On November 13, 2018, samples collected from the SDO-6 stormwater outfall resulted in a concentration that exceeded the benchmark for Turbidity. SDO-6 on 11/1312019: TSS = 40.2 mg/L, SS < 0.10 ml/l, Turbidity = 64.0 NTU Though Total Suspended Solids and Settleable Solids met the benchmark limits for stormwater, Turbidity results exceeded the 50 NTU benchmark. The stormwater pollution prevention team conducted an investigation of the SDO-6 outfall and the watershed feeding it. It was determined that Gardner Quarry personnel need to continue improving the installation of Basin #3 and associated riser and horizontal barrels, the rock inlet and outlet mats, and maintain vegetation on all finished ground surfaces in the SDO-6 watershed. The General Permit contains Tier 1 steps for a Turbidity exceedance. During the next sampling period, SDO-6 Turbidity samples will be collected upstream and downstream, as well as the effluent. Within two weeks of receiving the sample results, Tier 1 response steps were taken. Physical improvements were noted, and corrective actions were taken. The portion of the Sediment Basin #2 downstream of the rock baffle was cleaned out, an additional wash -stone baffle was installed around the skimmer and riser, and wattles were placed within the baffle. During the 2"d period 2017, samples could not be collected due to "no flow", but standing water left from weekend rain events appears to be clean and well within the benchmark limits. Tier 1 steps were taken as stated in the new General Permit, but I didn't see the 30-day notification requirement until I completed the DMRs this week and saw the actual submittal timing stated on the benchmark exceedance form. During an August 16, 2017 mine inspection, we showed our review of this exceedance to Mike Lawyer. We will keep a close watch on this SDO-3 watershed and outfall. At 12:45 pm, on September 10, 2014, our contracted consultant sampled the Gardner Quarry NPDES 01 discharge for pH, and the results were 3.65 SI. The sample temperature was 24.5°C with an estimated 0.72MGD flow. The designated upstream pH sampling point measured 6.15 SI, and the upstream river sample measured 8.24 SI. The downstream river sample pH was well above 7.0 SI. The consultant notified me of the results, and i contacted the plant manager. It was found that the seals needed replacing in the caustic soda chemical feed pump located close to the plant processing water pump and the permitted discharge point. The chemical pump in the pit was working correctly, but the second pump is needed to elevate the pH to the proper range. The pump was re -built that afternoon, and the pH at the discharge point was back into compliance. It is estimated that the pH was out of range for no more than 24 hours due to constant checks. Monthly sampling of pH will continue. The monthly sample collected on October 3, 2014 measured 6.85 Si. Should you have any questions or need additional information, please call me: (919) 380-2746.
