January 2011, it was not adequate to
produce flow through the basin riser and outfall. The sediment
basin at the base of the borrow pit is in need of excavation.
In 2005, surrounding slopes were re -graded and seeded and excess
sediment was removed from the basin. The project increased .the
storage capacity of the basin to its original specifications and
increased the quality of water being discharged through the
basin outfall. The blue area on the attached borrow pit map
will be sloped and bermed to allow flow to congregate through a
large check dam (red area) before flowing into the sediment
basin at the lower end of the borrow pit area.
A site visit was conducted last month with representatives
of the Water Management Branch and the 20th Engineer Brigade. A
work plan should be ready for review in February 2011 and work
on the borrow pit and sediment basin will begin the first of
March.

basin outfall. A work request for the excavation was submitted
to the Directorate of Public Works on 21 May 2009 but plans are
to accomplish the project in-house.

Dear Ms. Hinson,
Enclosed is the 2010 storm water outfall monitoring results
for the Fort Bragg Lamont West Borrow Pit (sample period 1).
Included are the Benchmark Exceedence DMR Report and the Storm
Water Discharge (SDO) Qualitative Monitoring Report. This is
the first sampling period under the new permit.(NCG020314) and
requires us to comply with Tier One requirements.
Excavation and re -sloping of the borrow pit sediment
retention basin was completed at the end of 2005. This project
greatly increased the storage capacity of the basin and
increased the quality of water being discharged through the
outfall. The basin is in need of excavation once again. A work
request was submitted to the Directorate of Public Works on 21
May 2009 but plans are to accomplish the excavation in-house.

It is the understanding of the Division that the subject facility is no longer in operation. In accordance
with this information, NPDES General Permit NCG020314 is rescinded, effectively immediately.
Please be advised that this permit rescission is based wholly upon the activities which would require
general permit coverage at the site have ceased or been eliminated. Division staff has not visited the site
to obtain independent verification. Operating a treatment facility, discharging wastewater or discharging
stormwater to waters of the State without a valid NPDES Permit will subject the responsible party to a
civil penalty of up to $25,000 per day. Enforcement action will be certain for persons that have
voluntarily relinquished permit coverage when, in fact, continuing permit coverage was necessary. If, in
retrospect, you feel the site still requires permit coverage, you should notify this office immediately.
Furthermore, if in the future you wish to again discharge to the State's surface waters, you must first
apply for and receive a new NPDES Permit.

In accordance with your application for discharge permit received on August 15, 1995, we are
forwarding herewith the subject certificate of coverage to discharge under the subject state - NPDES general
permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .l and
the Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated
December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Environmental Management. The Division of Environmental Management may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Environmental Management or permits required by the Division of Land Resources, Coastal
Area Management Act or any other Federal or Local governmental permit that may be required.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and
regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the
Federal Water Pollution Control Act, as amended,

Lamont Road
Fort Bragg
Cumberland County
to receiving waters designated as Bones Creek, class C Sw, in the Cape Fear River Basin
in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts I, 11, I1I
and IV of General Permit No. NCG020000 as attached.
This Certificate of Coverage shall become effective October 30, 1995.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
