(DEMLR) conducted a compliance evaluation inspection at the subject facility on September 16, 2015. Mr.
Jody Callicut assisted with the inspection. His assistance was greatly appreciated, An inspection checklist is
attached for your records and the inspection findings are summarized below.
1. Permit
This facility holds General Storm water Permit No. NC210239 to discharge Storm water from activities
associated with Lumber and Wood Products Except Furniture under the National Pollutant Discharge
Elimination System (NPDES). The permit became effective August 1, 2013 and expires Juiy 31, 2018. Your
permit renewal package must be received in the Central Office in Raleigh no later than 180 days prior to the
expiration date of the permit.
2. Records/Reports
Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP).
The plan must include all nine (9) subsections of Part li, Section A of the permit. An updated copy of the
SPPP was available for review at the time of inspection. Qualitative monitoring is required to be completed
and documented twice yearly as defined in Part II, Section C of the permit. The SPPP plan must be updated
annually and qualitative monitoring must be conducted and properly documented semi-annually to retain
compliance with the permit.

3. Facility Site Review
This facility mills lumber products to be used in Hughes Furniture products. The site also stores lumber on
site until it is time for it to me milled. The site was clean at the time of inspection. Lumber is stored and
stacked in rows and dated for the time it is to be consumed. There is a metal boneyard at the rear of the
property. Metal waste is hauled off periodically and is not allowed to accumulate. Sawdust is captured and
is not allowed to remain exposed onsite for periods longer than seven (7) days per permit requirements,

Stormwater from this site empties into Walkers Creek which is adjacent to the property and a part of the
Yadkin Pee Dee River Basin.
5. Self -Monitoring Program
Analytical Monitoring: This site is not required to provide analytical monitoring under current operating
procedures.
6._Qualitative Monitoring: All qualitative records do not need to be submitted to DEMLR, however, the
records must be kept on file at the facility for a period of five years. This site is required to complete
qualitative monitoring twice annually. Monitoring records were available for review at the time of
inspection.
7. Outfalls:
This site outfalls into Walkers Creek by overland flow at the rear of the property and a small portion of the
front of the property outfalls into a ditch along High Pine Church Rd.

Inspection Summary:
Inspector met with Mr. Jody Callicut at the subject facility on 9/22/2015 at gam and conducted the inspection. Review of
the SPPP and monitoring records showed that records were up to date and monitoring was performed twice annually per
requirements.
The site had one significant spill in 2014 and the spill and response were documented in the records.
Review of the site reveals a facility that is well maintained. Lumber is stacked and bundled neatly and dated for their use.
There is an area in the rear where a metal boneyard exist all. Metal was is hauled off regularly and is not stored onsite for
long periods. Sawdust is blown into trailers and hauled offsite.

On July 24, 2007, Jenny Freeman of this office performed a Stormwater Permit Inspection
at Hughes Furniture Lumberyard located at 6676 High Pine Church Road in Randolph County,
North Carolina. This facility holds General Stormwater Permit No. NCG210205 under the
National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater associated
with the Timber Products. You were present for the inspection. This type of inspection consists
of two basic parts: a review of facility files and self -monitoring data and an inspection of the
facility's discharge points. This particular inspection evaluated five (5) areas, and observations
from each area are addressed below:
1. Permit
The permit became effective May 1, 2003 and expires April 30, 2008.
2. Records/Reports
The facility has a Stormwater Pollution Prevention Plan (SPPP, dated 1998) that includes a
location map, site plan, storage practices, and a list of Best Management Practices on the site.
3. Facility Site Review
Only untreated lumber is stored on the yard. There is a diesel fuel tank for the on -site
equipment, which is enclosed by secondary containment. Dougherty Equipment Company
services the forklifts and then removes the used oils from the site.
Sawdust is no longer piled on site. Instead, it is stored in covered containers and then removed
from the site to be sold for beneficial use.
4. Effluent/Receiving Waters
Stormwater from this site drains to an unnamed tributary to Walkers Creek (Class C) in the
Yadkin -Pee Dee River Basin. There is one Stormwater discharge outfall on site. Please make
sure that the outfall remains free of sawdust and wood chips from processes at the lumberyard.
5. Self -Monitoring Proqram
The stormwater permit requires semi-annual qualitative monitoring at stormwater outfalls. The
last monitoring event took place on July 16, 2007. An on -site review of the monitoring data
during the inspection showed that all parameters were evaluated per the specifications of the
permit. Blank Stormwater Discharge Outfall Qualitative Monitoring Report sheets have been
included with this report for your use, as requested during the inspection. On -site vehicle

maintenance monitoring requirements at the site are waived, since less than 55 gallons of new
motor oil is used per month when averaged over the calendar year.
