The complaintant does has an issue of significant erosion of the creek banks but that erosion is not a result of anything coming off of the Ingleside Compost Facility. The faciltiy appears well maintained with the excepting of some lawn bag debris over the site. There was no obvious trenching, ruts or even paths with staining where water had flowed from the mulch yard to the adjoining complaintant. The complaint against High Point's Ingleside Compost Facility was found to be "Non -Valid". VAN DER VAART Secretary On April 27, 2016 Glen White of the North Carolina Department of Environmental Quality; Department of Minerals and Land Resources met with you and Randall Lee at the City of High Points composting facility to conduct a compliance inspection per the Industrial Stormwater Permit requirements. This was the initial inspection for the facility. Inspection c6nsist of review of the Stormwater Pollution Prevention Plan, training and monitoring records and observation of the general condition of the site and outfalls. Your assistance with the inspection was greatly appreciated. Permit: This facility holds General Stormwater Permit NICG240007 to discharge stormwater to the surface waters of North Carolina under the National Pollutant Discharge Elimination System (NPDES). General Permit NCG 240000 became effective October 11, 2011 and expires on September 30, 2016. This facilities permit became effective on April 30, 2014, A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. The current permit was available for review and was included in the SPPP. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part II, Section A of the permit. The SPPP along with monitoring and training records were complete and have been recently updated. Qualitative Monitoring has been performed as required but Analytical Monitoring has not begun in accordance with permit requirements. Nothing Compares.. North Carolina 27699-1601 919.707 8600 Facility Site Review: -' This facility is a Type 1 Composting Facility. Only yard waste in the form of grass clippings, leaves, and tree debris are accepted. The waste is then turned into mulch and topsoil and sold to the general public for individual private use in landscapes and gardening. Effluent Receiving Waters: Effluent from industrial activities drains to Rich Fork Creek, "Class C" waters of the Yadkin Pee Dee River Basin via four (4) outfalls located outside the fenced area. Self -Monitoring Program: Qualitative and Analytical Monitoring are required to be performed quarterly as listed in the permit. Qualitative Monitoring has been performed as required. Analytical Monitoring is about to begin but has not been conducted to this date. Please begin monitoring as the permit requires. If monitoring cannot be performed due to the lack of a "measureable storm event", please record "No Flow" or "No Discharge" and file in the monitoring records. All records must be maintained for five (5) years. There are four (4) outfalls. For safety of those collecting samples for monitoring, samples may be taken at the fence line, rather than further downstream as long is good representative samples can be collected. Results should be submitted to NCDEQ Stormwater Permitting in Raleigh for review and record. Process waste management requirements of the General Permit, per Session Law 212-200, suspends process wastewater standards for facilities that are classified as "Type 1" Composting facilities. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Based on your representation in the permit application that the Ingleside Road Compost Facility is a Type 1 compost facility, the provisions of the recently enacted Session Law 2012-200 pertain to the facility. Notwithstanding any contrary provisions in the General Permit, all discharges of: stormwater, including stormwater which comes into direct contact with or results from the production or use of any raw material, intermediate product, finished product, byproduct, or waste product are authorized which comply with the stormwater pollution management requirements, monitoring requirements, reporting requirements, and other conditions set forth in Part I•, Part H A - D, Part IV, Part V, Part VI, and Part VII of General Permit No. NCG240000. In accordance with the provisions of Session Law 2012-200, the process wastewater management requirements do not apply to the composting discharges from this Type 1 facility, and all composting operation discharges are authorized when the facility complies only with the stormwater provisions of the General Permit. To the extent any provisions may be read to impose the process wastewater standards in the General Permit to discharges from the permittee's facility, the provisions are suspended and do not apply. This Certificate of Coverage is an enforceable part of General Permit NCG240000, and shall become effective for the permittee on April 30, 2014.
