You were unable to be present for the inspection due to a prior appointment and made arrangements with Margaret Rhoades, Office Manager to assist with inspection. Her assistance and cooperation were greatly appreciated. The facility was found to be in compliance with its permit requirements. An inspection report is attached for your records and the inspection findings are summarized below. 1. Permit This facility holds General Storm wager Permit No. NC210263 to discharge Storm water from activities associated with Lumber and Wood,Products Except Furniture under the Nationai Pollutant Discharge Elimination System (NPDES). The permit became effective August 1, 2013 and expires July 31, 2018. Your permit renewal package must be received in the Central Office in Raleigh no latet-than 180 days priorto the expiration date of the permit. 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). The plan must include all nine (9) subsections of Part II, Section A of the permit. The SPPP plan must be updated annually and qualitative monitoring must be conducted and properly documented semi-annually to retain compliance with the permit. Training and maintenance procedures must be current and updated annually. The SPPP Pian and monitoring records were current. Facility Site Review This site manufactures lumber which is shipped overseas to make furniture and other products. The major source of timber is Poplar. There is a very large stock of lumber of various cuts and lengths stored onsite and waiting for shipment. Everything that is a potential pollution hazard is stored under roof or within a building. Only lumber is stored outside uncovered. There is a very large propane tank in the yard that was used to heat the kilns but has not been used for about (8) eight years. The facility switched to burning sawdust to heat the kilns. Sawdust is brought in from another lumberyard in the county. Waste from this facility is in the form of wood shavings. Shavings are collected in trailers and hauled off for chicken house bedding. 4. Effluent/Receiving Waters Effluent from this site drains to Millers Creek, Class "WS-IV" waters of the Yadkin Pee -Dee River Basin. 5. Self -Monitoring Program Analytical Monitoring: This facility does not store sawdust, wood chips or chemicals outside for a period of more than (7) seven days and is exempt from analytical monitoring. Sawdust is brought in from another facility and is stored under cover for use in heating the kilns. 6. Qualitative Monitoring: All qualitative records do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years. This site is required to complete qualitative monitoring twice annually. Monitoring records were current and available for review at the time of inspection. Everything is stored under cover except for lumber that is stacked neatly while it ages and untill it is shipped. Most of the lumber is poplar and goes overseas in furniture making. There is one very large double walled propane tank that was used to het kilns but has been empty for about 8 yrs. Facility switched to burning sawdust to heat kilns. Facility has developed an (SPPP) Stormwater Pollution Prevention Plan and is conducting qualitative monitoring per permit requirements. No analytical monitoring is required because waste products are not stored onsite and without cover for more than (7) seven days.
