Comment: This facilitv was visited to investigate a complaint that the pond was overflowina and oilv. areas
water was flowing from the pond onto neighbors property,. The complaint was determined to be
invalid and it is one of many invalid complaints coming from the same complainant over the
Years. Complaints include, stormwater runoff, noise from the lumber yard running, traffic
coming and going at the yard. The mill has been in the exact location and operating for 90 years
The complainants property is part of the property passed down to heirs of the original lumberyarc
owner. Those owning the yard and the complainant are those heirs. It appears that there may
some family issues involved.

On December 09, 2015 Glen White of the North Carolina Department of Environmental Quality;
Department of Energy, Minerals and Land Resources visited the subject facility located at 2473
Falling Oak Road in Asheboro and met with you to conduct a compliance inspection for the
facilities Industrial Stormwater Permit. Inspection consist of review of the Stormwater Pollution
Prevention Plan, training and monitoring records `and observation of the general condition of the
site and outfall. Your assistance with the inspection was greatly appreciated.
Permit:
This facility holds General. Stormwater Permit NCG210291 to discharge stormwater from
Lumber and Wood Products, Except Furniture. The permit became effective August 01,
2013 and expires on July 31, 2018. A copy of the current permit was printed and included in the
file at the time of inspection.
Records/Reports:
This facility was required to develop and maintain a Stormwater Pollution Prevention Plan
(SPPP) in accordance with Part II, Section A of the permit. The facility has developed a SPPP
and it is maintained onsite and updated annually. No obvious deficiency was found.
Facility -Site Review:
This facility processes lumber from raw timber and also builds pallets. Lumber production is
hardwood only. Pine timber that is accepted at the facility is taken to another lumberyard for
lumber production. Pine is used for pallet construction. Lumber is neatly stacked and dated
throughout the site while in the air drying process. Sawdust and wood chips are collected in
bins and hauled offsite. Mulch is piled on concrete or asphalt and is not stored on bare ground.
A retaining wall prevents it from leaving the site. This area drains to the Pond at Outfall 3..

Effluent Receiving Waters:
This site has three (3) outfalls. Outfall 1 in located behind the office and below Pond 1, Outfall 2
is located on the opposite side of Falling Oak Rd and is a culvert emptying into a ditch, Outfall 3
is located at.the rear of the facility below another pond. All effluent from this site drains into
Caraway Creek, then to the Uwharrie River, Class "C" waters of the Yadkin Pee -Dee River
Basin.
Self Monitoring:
The stormwater permit requires semi-annual Qualitative Monitoring to be conducted at all
outfalls. Review of the records revealed that the site has conducted all required monitoring.
Under current operating procedures the facility is exempt from analytical monitoring
requirements.

Lumber & Pallet Company in Randolph County, please find the enclosed copies of the original
reports (which were mailed to you) from December 2004 and March 2007. The initial inspection
in 2004 was performed in response to a citizen complaint. As this was more than five years
ago, our office does not have a copy of the complaint report. The inspection in 2007 was simply
a routine inspection. Please contact our office if further information is needed. However, you
