R p,RM177j�G Enclosed is the Annual Summary Discharge Monitoring Report (DMR) for the Fort Bragg Lamont West Borrow Pit. All analytical monitoring is performed at the Lamont West Borrow Pits effluent discharge at the stormwater discharge outfall (SDO). Guidance in Technical Bulletin for N.C. General Permit NCG020000 dated 3/15/2012 states "Turbidity limits on effluent discharges have been removed -however turbidity standards still apply in the receiving waters." Fort Bragg's effluent discharge at Lamont West Borrow Pit does not discharge to receiving waters. The stormwater that discharges from the SDO flows on top of the land as sheet flow, and infiltrates directly into the soil profile. The Borrow Pit does not produce any wastewater. Alternatively, monitoring turbidity upstream and downstream of the SDO is not an option, as there are no receiving waters upstream of the SDO. Due to previous year's exceedence of benchmark values a stormwater management inspection was conducted. The inspection identified that physical drainage improvements were necessary to stabilize the drainage area to help reduce concentrations of fine clay silt. The attached photos are merely a •snap shot of the extensive stabilization work, excavation, re -sloping, and sediment removal of the sediment retention basin. In accordance with this information, NPDES General Permit NCG020314 is rescinded, effectively immediately. Please be advised that this permit rescission is based wholly upon the activities which would require general permit coverage at the site have ceased or been eliminated. Division staff has not visited the site to obtain independent verification. Operating a treatment facility, discharging wastewater or discharging stormwater to waters of the State without a valid NPDES Permit will subject the responsible party to a civil penalty of.up to $25,000 per day. Enforcement action will be certain for persons that have voluntarily relinquished permit coverage when, in fact, continuing permit coverage was necessary. If, in retrospect, you feel the site still requires permit coverage, you should notify this office immediately. Furthermore, if in the future you wish to again discharge to the State's surface waters, you must first apply for and receive a new NPDES Permit.
