According to you, the only item stored outside will be raw (green) lumber which will be outside for a day or so before drying (kilns?). You all do currently have an air permit (No. 07568T12). As we discussed, if you use more than 55 gallons per month of new oil or hydraulic fluid (vehicle maintenance area) you will be required to have a stormwater permit. For the stormwater permit you will be required to monitor any point sources (any discernible, confined, and discrete conveyance, including but not limited to any pipe, ditch, channel, tunnel, conduit, or well from with pollutants are or may be discharged). In reviewing your air permit equipment list, a couple of items of interest wrt to stormwater exposure are as follows: 20,000 gallon fuel oil storage tank (inside or out; with secondary containment?) Woodwaste Boilers — Is all the feedstock stored inside (silos/building) with no exposure to stormwater? Truck Dump and hogging operation — Is this inside or outside and potentially exposed to stormwater? Coating Operations —Are any of the coatings stored in outside tanks or drums or is all of this inside? Rick, from what I understand this operation is located in the former Broyhill Miller Hill site. The Broyhill Miller Hill facility was covered under a general stormwater permit (NCG 180238). From documents in this file, it would appear that they had at least 10 outfall locations. I have included an outfall location layout from a previous inspection at this facility for your review and consideration. This facility was a furniture operation, not timber. I have also included the fact sheet for the Timber products general permit (SIC 24xx excluding 2434...) and the general permit itself. If you do not fall into this SIC category, please let me know what SIC code you are (furniture is SIC 25xx and 2434), and I will get you that information. Lenoir, North Carolina 1.0 INTRODUCTION This document is the Stormwater Pollution Prevention Plan (SWPPP) for the Woodgrain Millwork (WM) facility in Lenoir, North Carolina. Copies of this SWPPP are kept on file at the Lenoir Facility. Mountain Environmental Services, Inc. was contracted to prepare this SWPPP on behalf of WM with professional services to be provided by J. Jackson Suddath, P.E.. WM is required to develop and maintain this SWPPP as one of the conditions of coverage under the North Carolina General Permit Number NCG 180000 which is applicable to all owners or operators of stormwater point source discharges associated with activities classified as establishments primarily engaged in manufacturing timber products (SIC 24). This plan has been divided into five sections. Section 1 is an introduction describing the regulatory background leading to this plan, the purpose of this plan, and maintenance requirements. Section 2 describes the WM facility in Lenoir, North Carolina. Section 3 describes WM's materials management practices to minimize stormwater exposure. Section 4 describes the stormwater best management practices (BMP) developed for this facility to control stormwater pollution. Section S outlines the steps for implementation of the plan. 1.1 Background On November 16, 1990, the U.S. Environmental Protection Agency (EPA) promulgated regulations under the Clean Water Act, amending 40 Code of Federal Regulations (CFR) 122, 123, and 124 to require National Pollutant Discharge Elimination System (NPDES) stormwater permits for all stormwater discharges from large municipal separate storm sewers, medium municipal separate storm sewers, and areas associated with industrial activity. In response to this action, the North Carolina Department of Environment and Natural Resources (NC DENR), which has an authorized NPDES program, issued a series of Stormwater General Permits for Industrial Activities. This rulemaking allows all facilities associated with the listed industrial facilities to file for coverage under a general permit by submitting a Notice of Intent to NC Division of Energy, Mineral and Land Resources. Lenoir, North Carolina The WM Facility can file a Notice of Intent for coverage under the North Carolina General Permit Number NCG 180000. As a requirement of this permit, WM must develop, implement, and maintain a SWPPP. 1.2 Purpose The purpose of the NPDES stormwater permitting program is to improve the quality of surface waters by minimizing pollution in stormwater discharges. In accordance with the NPDES program, this SWPPP was developed to minimize pollution in stormwater discharges from the WM Facility. Specifically, this plan was developed to meet the requirements of the North Carolina Stormwater General Permit Number NCG 180000. 1.3 Limitations of the Plan This document was based on information obtained from WM personnel and a visual review of the facility. All information provided is assumed to be complete and correct. This document was prepared in accordance with currently accepted engineering practices at this time and location. No other warranty is implied or intended. 1.4 Review and Amendments to the Plan All SWPPPs are the documentation for ongoing pollution prevention programs. These programs are meant to mature and improve the control of pollutant discharges as time passes. As the program changes, the documentation must also change. Recognizing this, the General Permit requires that this plan be reviewed and updated at least once annually or whenever there is a change in design, construction, operation, or maintenance that has a significant effect on the potential for the discharge of pollutants to surface water. The plan and all related records, including changes, must be kept for three years after the current permit expires. This plan and all accompanying records will be kept and maintained by WM, at the facility. The plan will be reviewed and necessary changes made by the Pollution Prevention Team every December. In addition to this annual review, any changes in the pollution prevention program or operation of the facility, at any time during the year, will prompt the Pollution Prevention Team to immediately review and modify this plan as necessary. The team is responsible for: • Coordinate SWPPP development, implementation, evaluation, and monitoring; • Develop an employee training program, maintain records, and ensure that the SWPPP is revised annually; • Obtain and maintain all environmental permits and manage any associated sampling and reporting; • Ensure that all non-stormwater discharges are eliminated from the stormwater drainage system; • Assign additional personnel to the stormwater pollution prevention team as necessary. • Develop/update site maps to support the assessment phase of the SWPPP; • Assist in developing and designing structural and non-structural stormwater management practices; • Identify potential sources of stormwater contamination, including any toxic or hazardous materials located at the facility; • Certify the SWPPP and the Annual Comprehensive Site Compliance Evaluation Report; • Provide top-level management support and input on all stormwater program issues; • Assist in maintaining the preventative maintenance program; • Assist in identifying any toxic or hazardous materials located at the facility and suggest methods for improving spill prevention or response; • Provide site evaluation inspections and provide input for SWPPP modifications as required. 3 Stormwater Pollution Prevention Plan AOUNTAIN Woodgrain Millwork Environmental Services, Inc. Lenoir, North Carolina 2.0 FACILITY INFORMATION This SWPP Plan has been written specifically for Woodgrain Millwork, the owner and operator of the Lenoir, North Carolina Facility. The following subsections provide the basic information for this facility. Facility information that may be required when reporting a spill is summarized below. 2.1 Facility Location The WM Facility is located at 820 Complex Street SW, in the Town of Lenoir, Caldwell County, North Carolina. The facility location is shown on Figure 2-1, Site Vicinity Map based on the United States Geological Study (USGS) 7.5-minute topographic quadrangle for Lenoir, North Carolina. The facility is located adjacent to and southwest of the intersection of US Highway 64 and Southwest Blvd., and is bordered on the north by Lower Creek. Stormwater collection and drainage at this facility was designed to drain stormwater away from the facility and parking areas northwest toward Lower Creek. The stormwater from the site is collected in storm drains and conveyed to four (4) discharge points or outfalls (#1,#2,#3,and #4) located north of the main entrance road and adjacent to Lower Creek. (See Figure 2-2). It is noted that the Heritage Home Group, a manufacturer of upholstered furniture is co - located on this site and consequently utilizes many of the same stormwater catch basins which flow to the outfalls that discharge into Lower Creek. These stormwater discharge points have a stormwater structure that is a two -stage concrete spillway. The first stage would contain more than 55 gallons prior to overflowing to the second stage. The facility has been up -fitted to accommodate the manufacture of natural wood moldings and upgraded to comply with local, state and federal guidelines. The facility receives rough milled lumber that is accepted into the kiln drying facility. The dried lumber then passes through a planer process for sizing and is later transported to the molding manufacturing building. The dried lumber is then analyzed, cut into blocks, reassembled into planks utilizing finger jointing equipment, and then molded into a finished product with various face profiles. These activities are included under the primary Standard Industrial Classification (SIC) Code 24 and specifically defined as SIC 2431 Millwork. 2.4 Spill History As of the date of this plan, the WM Facility has not had any significant spills or discharges. Table 2-1 is included herewith as an ongoing record of significant spills or leaks. O C i.. North Carolina 3.0 MATERIALS MANAGEMENT PRACTICES Materials used in the manufacturing process at the WM Plant are stored using best management practices to minimize their exposure to stormwater. The following is a description of the materials stored, their location, and the management practices used to minimize stormwater exposure. • Unfinished lumber is received and stored on site at the lumber yard located at the east end of the property. Any lumber exposed to storm water is minimal during transition to covered areas for drying and storage. • Wood blocks used to fabricate finished moldings are stored in the manufacturing area with no exposure to storm water drainage. • Finished wood moldings used for window, door and base applications are stored in the interior of the building near the shipping and receiving dock. • Drummed petroleum products are stored in a covered and dike contained shed on the south side of the manufacturing building just north of the pet bedding shaker. These products are stored awaiting pick up by certified reclaim services. 0 Metal and machinery parts are occasionally stored outside the building. Most of these parts are stored in areas that do not drain stormwater outside the property lines. The exposures that do allow drainage off WM property are stored in grassy areas that help filter any drainage prior to entering the stormwater system. • All receiving, loading and shipping docks at the facility are covered in order to minimize stormwater exposures. All areas surrounding the facility are inspected monthly during the SWPPP inspection for proper housekeeping and storage practices. Any housekeeping or stormwater issues are documented and referred to the proper plant department managers for resolution. 6 M Stormwater Pollution Prevention Plan Woodgrain Millwork Lenoir, North Carolina 4.0 BEST MANAGEMENT PRACTICES (BMP) The WM Plant employs various "best management practices" in order to minimize stormwater exposures and pollution run off. They are as follows: • Stormwater conveyances — this plant utilizes roof drains, catch basins, and underground drains in order to capture and direct stormwater runoff away from the facility and any materials stored on stte. • Grading/Paving — all areas experiencing foot and vehicle traffic have been graded and paved to minimize erosion and soil run off. • Grassed swales — at most points where stormwater point discharges are released, the stormwater must run through grassed swales in order to reach the common drainage channel. • Periodic Inspection/Cleaning — facility personnel perform monthly SWPPP/housekeeping inspections. Any areas that have a collection of trash or debris will be cleaned up and properly disposed. Employee Training/Release Reporting — designated employees are trained in emergency response and the appropriate regulations annually, as they relate to hazardous waste generation, stormwater and hazard awareness. The plant has an emergency response team that will respond to fires and spills in their initial stages. They are also trained to call for assistance from local emergency response units as needed. • Building Enclosure — most liquid materials and manufacturing equipment is stored inside the building, and is not exposed to stormwater. • Preventative Maintenance Program — all manufacturing equipment is inspected and maintained on a regular basis. Records of maintenance activities are available for inspection in the office of the Maintenance Manager. 7 Stormwater Pollution Prevention Plan Woodgrain Millwork Lenoir, North Carolina 5.0 PLAN IMPLEMENTATION 5.1 Responsible Party Johnny Sanders, Facility ERC/MM, is the person at the WM facility that is responsible for the overall coordination, development, implementation, and revisions to the SWPPP. Mr. Sanders is responsible for all inspections and follow-up. It is also his responsibility to communicate the results of all inspections to Plant Management and to the appropriate departments for follow-up. 5.2 Security Anthony Storie or one of the Emergency Response Coordinators is on site during all hours that the plant ■ is operating. Security personnel are on -site at all times and are available to notify local emergency response units as part of the response procedures. During off hours, security personnel monitor the facility for fires and spills and notify appropriate plant and local emergency response personnel as directed by the emergency response plans. 5.3 Facility Inspection Program rn All stormwater systems, housekeeping, and plant outside storage practices will be monitored monthly. These inspections will be documented on the Measures and Controls form found in Appendix C. Copies of these forms will be kept on file at the office of the ERS/MM as part of the facility's stormwater program. 5.4 Qualitative Monitoring The stormwater outfalls to Lower Creek will be monitored for color, odor, clarity, floating solids, suspended solids, foam, oil sheen, and other indicators of stormwater pollution on a semi-annual basis. If possible, this monitoring should be done during a representative storm event. All qualitative monitoring will be documented on the Record of Stormwater Monitoring form found in Appendix E M 8 Stormwater Pollution Prevention Plan Woodgrain Millwork Lenoir, North Carolina 5.5 On -Site Vehicle Maintenance Monitoring Requirements If any vehicle maintenance activity occurs on -site that results in the usage of more than 55 gallons of new motor oil per month when averaged over the calendar year, samples will be collected for analytical analysis for any outfalls that discharge water from these areas. Analytical testing requirements are listed on the stormwater permit. Currently, less than 55 gallons of new motor oil is used on -site each month and the facility is not subject to analytical testing requirements in regard to vehicle maintenance. Any analytical monitoring results will be sent to the NC DENR Division of Water Quality, and kept on -site for review upon request by a Division of Water Quality representative. 5.6 Plan Amendment This plan shall be amended whenever there is a change in design, construction, operation, or maintenance, which has a significant effect on the potential for the discharge of pollutants to surface waters.
