REGAN Secretary TRACY DAVIS Director On April 14, 2017, Glen White of the North Carolina Department of Environmental Quality — Division of Energy, Minerals and Land Resources met with you at the facility located at 350 Elkin Wildlife Road, to conduct a compliance inspection. Inspection consists of review of the Stormwater Pollution Prevention Plan (SPPP), facility outfalls and possible exposures. Your assistance was greatly appreciated. Permit: This facility holds General Stormwater Permit NCG210306 to discharge stormwater from industrial activity associated with Lumber and Wood Products, Except Furniture [SIC 241 under the National Pollutant Discharge Elimination System (NPDES). The permit became effective August 01, 2013 and expires on July 31, 2018. The current permit was available for review and was included in the SPPP. Records/Reaorts• This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part II, Section A of the permit. All required documentation is up to date including responsible party/emergency contacts, employee training, spills and response plan, siteplan, vicinity map, etc. All qualitative and analytical monitoring records are required to be maintained with the SPPP for a minimum of five (5) years. Monitoring has been conducted as required by the permit. Facility Site Review: This facility manufactures lumber products from timber. Raw timber is stored neatly on the yard. This facility is on both sides of Elkin Wildlife Road and has four (4) documented outfalls. All outfalls were observed during inspection. The only thing the inspector noticed that does not appear to meet requirements of the permit is the lack of secondary containment for two small 1- 300 Gallon'tanks. Both you and Mr. Ricky Miller assisted us and guided us throughout the inspection. It was a pleasure to meet both of you and your cooperation was greatly appreciated. An inspection checklist is attached for your records and the inspection findings are summarized below. 1. Permit This facility holds General Storm water Permit No. NCG210306 to discharge Storm water from activities associated with Lumber and Wood Products under the National Pollutant Discharge Elimination System (NPDES). The permit became effective October 1, 2014 and expires September 30, 2019. Your permit renewal package must be received in the Central Office in Raleigh no later than 180 days prior to the expiration date of the permit. 2. Records/Reports Part 11, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). The plan must include all nine (9) subsections of Part 11, Section A of the permit. The site plan needs to be updated to include the dry kiln area across the road from the main facility. Qualitative monitoring is required to be completed and documented twice yearly as defined in Part 11, Section C of the permit. Qualitative monitoring has been conducted and is up to date with records provided for review. Analytical monitoring is also required for this facility but has not been conducted as required for compliance. Please begin conducting the analytical monitoring immediately. Monitoring forms for qualitative and analytical monitoring as well as a6,updated copy of your permit can be found online at http://gortal.'nc'denr.org/web/Ir/npdes-stormwater#tab-2. Your SPPP plan must be updated annually and monitoring must be conducted semi-annually to maintain compliance with the permit. Mr. Farthing and Mr. Miller met with the inspector's onsite and observed its general condition. Raw timber is stored onsite and is neatly stacked and into its own species. Overall the site appeared to be well maintained but sawdust accumulation in areas near outfalls need to be cleaned up. The dry kiln area on tract across the road from the office needs to be added to the siteplan. 4. Effluent/Receiving Waters Stormwater from the sawmill flows toward Turkey Creek and stormwater from the tract with the kiln flows toward Willowbrook Lake, both bodies are listed as Class "C" waters of the Yadkin -Pee -Dee River Basin. 5. Self -Monitoring Program a. Analytical Monitoring: This site is required to conduct analytical monitoring bi-annually but has not been doing so for some time. Begin collecting samples for monitoring at the same time qualitative monitoring is conducted. Keep Records onsite-in the SPPP binder for 5 years. Submit of copy of any result that exceeds benchmark values to Glen White at NCDMLR. Monitor motor oil consumption. If monthly usage exceeds 55 gal, monitoring at the maintenance shop will be required. Qualitative_Monitoring: Qualitative records do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years. Begin monitoring twice years as required for permit compliance. This site has several discrepancies with permit requirements that need be addressed immediately. a. Provide an updated SPPP (Stormwater Prevention Protection Plan). Your outfalls are 1, 2, 4 & 9 of those listed in your plan. 3, 5, 6, 7 & 8 currently listed on the plan are not outfalls and do not require monitoring. The small ditch near 3 should be added as an outfall and testing done at that location. Keep SPPP plan, permit, monitoring records and spill records together in 3-ring binder. b. Clear a path to each outfall so monitoring can be accomplished and samples collected. c. Provide Analytical and Qualitative monitoring twice yearly as per Part II, section C. Take pH reading at the time of collection. Keep all records in binder with SPPP for 5 years. d. Document all spills and corrective action performed to minimize environmental impact. e. Remove sawdust near outfall 4 and near banks. Create berms to minimize sawdust accumulating on adjoining properties. This site may be re -inspected in January or February of 2016 to verify improvements and check compliance status. The site was keeping up it qualitative monitoring but no analytical monitoring was being done. Analytical is required at outfall locations. Vehicle mainenance being conducted onsite. If excess of 55 Gal of motor oil is used per month, analytical minitoring will be required at the mainenance shop as well. Clear path to all outfall Locations. Only 1, 2, 4 & 9 are outfalls. Ditch near discharge point 3 should be added as outfall 3. Monitoring required at those locations. Once areas near outfalls have been cleared of sawdust debris, add a berm where applicable to minimize sawdust collecting on adjoining properties_ Site may be revisited in January or February of 2016 to for a compliance check once owner has had time to implement changes. This permit has been reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007. The following information is included with your permit package: • A new Certificate of Coverage • A copy of stormwater General Stormwater Permit NCG210000 • A copy of the Technical Bulletin for the General Permit • Five copies of the Discharge Monitoring Report (DMR) Form • Five copies of the Qualitative Monitoring Report Form The General Permit authorizes discharges of stormwater only, and it specifies your obligations with respect to stormwater discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all the changes in the reissued permit. The more significant changes to the General Permit include the following: • Permit cover page, second paragraph — The General Permit now may cover activities that DWQ determines to be similar in either the process, or in the exposed materials, to the Timber Products Industry. • Part I Section A — A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL, may not be eligible for continued coverage at the next renewal of the General Permit. • Part I Section B second paragraph — A new clarification that the permit does not authorize discharges that DWQ determines are wastewaters. • Part II Section A — The required contents of the Stormwater Pollution Prevention Plan have been expanded and clarified. • Part 11 Section B Table 1 — A new requirement to sample stormwater discharges twice per year for those facilities with exposed piles of certain materials remaining on site longer than seven days. • Part II Section B Tables 2 and 3 and following — For permittees with exposed piles, there are new provisions requiring the permittee to execute Tier One and Tier Two response actions, based on the first benchmark exceedence (Tier One) and the second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences. • Part II Section B — For permittees with exposed piles, a new provision that four exceedences of any particular benchmark will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control measures. • Part 11 Section C — Clarification that under the qualitative monitoring provisions of the permit, the permittee is obligated to respond to repeated observations of stormwater pollution. This inspection evaluated the five (5) areas as designated on the attached inspection form. Observations from each area are addressed below: 1. Permit Miller Brothers Lumber Company holds Certificate of Coverage # NCG210306 for the discharge of stormwater from the facility. The General Permit became effective May 1, 2003 and expires April 30, 2008. 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater .Pollution Prevention Plan (SPPP). A copy of the SPPP was available for review during the inspection. As was discussed, the site map of the facility needs to be updated to show the new dry kiln and planning operation across the road. 3. Facility Site Review Observations at the facility did not reveal any environmental concerns. However, the sawdust and wood debris around outfall # 4 (near the sawmill) should be cleaned up to prevent the material from reaching surface waters during rainfall events. 4.
