(DEMLR) conducted a compliance evaluation inspection at the subjectfacility on September 17, 2015. Your
assistance throughout the process was greatly appreciated. An inspection checklist is attached for your
records and the inspection findings are summarized beiow.
1. Permit
This facility holds General Storm water Permit No. NC210265 to discharge Storm water from activities
associated with Lumbe: and Wood Products Except Furniture under the National Pchutant Discharge
Elimination System (NPDES). The permit becameeffective August 1, 2013 and expires July 31, 2018. Your
permit renewal package must be received in the Central Office in Raleigh no later than 180 days prior to the
expiration date of the permit.
2. Records/Reports
Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP).
The plan must include all nine (9) subsections of Part II, Section A of the permit. An updated copy of the
SPPP was available for review at the time of inspection. Qualitative monitoring is required to be completed
and documented twice yearly as defined in Part d, Section C of the permit. The SPPP plan must be updated
annually and qualitative monitoring must be conducted and properly documented semi-annually to retain
compliance with the permit.

3. Facility Site Review
This facility mills timber for the production of lumber products and mulches bark and sawdust, a bi-product
of lumber production.
4. Effluent/Receiving Waters
Stormwater from this site empties into Fishing Creek, a Class C tributary of the Yadkin Pee Dee River.
5. Self -Monitoring Program
Analytical Monitoring: This site is required to provide analytical monitoring. Records show all past
monitoring was done as required by the permit. Need to get one sample collected and tested as soon as the
next rain to remain compliant for 2015.
6. Qualitative Monitoring: All qualitative records do not need to be submitted to DEMLR, however, the
records must be kept on file at the facility for a period of five years. Bi-annual monitoring has been done in
the past according to the records. Need to complete one more monitoring event for 2015 for compliance.
7. Outfalls:
Stormwater from this site drains to an onsite stormwater pond before it exits back into fishing creek. The
facility will begin recycling water from the pond this winter to keep oak wet during winter months. This is a
method of preservation used to protect the timber until it can be milled. No further processing of the timber
will be done until it is ready to be milied. Recycled water will filter through vegetation before returning to
the pond where it will be recycled again. Permit compliance should not be affected.

Comment: Site drains to a pond onsite. Mr. -Shepherd will begin recyiing water from the pond during winter
months to keep water on his stored oak timber. The water will drain back to the pond throe h a
grassed and wooded area before being recycled again for wetting the oak until it can be milled. _
This is a method of preservation. Monitoring results should not be negatively affected.

A Compliance Evaluation Inspection was performed on January 11, 2013 by George Smith, of this office. Mr.
Scott Greene and Mr. Travis Shepherd were present for the inspection.
Permit
The NPDES general permit became effective on August 1, 2008 and expires on July 31, 2013. A new General
Permit will be issued this summer. Please make yourself familiar with the requirements in this permit. A copy
of the permit was given to Mr. Greene and Mr. Shepherd at the time of the inspection. The following permit
requirements and monitorin must be completed by the next annual inspection:
1. Stormwater Pollution Prevention Plan is required. (Part II, Section A)
2. Analytical Monitoring is required since a mulch pile is on site for more than seven (7) days. (Part II,
Section B, Table 1)
3. Qualitative Monitoring is required. (Part II, Section C, and Table 4)
Records & Reports
A basic version of the Stormwater Pollution Prevention Plan (SPPP) was on file. The plan needs to be
developed as outlined in the permit.

Facility Site Review
There is mulch stored at this facility.
A facility site inspection showed two (2) stormwater Outfalls.
One outfall discharges to a stream or drainage ditch. The second outfall receives water from the mulch pile and
most of the yard, which discharges from a recycle pond. The pond is used to cool the saw blades. Please sample
the discharge from this pond twice a year during a representative rainfall event.
There are no signs of any spills. There is a chemical that is used to treat. lumber. Please note the location,
amount and spill containment measures in your plan.
Self -Monitoring Program
Since the facility transferred ownership there has been no analytical or qualitative monitoring.
Below you will find four certified labs that are capable of performing the stormwater analysis for pH, Chemical
Oxygen Demand (COD), and Total Suspended Solids (TSS). Please perform these tests at each outfall, twice a
year. (Once during January — June, and once during July -- December) ,
