Department of Minerals and Land Resources met with you at the facility located at 5631 Highway 62 South in Burlington to conduct a compliance inspection per the Industrial Stormwater Permit requirements. We were also joined by Joe Mark, the Regulatory Compliance Administrator, via phone. Inspection consist of review of the Stormwater Pollution Prevention Plan, training and monitoring records and observation of the general condition of the site and outfall. Your assistance with the inspection was greatly appreciated. Permit: This facility holds General Stormwater Permit NCG210149 to discharge stormwater from industrial activity associated with :Lumber and Wood Products, Except Furniture under the National Pollutant Discharge Elimination System (NPDES). The permit became effective August 01, 2013 and expires on July 31, 2018. A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. Permit was available but was not easily obtained because all documents are maintained on the computer system. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part 1I, Section A of the permit. The SPPP along with monitoring and training records was available but again was not easily located because all documents are maintained on the computer system. There is no hard copy. No other deficiency noted. Facility Site Review: This facility produces wood beams, trusses and joist. There are two diesel fuel tanks and one oil tank. Tanks all have secondary containment. Raw lumber and manufactured products are stored under cover. Prepared orders are bound together and wait on the yard for pick up or delivery. Self -Monitoring Program: The facility is required to conduct qualitative monitoring twice annually. Monitoring has been conducted as required but again were not readily available because a hard copy is not maintained. Please provide a hard copy of the SPPP and all of its components including monitoring records, spills and annual training records. Provide a pen and ink signature by each employee that receives training each year. All records should be maintained in one three (3) inch, 3-ring binder. The more significant changes to the General Permit include the following: • Permit cover page, second paragraph — The General Permit now may cover activities that DWQ determines to be similar in either the process, or in the exposed materials, to the Timber Products Industry. • Part I Section A — A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL, may not be eligible for continued coverage at the next renewal of the General Permit. • Part I Section B second paragraph — A new clarification that the permit does not authorize discharges that DWQ determines are wastewaters. • Part II Section A — The required contents of the Stormwater Pollution Prevention Plan have been expanded and clarified. • Part II Section B Table 1 — A new requirement to sample stormwater discharges twice per year for those facilities with exposed piles of certain materials remaining on site longer than seven days. • Part II Section B Tables 2 and 3 and following — For permittees with exposed piles, there are new provisions requiring the permittee to execute Tier One and Tier Two response actions, based on the first benchmark exceedence (Tier One) and the second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences. • Part II Section B — For permittees with exposed piles, a new provision that four exceedences of any particular benchmark will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control measures. • Part II Section C — Clarification that under the qualitative monitoring provisions of the permit, the permittee is obligated to respond to repeated observations of stormwater pollution. DWQ may impose additional stormwater management requirements if the permittee is non -responsive, or if the responses are ineffective. Sullins, Director Division of Water Quality Subject: General Stormwater Permit Inspection — NPDES Permit No. NCG210149 Universal Forest Products, Inc. -- Alamance County Dear Mr. Thompson: On March 26, 2008, Jenny Graznak of this office performed a Stormwater Permit Inspection at Universal Forest Products Inc. located at 5631 Highway 62 South in Burlington, North Carolina. This facility holds General Stormwater Permit No. NCG210149 under the National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater associated with the Timber Products. You were present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self -monitoring data and an inspection of the facility's discharge points. This particular inspection evaluated five (5) areas, and observations from each area are addressed below: 1. Permit The permit became effective May 1, 2003 and expires April 30, 2008. 2. Records/Reports The facility has a Stormwater Pollution Prevention Plan (SPPP) that includes a location map, site plan, storage practices, and a list of Best Management Practices on the site. Employee training in Stormwater pollution prevention is included with site safety training and occurs'on a quarterly basis. 3. Facility Site Review The site includes two 1,000-gallon diesel tanks (one for fueling and another for an on -site generator) and one 250-gallon used oil tank. All three tanks are protected by secondary containment. All treated lumber is kept indoors. Housekeeping inspections of the site are performed on a weekly basis. 4. Effluent/Receiving Waters Stormwater from this site drains to an unnamed tributary to Beaver Creek (Gass WS-IV, NSW) in the Cape Fear River Basin. There are two stormwater outfalls on the property. No problems were noted with respect to effluent at the time of the inspection. 5. Self -Monitoring Program The stormwater permit requires semi-annual qualitative monitoring at stormwater outfalls. On - site vehicle maintenance monitoring requirements at the site are waived, since these activities are not performed at the site. An on -site review of the monitoring data during the inspection showed that all parameters are evaluated per the specifications of the permit. You perform a dry and a wet (during a rain event) monitoring inspection during the spring and the fall. The last dry monitoring event took place on March 3, 2008, and the last wet monitoring event occurred on March 4, 2008.
