On February 22, 2017 Glen White of the North Carolina Department of Environmental Quality —
Division of Energy, Minerals and Land Resources met with Dean Lentz, Director of Operations,
at the composting facility located in Advance to conduct a compliance inspection. Inspection
consists of review of documents and monitoring records, facility outfalls and possible exposures.
Mr. Lentz assistance was greatly appreciated.
Permit:
This facility holds General Stormwater Permit NCG240018 to discharge stormwater from
industrial activity associated with Compost Facilities [SIC 2875] under the National Pollutant
Discharge Elimination System (NPDES). The permit general became effective October 1, 2011
and expired on September 30, 2016. It was reissued for one year without any change on October
1, 2016 and is set to expire on September 30, 2017. Site specific Certificate of Coverage for this
site became effective on August 13, 2013 and shall remain in effect for the duration of the
permit.
Records/Reports:
This facility was required to develop and maintain a Stormwater Pollution Prevention Plan
(SPPP) in accordance with Part 11, Section A of the permit. All qualitative and analytical
monitoring records are required to be maintained with the SPPP for a minimum of five (5) years.
An SPPP has been prepared by Garrett & Moore of Cary, NC and according to Mr. Lentz, the
corporate office has a copy. The site plan was available for review but the SPPP was not. Please
provide a copy of the documents to the Advance facility. A copy should be maintained in the
office along with monitoring records and should be available for review by operators or
inspectors at any time.

Facifily Site Review:
This facility is a Type 3 composting facility as described in regulations administered by the
Division of Waste Management and found in 15A NCAC 13B .1402{f}. The site accepts yard
waste.and lawn debris from municipalities, sawdust and wood chips from lumber processing,
animal waste materials. The entire property covers approximately 214 Acres, only a portion of
that is a part of the subject facility. Review of facilities reveal a compost yard that has materials
neatly stored in long shallow rows. The site appears to be neat and well organized. There is a
mixing/receiving/grinding area, compost curing area, equipment maintenance, parking and
office. Additional facilities are proposed but not yet under construction.
A basin is located near the mixing/receiving area. It is well vegetated and maintained. It doesn't
appear to receive much water as site is currently graded. All areas involved in the composting
operation drains to one large stormwater pond located at the rear of the property and adjacent to
Sugar Creek. The Pond. has two large rip -rap rock dam baffles that stormwater must filter
through before entering the pond to settle out. The discharge outlet was observed. It appeared
clear and was easily reached. No deficiencies identified.
Effluent Receiving Waters:
Effluent from this facility drains to Sugar Creek, Class "B" waters of the Yadkin Pee -Dee River
Basin via one pond outlet.
Self -Monitoring Program:
This facility is required to provide Qualitative and Analytical Monitoring twice annually.
Records indicate that monitoring has been performed as per the permit. Analytical results appear
to be within required parameters with the exception of two exceedances for fecal coliform. Mr.
Lentz believes exceedance may be due to the facilities acceptance of materials from a chicken
processing plant. Those materials are no longer accepted. Inspector believes geese and ducks
may be strong contributors to fecal coliform as they frequent the stormwater pond.
Please note three (3) consecutive exceedances of the same parameter will require monitoring to
increase to Tier 1I, monthly monitoring until three samples result within parameters.
This facility was found to be operating within requirements of its industrial stormwater permit.

requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the US Environmental Protection Agency
dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except
after notice to the Division of Energy Mineral & Land Resources (DEMLR). If the facility
changes ownership or is closed, DEMLR may require modification, revocation, or
reissuance of the certificate of coverage.
This permit does not affect the owners legal obligation to obtain other permits
which may be required by DEMLR, or permits required any other federal, state, or local

I just got back from the Wallace Farm site. The plans you provided accurately represent the site, including the creeks,
and no problems were noted. I don't have any information about a proposed Sugar Creek reservoir — Matt may know
more about that if there is going to be a jurisdictional dam. Otherwise, the NO1 is good to go.

wastewater discharges, delineation of drainage divides between the various subdrainage areas feeding each
discharge point, delineation of the 100-yr floodplain if present, and a notation of the water quality classification
of the receiving water that site waters eventually discharge to.
