On April 14, 2016 Glen White of the North Carolina Department of Environmental Quality;
Department of Minerals and Land Resources met with you at the facility located at 3231 Staley
Store Road in Liberty to conduct a compliance inspection per the Industrial Stormwater Permit
requirements. Inspection consist of review of the Stormwater Pollution Prevention Plan, training
and monitoring records and observation of the general condition of the site and outfalls. Your
assistance with the inspection was greatly appreciated.
Permit:
This facility holds General Stormwater Permit NCG210320 to discharge stormwater from
industrial activity associated with Lumber and Wood Products, Except Furniture under the
National Pollutant Discharge Elimination System (NPDES). The permit became effective
August 01, 2013 and expires on July 31, 2018. A copy of the current permit is required to be
maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. A current copy of
the permit is included with this letter. Please include it in your files.
Records/Reports:
This facility was required to develop and maintain a Stormwater Pollution Prevention Plan
(SPPP) in accordance with Part II, Section A of the permit. The SPPP along with monitoring
and training records were available for review. Please remember to print the Annual Certificate
of Coverage (COC) each year at the time the annual fee is paid and include it with the SPPP.
Please keep the SPPP and all of its components including monitoring and training records in one
three (3) inch 3-ring binder. All records are to remain with the SPPP for a minimum of 5 years.
Facilitv Site Review:
This facility is a lumber yard. It produces lumber from oak varieties, poplar and other timber.
Oak is kept wet to preserve the wood. Process water drains back to a sediment/settling pond
system and is recycled by pumping it back out and onto the oak. Most of the grounds are

concrete covered. Mulch and sawdust are captured in bins which are emptied by filling trailers
that are then taken offsite. There is a bark/mulch pipe that comes from bark falling off of the
trees as they await processing. This area again is concrete covered. The grounds appear very
well maintained and organized.
Effluent Receiving Waters:
Stormwater effluent from this facility discharges to North Prong of Rocky River (Class WS-I11)
of the Cape hear River Basin. No evidence of sediment leaving site was noticed.
Self-Monitorin), Program:
The facility is required to conduct qualitative monitoring twice annually. Monitoring has been
conducted as required but again were not readily available because a hard copy is not
maintained.
Please keep the SPPP and all of its components including monitoring and training records in one
three (3) ring, three 3 inch binder for each of maintenance and recording keeping.

On May 23, 2013, Jenny Graznak of this office performed a General Stormwater Permit
Inspection at Edwards Wood Products in Alamance County, North Carolina. This facility holds
General Stormwater Permit No. NCG210320 under the National Pollutant Discharge Elimination
System (NPDES) to discharge Stormwater associated with the manufacture of Timber Products,
Don Blair, General Manager, was present for the inspection. This type of inspection consists of two
basic parts: a review of facility files and self -monitoring data, and an on -site inspection of the facility
and its outfalls. This particular inspection evaluated five (5) areas, and observations from each area
are addressed below:
1. Permit
The permit became effective August 1, 2008 and will expire July 31, 2013. A copy of the.most
recent permit was available for review during the inspection.
2. Records/Reports
As required by the Permit, the facility has a Stormwater Pollution Prevention Plan (SPPP) that was
available for review during the inspection. J. Thurman Horne of Horizon Engineering assists
Edwards Wood with the requirements of the stormwater permit. He visits the site twice per year and
keeps the SPPP current and updated. Employee Training occurs'on an annual basis.
3. Facility Site Review
Edwards Wood manufactures lumber. The raw timber and finished lumber are stored outside. The
lumber goes through a fungicide/stain inhibitor dip process before placement on the yard. Sprinklers
run most of the time to keep the logs in a constant state of moisture. The sprinkler water is
continuously recycled from three ponds on site. These ponds typically do not discharge except
during significant rain events. The sprinkler does not usually operate during winter months.
The manufacturing process also generates wood chips, sawdust, and mulch. According to Mr. Blair,
none of these materials are stored on the yard for longer than seven days at a time. Ms. Graznak
observed only a few small piles of chips and mulch during her inspection of the site.
A 750-gallon off -road diesel tank and a 500-gallon gasoline tank are stored outside with partial cover
and secondary containment structures.

4. Effluent/Receiving Waters
The site has three stormwater discharge outfalls. Outfails 001 and 002 are pipes that discharge
from the stormdrain system on the property. Outfall 003 is a set of pipes that discharge from recycle
water pond #3 on site. This pond was discharging during Ms. Graznak's inspection due to a heavy
rain that had just occurred the night before. Mr. Blair reiterated that this pond does not typically
discharge. Stormwater discharges from this site drain to North Prong of Rocky River (Class WS-III)
in the Cape Fear River Basin.
The three ponds on site are set up in series. A catch basin adjacent to the raw timber collects the
recycle spray water and transfers it to pond #1. Pond #1 overflows to pond #2, and water from pond
#2 is pumped to the spray system. Pond #2 overflows to pond #3, which discharges to the stream
during heavy rains.
5. Self -Monitoring Program
The permit requires semi-annual qualitative monitoring at all stormwater outfalls. Ms. Graznak
determined during her inspection that all parameters were evaluated per the specifications of the
permit. Analytical monitoring requirements are waived at this site since the permit states that semi-
annual analytical sampling is not required for facilities, where chips, bark, and mulch stay on the site
for seven days or less. On -site vehicle maintenance monitoring requirements at the site are also
waived, since these activities at the site do not use more than 55 gallons on new motor oil per
month.

i would like to find a time for all of us to discuss the current operations and permitting of this facility in light of the
recent site visit performed to evaluate their closed loop recycle system permit application, WQ0036290. The site holds
stormwater permit NCG210320 and also operates a recycle system for their wet decking operation. Our visit revealed a
number of issues that will make permitting the ponds as a non -discharge system difficult as -is (setbacks to surface
waters, freeboard, dam integrity, etc) and also raised concerns about the impact of stormwater discharges from the site
as well as the appropriate classification of those discharges (i.e. stormwater vs wastewater). In any case, we need to
resolve a few issues internally before responding to Edwards.
I don't think this will require more than about an hour of discussion. Would any of the following times next week work
for a conference call for both of you?

Dear Ms. Graznak:
This letter is in response to the Notice of Deficiency that was sent from your office dated
December 20, 2010.
We have investigated the matter of the storage of chips, bark and mulch at the Liberty
Plant and have corrected and/or amended procedures whereby no such generated
materials will be allowed to stay on site and exposed to stormwater for greater than seven
(7) days. Henceforth, our procedures will require that all such materials be removed on a
routine basis and no such materials generated will be allowed to remain on site in any
location exposed to stormwater (rain, snow, etc.) for more than seven (7) days prior to
removal.
We regret that this oversight occurred but we appreciate you calling it to our attention so
that we could get our procedures corrected.

On December 8, 2010, Jenny Graznak of this office performed a General Stormwater
Permit Inspection at Edwards Wood Products in Alamance County, North Carolina. This facility
holds General Stormwater Permit No. NCG210320 under the National Pollutant Discharge
Elimination System (NPDES) to discharge Stormwater associated with the manufacture of
Timber Products. Don Blair, General Manager, was present for the inspection. This type of
inspection consists of two basic parts: a review of facility files and self -monitoring data, and an
on -site inspection of the facility and its outfalls. This particular inspection evaluated five (5)
areas, and observations from each area are addressed below:
1. Permit
The permit became effective August 1, 2008 and expires July 31, 2013. A copy of the most
recent permit was not available during the inspection. Please make certain that the General
Manager has a copy of the current permit.
2. Records/Reports
As required by the Permit, the facility has a Stormwater Pollution Prevention Plan (SPPP) that
was available for review during the inspection. The SPPP was last updated June 24, 2010.
Thurman Horne is a private consultant who assists Edwards Wood with the requirements of the
storm water permit. He visits the site twice per year and also keeps the SPPP current and
routinely updated. Employee Training in environmental awareness and procedures occurs on
an annual basis.
3. Facility Site Review
Raw materials (logs) and finished product (untreated lumber) are stored outside. The lumber
goes through a fungicide/stain inhibitor dip process before placement in storage outside.
Sprinklers run most of the time to keep the lumber in a constant state of moisture. The rinse
water is continuously recycled from the two onsite ponds. These ponds are not designed to
discharge. Petroleum tanks are maintained under cover with secondary containment or are
double -walled. Since vehicle maintenance is done by a third party, the motor oil tank is almost
empty and will soon be removed from the site. There are also piles of mulch that stay on the
site for 2-3 weeks, according to Mr. Blair. Sawdust is stored in bins until removal from site.

4. Effluent/Receiving Waters
The site has 2 stormwater discharge outfalls (SDOs). The exact location of SDO # 001 could
not be found during the inspection due to overgrown vegetation on the slope. However, no
problems were noted with respect to the condition of the outfall areas. Stormwater discharges
from this site drain to North Prong of Rocky River (Class WS-lll) in the Cape Fear River Basin.
The stream runs adjacent to the property. No visible solids or discoloration were noted.
5. Self -Monitoring Program
The stormwater permit requires semi-annual qualitative monitoring at all stormwater outfalls.
These reports were not available at the facility on the day of the inspection, since they are
maintained by Mr. Horne. Please make sure that the facility has copies of all reports and
documentation for the storm water permit. These reports were delivered to Ms. Graznak the
following day and showed that all parameters were evaluated per the specifications of the
permit.
The permit also requires semi-annual analytical monitoring at all storm water outfalls. However,
this monitoring has not been performed since Mr. Horne was under the impression that it was
not required. The permit states that sampling is not required for facilities where chips, bark, and
mulch stay on the site for seven days or less. According to Mr. Blair, these materials stay on
site longer than seven days (approximately 2-3 weeks at a time) and therefore monitoring would
be required. Due to this insufficiency,_ this inspection report is being sent as a Notice of
Deficiency,_ and the issue should be corrected immediately. Ms. Graznak will be in touch in
the coming months to make certain that monitoring requirements are being met.
On -site vehicle maintenance monitoring requirements at the site are waived, since these
activities at the site do not use more than 55 gallons on new motor oil per month (average).

Water Quality (DWQ) is forwarding herewith the reissued stormwater General Permit. This permit has been reissued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North
Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007,

The General Permit authorizes discharges of stormwater only, and it specifies your obligations with respect to stormwater
discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all
the changes in the reissued permit.
The more significant changes to the General Permit include the following:
• Permit cover page, second paragraph - The General Permit now may cover activities that DWQ determines to be similar in
either the process, or in the exposed materials, to the Timber Products Industry.
• Part I Section A - A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL,
may not be eligible for continued coverage at the next renewal of the General Permit.
• Part I Section B second paragraph - A new clarification that the permit does not authorize discharges that DWQ determines
are wastewaters.
• Part II Section A - The required contents of the Stormwater Pollution Prevention Plan have been expanded and clarified.
• Part 11 Section B Table 1 - A new requirement to sample stormwater discharges twice per year for those facilities with
exposed piles of certain materials remaining on site longer than seven days.
• Part 11 Section B Tables 2 and 3 and following - For permittees with exposed piles, there are new provisions requiring the
permittee to execute Tier One and Tier Two response actions, based on the first benchmark exceedence (Tier One) and the
second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring
instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences.
• ,Part I I Section B - For permittees with exposed piles, a new provision that four exceedences of any particular benchmark
will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct
the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control
measures.
• Part II Section C - Clarification that under the qualitative monitoring provisions of the permit, the permittee is obligated to
respond to repeated observations of stormwater pollution. DWQ may impose additional stormwater management
requirements if the permittee is non -responsive, or if the responses are ineffective.
Your coverage under the General Permit is transferable only through the specific action of DWQ.
