(DEMLR) met with you and Brian Warfford and conducted a compliance eva#uction inspection at the Roy
Lopp Road facility on September 10, 2015. It was a pleasure to meet you and your assistance and
cooperation throughout the inspection were greatly appreciated. An inspection checklist is attached for
your records and the inspection findings are summarized below.
1. Permit
This facility holds General Stormwater Permit No. NCG210362 to discharge Stormwater from activities
associated with Lumber and Wood Products under the National Pollutant Discharge Elimination System
(NPDES). The permit became effective October 1, 2014 and expires September 30, 2019. Your permit
renewal package must be received in the Central Office in Raleigh no later than 180 days prior to the
expiration date of the permit.
2.RRecords Reports
Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP).
The plan must include ail 9 sections of Part II, Section A requirements of the permit. This site is required to
provide both analytical and qualitative monitoring twice yearly as defined in Part II, Section C of the permit.
The plan must be updated,•annually and monitoring must be conducted per conditions of the permit. The
SPPP plan and analytical records were available for review at the time of inspection. Some of the qualitative
records were not available for review. The current permit, siteplan, operating procedures, employee
training, monitoring.records and a record of spills and method of corrective action are all required to be
maintained in a 3-ring binder together and must be kept onsite for a minimum of fine (5) years. This is a
discrepancy that needs to be addressed.

3._1'acdo Site Review
The facility was in operation during the time of inspection. Todd and Brian Warfford gave the inspector a
tour of the facility which included all outfall locations. This sitepian designates eleven (11) outfall locations
for overland flow from the property toward the creek. It appears that the number of outfalls may be
reduced or modified with the approval of SPPP plan designer.
The majority of the site perimeter contains a vegetated buffer with the exception of the area at Outfall 3.
This outfall tested with elevated results in the first 2015 test. The owner sent copies of the Results to
NCDENR in Raleigh as the consultant requested. The engineer also made recommendations of adding silt
fence and rip -rap to improve results before the next test is conducted, The recommendations need to be
followed. Earlier implementation many provide a better chancefor improved result. In addition, a
vegetated buffer zone needs to be established in this area to help reduce contamination into the creek.
4. Effluent/Receiving Waters
Stormwater from the site is discharged into Hamby Creek, Class "C" waters of the Yadkin Pee Dee River
Basin.
5. Seif-Monitoring Program
Analytical Monitoring: This site is required to perform analytical monitoring. A review of monitoring records
verified that monitoring has been conducted per the permit requirements. The latest monitoring was
conducted in 2015 and is current.
6. Qualitative Monitoring-. Ali qualitative monitoring records were not available for review at the time of
inspection. Please begin conducting qualitative monitoring at the time of sample collection for the analytical
test. Keep records in a 3-ring binder along with all other components of the permit and SPPP. Records do
not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of
five years.

Inspection Summary:
Inspector met with Todd Warrford, owner and Brian Warrford, employee at the site and reviewed the SP3 and monitoring
records. The site was then walked and each outfall location identified. Two of the outfail locations have large sediment
basins that were installed several years earlier. The basins have grown over with grasses and natural vegetation. These
basins should remain undisturbed as they help with pollution prevention and reduction of the flow rate from water coming
from the sites disturbed areas.
The latest 2015 analytical monitoring event revealed elevated results at Outfall 3. The consultant made recommendations
to try to improve future results. (Silt fence and rip -rap). The recommendations should be followed.
In addition, a grassed buffer in the same area is recommended to help reduce suspended solids and other contaminants.

On May 20, 2009 the NCDENR performed a stormwater inspection at the subject site. On May 26, 2009 the
NCDENR issued a letter to Todco outlining issues / violations observed during the inspection. As authorized
by Todco, Blue Ridge Geological Services, Inc. (Blue Ridge) is submitting this response to the May 26`f`
letter:
Stormwater Pollution Prevention Plan (SPPP) Comment:
...Within the SPPP there exists a section covering Secondary Containment Requirement and Records.
Records were unavailable for review of this section.
Response
Todco personnel will document drainage from the secondary containment around the petroleum
aboveground storage tanks at the site using the dike drainage form included in the SPPP in the future.
These records will be maintained in the SPPP.
Analytical Monitoring:
...There has been one analytical monitoring event for this facility, which occurred in April 2009.
Response
Todco and/or Blue Ridge personnel will perform sampling and analytical monitoring of stormwater
outfalls at the facility on a semi-annual basis in general accordance with the Stormwater Permit in 2009
and throughout the remainder of the Permit coverage period. Monitoring reports will be submitted to the
NCDENR in accordance with the Permit.

(there has only been one qualitative monitoring event per year over the past five years).

facility on a semi-annual basis in general accordance with the Stormwater Permit in 2009 and throughout
the remainder of the Permit coverage period.

The Winston-Salem Regional Office of the Division of Water Quality performed a storm
water inspection of TODCO on May 20, 2009. This inspection falls under the provisions of
North Carolina General Statute 143-215.1. Marc Stokes of this office perfonned the
aforementioned inspection.
Permit
TODCO received a Certificate of Coverage (COC), NCG210362, under the NPDES General
Permit NCG210000 in October 2003. This permit was renewed in August 2008 and will
expire in July 2013. The permit is associated with Standard Industrial Classification SIC 24.
Storm water discharge from this facility is to an unnamed tributary of Hamby Creek.
Facility
TODCO receives wood products, such as pallets, scrap wood, trees and others, grinds these
components into various mulch products which is marketed to landscapers, potting soil
producers and others.
The facility is currently utilizing 20 acres of the total site for production, storage and
maintenance activities. Of this approximately 5% is imperious. There exists a multi -bay
maintenance shop and an office trailer. The maintenance shop has no floor drains. Various

materials are stored within the shop in 55 gallon drums. The listing, which follows, details
the larger storage tanks on -site. All except one have secondary containment.

The facility has 2 storm water retention ponds on -site and various cuts (8) where storm flow
may exit the site.
Stormwater Pollution Prevention. Plan (SPPP)
Blue Ridge Env. Consultants developed an initial SPPP for TODCO in 2004. This plan was
revised in 2005 and again in 2009.
Within the SPPP there exists a section covering Secondary Containment Requirements and
Records. Records were unavailable for review of this section (This is a violation of the
COC).
Analytical Monitoring
There exist 2 sections of the COC listing parameters to be analyzed for if:
...wood chips, bark, mulch or similar material stored that is exposed to rainfall for
more than 7 days, and
...facilities with vehicular maintenance activities if greater than 55 gallons of new
oil is utilized per month averaged over the calendar year.
There has been I analytical monitoring event for this facility, which occurred in April 2009
(This is violation of the COC).

Dear Permittee:
In response to your renewal application for continued coverage under stormwater General Permit NCG210000 the Division of
Water Quality (DWQ) is forwarding herewith the reissued Stormwater General Permit. This permit has been reissued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North
Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007.
The following information is included with your permit package:
• A new Certificate of Coverage
• A copy of stormwater General Stormwater Permit NCG210000
• A copy of the Technical Bulletin for the General Permit
• Five copies of the Discharge Monitoring Report (DMR) Form
• Five copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater only, and it specifies your obligations with respect to stormwater
discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all
the changes in the reissued permit.
The more significant changes to the General Permit include the following:
• Permit cover page, second paragraph — The General Permit now may cover activities that DWQ determines_ to be similar in
either the process, or in the exposed materials, to the Timber Products Industry.
• Part I Section A — A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL,
may not be eligible for continued coverage at the next renewal of the General Permit.
• Part I Section B second paragraph — A new clarification that the permit does not authorize discharges that DWQ determines
are wastewaters.
• Part II Section A — The required contents of the Stormwater Pollution Prevention Plan have been expanded and clarified.
• Part Il Section B Table i — A new requirement to sample stormwater discharges twice per year for those facilities with
exposed piles of certain materials remaining on site longer than seven days.
• Part II Section B Tables 2 and 3 and following — For permittees with exposed piles, there are new provisions requiring the
permittee to execute Tier One and Tier Two response actions, based on the first benchmark exceedence (Tier One) and the
second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring
instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences.
• Part II Section B — For permittees with exposed piles, a new provision that four exceedences of any particular benchmark
will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct
the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control
measures.
• Part I I Section C — Clarification that under the qualitative monitoring provisions of the permit, the permittee is obligated to

general permit. This permit is issued pursuant to the requirements of North Carolina General Statute
143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental
Protection agency dated May 9, 1994 (or as subsequently amended).
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Water Quality. The Division of Water Quality may require modification or revocation and
reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required
by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area
