Secretary Glen White of the Winston-Salem Regional Office of the NC Division of Energy, Mineral, and Land Resources (DEMLR) met with you onsite and conducted a compliance evaluation inspection at the Clarksbury Church Rd facility on September 09, 2015. It was a pleasure to meet you and your assistance and cooperation throughout the inspection were greatly appreciated. An inspection checklist is attached for your records and the inspection findings are summarized below. 1. Permit This facility holds General Stormwater Permit No. NCG070137 to discharge Stormwater from activities associated with Lumberand Wood Products under the National Pollutant Discharge Elimination System (NPDES). The permit became effective October 1, 2014 and expires September 30, 2019. Your permit renewal package must be received in the Central Office in Raleigh no later than 180 days prior to the expiration date of the permit. 2. Records/Reports Part h, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). The plan must include all 9 sections of Part II, Section A requirements of the permit. This site is not required to complete analytical monitoring but qualitative monitoring is required to be completed and documented twice yearly as defined in Part II, Section C of the permit. The plan must be updated annually and qualitative monitoring must be conducted semi-annually to maintain compliance with the permit. The SPPP plan and current qualitative records were available for review at the time of inspection. The SPPP was updated through an outside consultant in August 2015 and contained all sections required per the permit. Facility Site Review The facility was in operation during the time of inspection. A tour of the facility and review of the outfalls was guided by Mr. Bailey. The tour revealed a large facility that is teaming with activity. It's well managed, dean and organized. Each outfall designated for monitoring was visited and observed. No deficiencies were noted. Safety vest, hard hats and safety goggles were required to be worn during the inspection. This site discards two (2) industrial dumpster loads of pallets on an average workday which are then hauled offslte to recycling facilities. Sawdust is collected in closed bins that are hauled off when filled. There was one spill in recent past. Mr. Bailey responded quickly notifying NCDENR and hiring a consultant for the clean-up. The event, response and cleanup were well documented. 4. Effluent/Receiving Waters Stormwater from the site is discharged into Brier Creek, Class "C" waters of the Yadkin Pee Dee River Basin. 5. Self -Monitoring Program Analytical Monitoring: This site is required to perform analytical monitoring. A review of monitoring records verified that monitoring has been conducted per the permit requirements. Mr. Bailey collects the sample and test the pH. The samples are then tested by a consultant. 6. Qualitative Monitoring: All qualitative monitoring records were current and available for review at the time of inspection. The latest monitoring event was completed in August of 2015. Records go back severa# years with monitoring completed twice annually. Records do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years. NPDES Permit No. NCG210137 Davidson County Dear Mr. Bailey: On August 25, 2009, Gary Hudson of this office met with Mark Williams and you to perform an Individual Stormwater Permit Inspection at the Lowe's Companies facility located on Clarksbury Church Road, in Thomasville. This inspection evaluated the areas as designated on the attached inspection form. Observations from each area are addressed below: 1. Permit Lowe's Companies holds an NPDES permit # NCG210137 for the discharge of stormwater from the facility. The General Permit became effective August 1, 2008 and will expire July 31, 2013. 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). A copy of the SPPP was available for review. The plan contained all of the items required by the stormwater permit. Please note that the permit requires the plan to be reviewed and updated on an annual basis. 3. Facility Site Review Observations of the outfalls at the facility did not reveal any concerns. The site appeared very clean and well managed 4. Monitoring Program Part 11, Section C of the permit requires that semi-annual qualitative (visual) monitoring be performed and documented once in the spring (April - June) and once in the fall (September — November). A review of the facility files found that the qualitative monitoring has been conducted as required. Part II, Section B of the permit requires that analytical monitoring be performed. A review of the facility files found that the analytical monitoring has been conducted as required. The analytical monitoring for on -site vehicle maintenance listed in Section B of the permit is not required since the Lowe's Companies plant uses less than 55 gallons of new motor oil per month when averaged over the calendar year. This permit has been reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007. The more significant changes to the General Permit include the following: • Permit cover page, second paragraph — The General Permit now may cover activities that DWQ determines to be similar in either the process,.oir in the exposed materials, to the Timber Products Industry. • Part I Section A — A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL, may not be eligible for continued coverage at the next renewal of the General Permit. • Part I Section 8 second paragraph — A new clarification that the permit does not authorize discharges that DWQ determines are wastewaters. • Part it Section A — The required contents of the Stormwater Pollution Prevention Plan have been expanded and clarified. • Part it Section B Table 1 — A new requirement to sample stormwater discharges twice per year for those facilities with exposed piles of certain materials remaining on site longer than seven days. • Part 11 Section B Tables 2 and 3 and following — For permittees with exposed piles, there are new provisions requiring the permittee to execute Tier One and Tier Two response actions, based on the first benchmark exceedence (Tier One) and the second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences. • Part II Section B — For permittees with exposed piles, a new provision that four exceedences of any particular benchmark will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control measures. • Part II Section C — Clarification that under the qualitative monitoring provisions of the permit, the permittee is obligated to respond to repeated observations of stormwater pollution. DWQ may impose additional stormwater management requirements if the permittee is non -responsive, or if the responses are ineffective. Your coverage under the General Permit is transferable only through the specific action of DWQ.
