You and your Engineer, Mr. Conrad Carter, Jr., PE, took part in the inspection and your assistance was greatly appreciated. An inspection checklist is attached for your records and the inspection findings are summarized below. 1. Permit This facility holds General Storm water Permit No. NC210157 to discharge Storm water from activities associated with Lumber and Wood Products Except Furniture under the National Pollutant Discharge Elimination System (NPDES). The permit became effective August 1, 2013 and expires July 31, 2018. Your permit renewal package must be received in the Central Office in Raleigh no later than 180 days prior to the expiration date of the permit. 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). The plan must include all nine (9) subsections of Part II, Section A of the permit. An updated copy of the SPPP was available for review at the time of inspection. Qualitative monitoring is required to be completed and documented twice yearly as defined in Part II, Section C of the permit. The SPPP plan must be updated annually and qualitative monitoring must be conducted and properly documented semi-annually to retain compliance with the permit. Facility Site Review This facility mills lumber from raw timber divided on the yard into its respective species, The timber storage area is quite muddy with ruts throughout. The rest of the yard is dry, mostly graveled and has a more maintained surface. The timber storage area needs to be more stabilized. One option may be gravel or logging mats at least along the path of travel. A metal boneyard exist next to one of the buildings. The metal needs to be stored under cover or removed from the site. Sawdust and mulch needs clean up as well to comply with the permit requirements. Mr. Carter is working with Mr. Allen to resolve many of the issues and is developing new operation, maintenance and monitoring procedures for the facility. 4. Effluent/Receiving Waters Stormwater from this site drains to Wagner Branch, "Class C" waters of the Yadkin Pee Dee River Basin. 5. Self -Monitoring Program Analytical Monitoring: This site is required to provide analytical monitoring under current operating procedures. No monitoring has been performed in several years. Begin monitoring as soon as new outfall locations have been determined. Begin monitoring at next rain event, even if Stormwater Pollution Prevention Plan is not complete. Keep records with SP3 plan. 6. Qualitative Monitoring: All qualitative records do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years. This site is required to complete qualitative monitoring twice annually. No monitoring has been performed in several years. Begin monitoring at next rainfall event. Keep records with SP3 plan. 7. Outfalls: This facility has acquired new land. A survey is being conducted to determine new outfall locations. This information will be needed to complete the new SP3 plan and to determine where monitoring will take place. The following deficiencies need to be addressed to become compliant with permit requirements: 1. Determine new outfall locations. Surveyor to determine locations. Develop and implement an SP3 (Stormwater Pollution Prevention Plan). Mr. Carter is in the process of completing. Once complete, it will need to be updated annually. Begin analytical monitoring as soon as outfalls determined. Monitor twice annually. Begin qualitative monitoring as soon as outfalls determined. Monitor twice annually. Work on housekeeping issues as discussed with Mr. Carter. (Oil Barrels, metal boneyard, sawdust & mulch, etc. This facility will be re -inspected in.mid-2016 to determine permit compliance. Mr. Allen has hired Conrad Carter, Jr., PE of ALPHA Environmental to prepare a new SP3 and help to get him into compliance. New property has been aquired that is changing all outfalls. A new survey is about to begin that will identify outfall locations. Once that is determined, Qualitative and analytical monitoring needs to begin at the very next rainfall event. After a couple of sample cycles have been complete, results are within parameters and the site condition complies with the permit, the facility may apply for representative outfall status. This site will be revisited in approx. 9 months to check on the SP3, monitoring and overall site condition to verify permit compliance. The more significant changes to the General Permit include the following: • Permit cover page, second paragraph — The General Permit now may cover activities that DWQ determines to be similar in either the process, or in the exposed materials, to the Timber Products Industry. • Part I Section A — A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL, may not be eligible for continued coverage at the next renewal of the General Permit. • Part I Section B second paragraph — A new clarification that the permit does not authorize discharges that DWQ determines are wastewaters. • Part II Section A — The required contents of the Stormwater Pollution Prevention Plan have been expanded and clarified. ■ Part it Section B Table 1 — A new requirement to sample stormwater discharges twice per year for those facilities with exposed piles of certain materials remaining on site longer than seven days. • Part 11 Section 8 Tables 2 and 3 and following — For permittees with exposed piles, there are new provisions requiring the permittee to execute Tier One and Tier Two response actions, based on the first benchmark exceedence (Tier One) and the second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences. • Part 11 Section B — For permittees with exposed piles, a new provision that four exceedences of any particular benchmark will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control measures. • Part II Section C — Clarification that under the qualitative monitoring provisions of the permit, the permittee is obligated to respond to repeated observations of stormwater pollution. DWQ may impose additional stormwater management requirements if the permittee is non -responsive, or if the responses are ineffective. Box 68 Seagrove, NC 27341 Subject: General Stormwater Permit Inspection NPDES General Permit No. NCG210157 —TRAM Lumber, LLC Randolph County Dear Mr. Morris: On July 12, 2007, Jenny Freeman of this office performed a Stormwater Permit Inspection at Tram Lumber located at 485 Burney Road in Randolph County, North Carolina. This facility holds General Stormwater Permit No. NCG210157 under the National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater associated with the Timber Products. Mr. Dennis Durham, consultant with Safety -Net, Inc., was present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self -monitoring data and an inspection of the facility's discharge points. This particular inspection evaluated five (5) areas, and observations from each area are addressed below: 1. Permit The permit became effective May 1, 2003 and expires April 30, 2008. 2. Records/Reports The facility has a Stormwater Pollution Prevention Plan (SPPP, dated 1994) that includes a location map, site plan, storage practices, and a list of Best Management Practices on the site. Employee training in Hazardous Materials and Spill Prevention occurs on an annual basis. 3. Facility Site Review Only untreated lumber is kept outdoors. There are two diesel fuel tanks, several 55-gallon drums of lubricant and hydraulic fluid, and a dip tank for pallets on site, all of which are enclosed by secondary containment. 4. Effluent/Receiving Waters Stormwater from this site drains to an unnamed tributary to Wagner Branch (Class C) in the Yadkin -Pee Dee River Basin. There are six stormwater discharge outfalls (SDO) on site. No problems were noted at SDO 1-5. However, SDO 6 drains from a mulch pile, and the discharge was black from the tannin leachate. There is no surface water on site or nearby neighbors to be affected, so this is not a significant concern at present. Please keep an eye on this SDO. 5. Self -Monitoring Program The stormwater permit requires semi-annual qualitative monitoring at stormwater outfalls. On - site vehicle maintenance monitoring requirements at the site are waived, since these activities are not performed at the site. An on -site review of the monitoring data during the inspection showed that all parameters were evaluated per the specifications of the permit.
