Inspection Summary:
This inspection was conducted as follow-up technical assistance to the new contact person, BJ Morgan. A copy of the
SWPPP was uncovered and we went through this document to assess what needed to be updated or added.
1. Add an updated signature and certification page to the document.
2. Add a Stormwater Facility Inspection Program documentation.
3. Update the list of Responsible Parties to the document.
4. Update signatures on page 2 of the Emergency Response Plan for spills.
5. Update the employee training section.
6. Request documentation from Shane on the Qualitative Monitoring,
7. Request documentation from Shane on the Analytical Monitoring.
8. Assure that current BMPs in material storage areas are adequate.
9. Assure appropriate spill containment and cleanup materials are kept on site and in convenient locations.

Enclosed please find a copy of the Compliance Sampling Inspection Form from the inspection conducted on 912412014. The facility
was found to be in compliance with permit WQ0020493.
Please keep in mind that seven feet of freeboard is required in the recycle pond even when the system is not operating. Although
residuals were not determined to be the cause of the pond overflow in 2013, you may need to monitor the depth of residuals to ensure
adequate capacity for recycled water. The freeboard monitoring results should be submitted each month on Form NDMR as required
in Permit Condition 16.
As discussed during the inspection, the area where mulch is stored may need to have management practices installed to prevent runoff.
It appeared that runoff to the creek had occurred from this area, Please contact the Division of Energy, Mineral and Land Resources
(DEMLR) concerning your stormwater permit as it relates to this site.
Results for samples that were collected will be reviewed and forwarded to you when they become available.
Please refer to the enclosed inspection report for additional observations and comments. The assistance of Mr- Shane Poindexter was

Inspection Summary:
Freeboard is being maintained. Freeboard was approximately 7'8" at the time of inspection. A new gauge has been
installed in the pond. Two feet of freeboard is required even when the system is not in operation.
The overflow pipe has been removed from the dam.
Additional sprayheads have been added to the system.
All of the above improvements were a result of the Notice of Violation issued in June 2013 for an unpermitted discharge from
the recycle pond. The engineer's report (October 2013) regarding removal of residuals from the pond indicated that the
residuals would not need to be removed.
There was standing water just below the mulch pile. It appeared that runoff from the mulch pile had occurred in the past.
Please contact the Division of Energy, Mineral and Land Resources (DEMLR) for recommendations regarding your
stormwater permit as it relates to runoff.

Thank you for showing Darlene and me around the Parton Lumber facility last Friday. You asked that I take a quick look
over your Stormwater Pollution Prevention Plan (SPPP). I noted a few areas that need to be added/ expanded. As we
discussed, please send me an electronic copy of your SPPP and I will further review the plan and provide comments.
We looked at the inlet for your outfall and discussed your recent TSS exceedance. We talked about some potential
scenarios for the addition of some BMP's that may improve TSS. We also discussed the need to move your sample
location further down the drainage way for two reasons. First this may improve TSS and second it will allow any runoff
form the wood chip piles along the drainage way to be captured in your samples so that this discharge can be monitored
and characterized.
Finally, we discussed some proposed changes to the drainage around your deck wetting area. David Odom, of Odom
Engineering, has provided me with a proposal that will redirect the roof drains from the kilns and the surrounding area
away from your recycle pond to a new discharge point in the creek. If Parton Lumber decides to proceed with this plan
then you will need to add the new outfall location to your SPPP (including your map) and begin sampling stormwater at
the new outfall as described in your permit (twice per year unless provisions of the permit prompt monthly sampling).

Thank you for the heads up. I spoke with Shane this morning and looked at some aerial photos. As long as the roof
runoff does not come in contact with industrial materials I don't see a problem with the plan. If the runoff does come in
contact with industrial materials/ processes then Parton Lumber will need to add this discharge point to the outfall list in
their Stormwater Pollution Prevention Plan (SPPP) and begin sampling this new outfall. I am not sure what the volume
and velocity of the water will be at the outfall but energy dissipation measures may be something to consider (it appears
that the berm will convey water to a new culvert that discharges in close proximity to a creek).
The next time I am in Rutherford county I will stop by Parton lumber (hopefully sometime next week) and look at the
proposed location of the berm and outfall,

hope you are well. This is regarding a different client, Parton Lumber.
Attached is a memo that I have submitted to Bev Price addressing their recycle system for stormwater from the log
storage yard and the sprinklers to wet the logs. The drainage Swale directs all of the runoff and sprinkler water to a
recycle pond. During the heavy storms in July, the ponds overflowed several times so we are addressing that to ensure
that the storage capacity is available in the pond for the 25 year storm. One solution that we have come up with is to
divert the roof drains from the kilns away from this recycle system and directly into the stream with a swale (a culvert to
get underneath a roadway). This is shown on the drawing with the memo. Bev suggested that I needed to contact you
to ensure this doesn't have any implications with their stormwater permit.
Do you see any reason why we couldn't install the diversion Swale as shown?

(other than a small height increase on the dam) by diverting flow that isn't required to go to the ponds away from the

I could use a bit of help with this one. Jonathon and I did an inspection of this lumber product facility. They had some
exceedances of TSS and some simple measures on site were recommended" Also, David Odom was working on a
recycling system recommendation that was designed to help clear up the outfall and alleviate volume pressures on the
system. These measures have been installed and I think they will help tremendously.
My questions to you are:
1. They technically have two outfall pipes, but one of them Sa new pipe resulting from the system upgrades
mentioned above) barely has a trickle except for major rain events. So he can't really sample this one. I believe
their permit has only one outfall noted. How do they need to mention the addition of this one, and how should
they handle sampling it?
The nice thing about most of our storm water permits is that they don't mention specific outfalls. They just
reference all SDOs, and they require the permittee to keep their. SPPP and monitoring records up to date with
what SOOs (and what they're called) are on their own site. The permittee just needs to add the extra outfall to
their maps and revise related information (such as drainage area details for it, etc.) The permit should only
require sampling if there is a measureoble event —one that results in a discharge from the pipe [large enough to
sample is implied] —during the six month [or monthly, if Tier 21 period. if that pipe that trickles doesn't ever
discharge enough to sample, they simply need to report "No Discharge" on the DMR for that period and send it
in. The permit still requires that they record and report it: see footnote 2 on the monitoring schedule table.
The entire site is essentially the same and the current outfall would get the brunt of anything. Water from this
pond is about as green as it can get right now. What do they have to do to get representative outfall status for
this one outfall?
Have them fill out the form on our website (see htto://portol.ncdenr,orgZweb lrinpdes -storm woter#tab-2J — the
lost one in the table. The ARO will handle review and approval of that request, and should record the action in
B1MS. There's guidance oo our internal guidance website on RCS, as well
(http://Portal.ncdenr.orglgroup/!r/stormwater-guidance}, including example response letters to the permittee.

In response to your renewal application for continued coverage under stormwater General Permit NCG210000 the Division of
Water Quality (DWQ) is forwarding herewith the reissued stormwater General Permit. This permit has been reissued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North
Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007.
The following information is included with your permit package:
• A new Certificate of Coverage
• A copy of stormwater General Stormwater Permit NCG210000
• A copy of the Technical Bulletin for the General Permit
• Five copies of the Discharge Monitoring Report (DMR) Form
• Five copies of the Qualitative Monitoring Report Form
The General Permit authorizes discharges of stormwater only, and it specifies your obligations with respect to stormwater
discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all
the changes in the reissued permit.
The more significant changes to the General Permit include the following:
• Permit cover page, second paragraph — The General Permit now may cover activities that DWQ determines to be similar in
either the process, or in the exposed materials, to the Timber Products industry.
• Part I Section A — A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL,
may not be eligible for continued coverage at the next renewal of the General Permit.
• Part I Section B second paragraph — A new clarification that the permit does not authorize discharges that DWQ determines
are wastewaters.
• Part 11 Section A — The required contents of the Stormwater Pollution Prevention Plan have been expanded and clarified.
• Part 11 Section B Table 1 — A new requirement to sample stormwater discharges twice per year for those facilities with
exposed piles of certain materials remaining on site longer than seven days.
• Part II Section B Tables 2 and 3 and following — For permittees with exposed piles, there are new provisions requiring the
permittee to execute Tier One and Tier Two response actions, based on the first benchmark exceedence (Tier One) and the
second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring
instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences.
• Part II Section B — For permittees with exposed piles, a new provision that four exceedences of any particular benchmark
will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct
the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control
measures.
• Part II Section C — Clarification that under the qualitative monitoring provisions of the permit, the permittee is obligated to
respond to repeated observations of stormwater pollution. DWQ may impose additional stormwater management
requirements if the permittee is non-responsiv6, or if the responses are ineffective.
Your coverage under the General Permit is transferable only through the specific action of DWQ.
