VAN DER VAART Secretory TRACY DAVIS On February 17, 2016 Glen White of the North Carolina Department of Environmental Quality - Minerals and Land Resources met with you at the subject facility located at 975 Conrad Hill Mine Road, Lexington, NC to conduct a compliance inspection for the facilities Industrial Stormwater Permit. The facility has been in business since 1957 but was not covered under the NC Industrial Stormwater Permit until October 07, 2014 after Mr. Allen initiated the processes needed to get the site into compliance with all of its environmental requirements. This inspection is the initial inspection for the facility. Permit: This facility holds General Stormwater Permit NCG210431 to discharge stormwater from industrial activity associated with Dumber and Wood Products Except Furniture under the National Pollutant Discharge Elimination System (NPDES). The permit became effective August 1, 2013 and expires on July 31, 2018. Initial site specific Certificate of Coverage was issued on 10-07-14. A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. A copy of the current permit was available for review at the time of inspection. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part II, Section A of the permit. Mr. White reviewed the SPPP, training and safety logs and monitoring records with Mr. Allen. The SPPP was put together by Blue Ridge Analytical, was well prepared and complete. Training and safety have been conducted as required with each employee signing off with an original ink signature as preferred. This facility harvest raw hardwood timber and processes it from timber to finished lumber on two employee shifts. Pine and other soft timber is sold to other facilities to process. Cedar waste is chipped to become mulch. The facility has by-products of sawdust and mulch. To facility produces millions of linear foot of hardwood lumber each year. 'Trucks are weighed on scales as they come in and leave. Production facilities include: Planner Mill, Saw Mill, Dry Kilns, Fan Shed, Grading Station Building, Loader, Sorter, Stacker and Finished Lumber Storage Areas. Effluent, Receiving Waters: Effluent from this facility drains to an unnamed tributary of Pounders Fork, a part of Abbotts Creek, Class WS-V waterbody to the Yadkin Pee -Dee River Basin, Pounders Fork and Abbotts Creek are "not" listed as impaired waters at the facility location. Downstream, Abbotts Creek, is listed as "impaired waters" due to chlorophyll. A factor that should be considered when looking at elevated analytical sample data. Self -Monitoring Program: The facility is only required to perform qualitative monitoring twice annually. Continue to conduct monitoring at the outfall twice a year as permit requires. No deficiency noted. Analytical monitoring is required to be performed twice annually. Because of repeated elevated samplings at Outfall 2 Tier II -Response should be initiated until there is an improvement in effluent. Chemical Oxygen Demand (COD) and Total Suspended Solids (TSS). Blue Ridg Geological will be assisting Mr. Allen in coming up with a solution to this issue. The site was found to be compliant with its Industrial Stormwater Permit requirements. The facility has been in operation since 1959. Mr. Allen initiated the process of getting site into compliance with NC Stormwater Regulations as well as other environmental permits. The analytical samples from Outfall 2 have elevated results for both COD (Chemical Oxygen Demand) and TSS (Total Suspended Solids). Mr, Allen is working with Blue Ridge Analytical to solve the issue. Samples taken at Outfall 2 must begin testing within parameters immediately to avoid elevation to Tier 2 (monthly) sampling requirements. The SPPP was well developed and complete. Monitoring has been performed as required. The site itself is clean and well maintained. It's a very busy facility with quite alot of traffic. The business has grown and expanded over the years and now incorporates other facilities. Evaluation: Compliant. Need to resolve monitoring parameter issues at Outfall 2. (Kepley) personnel performed the second half of 2015 semi-annual Stormwater inspection and sampling event at the subject site. The work was performed in general accordance with the Stormwater Pollution Prevention Plan (SWPPP) prepared far the subject site as well as the requirements of NCDENR NPDES General Permit No. NCO0210000. Outlined below is a summary of the field activities, laboratory results, and our conclusions and recommendations. Field Activities On September 25, 2015 Kepley personnel performed a stonmwater inspection and sampling event at the subject site during a measureable rainfall event. Rainfall data was obtained from the nearest weather station using Weather Underground. According to the website, the area in the vicinity of the subject site received approximately 2.77 inches of rainfall during the storm event. Kepley personnel observed the stormwater discharge at the outfalls at the subject site (designated as OF-1, OF-2, and OF-3). Vehicle maintenance activities are performed on site and outfalls OF-1 and OF-2 could be affected by these activities. Field personnel completed stormwater discharge outfall (SDO) qualitative monitoring report forms for each of the outfalls. These forms should be placed in the SWPP Plan at the facility and do not need to be submitted to the NCDENR. On September 25, 2015 Kepley personnel collected stonnwater samples from outfalls OF -I. and OF-2. The samples were placed into laboratory -prepared containers (some with preservatives), labeled with sample information, and placed into a cooler containing ice. Blue Ridge personnel picked up the samples and had the samples transported to Meritech Environmental Laboratories, Inc. (Meritech) in Reidsville, North Carolina for analysis. A completed chain -of -custody form was submitted with the samples. NC Page 2 NCDENR COC #NCG210431 Laboratory Resulls The samples were analyzed for chemical oxygen demand (COD) by EPA Method 4W.4, total suspended solids (TSS) by Method 2540, and non -polar oil and grease total petroleum hydrocarbons (TPH) by EPA Method 1664 (SGT-HI M). As shown in Table l and the attached laboratory report, the COD in the stormwater samples was 396 and 78 milligrams per liter (rng/L). TSS was detected in the samples at concentrations of 688 and 157 mg/L. No oil and grease TPH was detected in the samples analyzed. The results were placed on the NCDENR Discharge Monitoring Report (DMR) form (see attached), Conclusions and Recommendations Blue Ridge personnel compared the analytical results to the NCDENR benchmark values established in the Pen -nit. No oil and grease TPH was detected in the stormwater samples collected. TSS was detected in the stormwater from Outfalls OF -I and OF-2 at concentrations above the benchmark value (100 mg/L). Also, COD was detected in the stormwater sample from Outfall OF-1 at a concentration above the benchmark value (120 mg/L) during this sampling event. Since the benchmark values of COD and TSS were exceeded in Outfall OF-1 during this sampling event, we recommend that an inspection of this outfall be conducted as soon as possible to determine the possible cause of the exceedanee and controls to be put in place to bring the concentrations within the benchmark ranges (Tier One response). Outfall OF-2 is in Tier Two response, therefore, we recommend continued monthly sampling at this outfall until three consecutive results are below the benchmark values. We recommend that two conies of the attached Discharge Monitorint Report form be submitted to the NCDENR office in Raleigh by November 8, 2015. Monthly sampling and reporting should be performed at Outfall OF-2 for at least two more months. The next semi-annual inspection of all outfalls (qualitative monitoring and stormwater sampling and analysis) should be performed at the facility between January 1 and .tune 30, 2016.
