On August 31, 2016 Glen White of the North Carolina Department of Environmental Quality;
Department of Energy, Minerals, and Land Resources visited the facility located at 225 Hice
Avenue in West Jefferson, to conduct a compliance inspection. This inspection consists of
review of the Stormwater Pollution Prevention Plan, training, monitoring and spills records as
well as observation of the general condition of the site.
Permit:
This facility holds General Stormwater Permit NCG210395 to discharge stormwater from
industrial activity associated with Lumber and Wood Products, Except Furniture [SIC 241
under the National Pollutant Discharge Elimination System (NPDES). The permit became
effective August 01, 2013 and expires on July 31, 2018. The current permit was available for
review and was included in the SPPP.
Records/Reports:
This facility was required to develop and maintain a Stormwater Pollution Prevention Plan
(SPPP) in accordance with Part II, Section A of the permit. All qualitative and analytical
monitoring records are required to be maintained with the SPPP for a minimum of five (5) years.
Please update the SPPP annually and keep all records in the SPPP to be maintained onsite.
Future inspections that verify missing records may result in a notice of deficiency.
Facility Site Review:
This facility is a sawmill. Hardwood and pine are processed here. Most of the product is used in
furniture manufacturing. Sawdust is used to fuel the boilers. The site appears to be relatively
clean and well maintained.

Self -Monitoring Program:
This facility is required to provide Qualitative Monitoring twice annually. No Analytical
Monitoring is required under current operating procedures. The facility was found to be

Yesterday afternoon myself along with members of Vannoy and Sons Construction had to go under our crawl
space which is in the alleyway that separates our property from Elk Creek Lumber. I cannot begin to explain how
nasty it is in that alleyway! You can see this in the pictures attached. While back there underneath our building
there is all kind s of water and saw dust. One of the crew members of Vannoy's stated that about 2 or 3 weeks
ago the Elk Creek Lumber crew was spraying the alleyway down with water hoses and were putting all that saw
dust into the drains and into under our building as you can see in the attached pictures. I want to forward this to
you guys to make you aware of what is going on. I have more pictures if they are needed, please advise if you
need any further information from me.
The reason for this email is to make all parties aware of just how polluting and nasty our neighbors are.
Something must be done.

On February 26, 2009 George Smith and Rose Pruitt, both of this office, performed a Stormwater Inspection. Mr. David
Blair, Owner was present for the inspection. The inspection was for the purpose of identifying pollutants in an Unnamed
Tributary to Little Buffalo Creek, and to ultimately improve the stream quality by controlling pollutants from stormwater.
Attached you will find the application for a stormwater permit NCG210000. Since the kiln drying operation falls under
SIC 2421 you are required to apply for and receive the NCG210000 permit.
