Donald R. van der Vaart Secretary Glen White of the Winston-Salem Regional Office of the NC Division of Energy, Mineral, and Land Resources (DEMLR) conducted a compliance evaluation inspection at the subject facility on October 23, 2015. Ms. Wanda Braxton assisted.with the inspection and her cooperation and assistance were greatly appreciated. An inspection checklist is -attached fdr:,.your records and the inspection findings are summarized below. 1. Permit This facility holds General Storm water Permit No. NC210248 to discharge Storm water from activities associated with Lumber and Wood Products Except Furniture under the National Pollutant Discharge Elimination System (NPDES). The permit became effective August 1, 2013 and expires July 31, 2018. Your permit renewal package must be received in the Central Office in Raleigh no later than 180 days prior to the expiration date of the permit. 2. Records/Reports Part li, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). The plan must include ad nine (9) subsections of Part II, Section A of the permit. An updated copy of the SPPP was available for review at the time of inspection. Qualitative monitoring is required to be completed and documented twice yearly as defined in Part ll, Section C of the permit. The SPPP plan must be updated annually and qualitative monitoring must be conducted and properly documented semi-annually to retain compliance with the permit. Training and maintenance procedures are current and updated annually. Facility Site Review This facility mills lumber from raw timber of various species. It's operations have greatly reduced from where they were several years ago. Now they employ 5 people, including Mr. and Ms. Braxton: No analytical monitoring is required since all sawdust, wood chips, bark and mulch is either stored under cover or in trailers and is not allowed to accumulate onsite. The mill has one outfall. It was observed at the time of inspection and had a small amount of running water which was clear and odorless. 4. Effluent/Receiving Waters Stormwater from this site discharges into Cane Creek (Class C, NSW) of the Cape Fear River Basin, S. Self -Monitoring Program Analytical Monitoring: This site is not required to provide analytical monitoring under current operating procedures. ^ 6. Qualitative Monitoring: All qualitative records do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years. This site is required to complete qualitative monitoring twice annually. Monitoring records were current and available for review at the time of inspection. Sullins Dee Freeman Governor Director Secretary November 16, 2010 Christopher Braxton, Owner Braxton's Sawmill 7519 Lindley Mill Road Graham, North Carolina 27253 Subject: General Stormwater Permit Inspection — NPDES General Permit NCG210248 Braxton's Sawmill — Alamance County Dear Mr. Braxton: On November 9, 2010, Jenny Graznak of this office performed a Stormwater Permit Inspection at Braxton Sawmill located at 7519 Lindley Mill Road in Graham, North Carolina. This facility holds General Stormwater Permit No. NCG210248 under the National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater from activities classified as Timber Products. You and your wife Wanda Braxton were present for the inspection. This type of inspection consists of two basic parts: an in -office review of facility files and self -monitoring data and an on -site inspection of the facility's discharge. This particular -inspection evaluated five (5) areas, and observations from each area are addressed below: 1. Permit 'The permit became effective August 1, 2008 and expires July 31, 2013. 2. Records/Reports After the last inspection of this facility in 2006, a Stormwater Pollution Prevention Plan (SPPP) was created for the site. A copy of this document was received by our office on April 17, 2006. There are site and location maps, which describe the site's storage practices and show the location of the storm water outfall. 3. Facility Site Review Due to the recent economy, Braxton Sawmill has downsized considerably since the last inspection in 2006. In regard to fuel storage, there is one 1,000 gallon tank and one 1,500 gallon tank maintained inside the shop building with a covered roof. However, very little fuel is stored on site at this time. No vehicle maintenance is done on site. The amount of logs and lumber maintained on site is much reduced. Sawdust, woodchips, mulch, and bark are stored in trailers and then immediately removed from the site. None of these materials were on site during the inspection. 4. Effluent/Receiving Waters Stormwater from the property discharges to Cane Creek (Class C, NSW) in the Cape Fear River Basin. The facility has two containment ponds to collect stormwater runoff from the site. No discharge was observed at the time of the inspection. 5. Self -Monitoring Program The permit requires you to perform inspections of the Stormwater Discharge Outfall on a semi- annual basis. Records from these inspections were available during the inspection. This facility is exempt from analytical monitoring requirements due to the fact that sawdust, wood chips, bark, and mulch are not maintained.at the site for longer than seven (7) days, as stated in the permit. On -site vehicle maintenance monitoring requirements at the site are also waived, since these activities at the site do not use more than 55 gallons on new motor oil per month (average).
