VAN DER VAART &,Cretary TRACY DAVIS On April 4, 2016 Glen White and Sue White of the North Carolina Department of Environmental Quality; Department of Minerals and Land Resources met with you at the facility located at 467 Roby Greene Road in Boone to conduct a compliance inspection per the Industrial Stormwater Permit requirements. Inspection consist of review of the Stormwater Pollution Prevention. Plan, training and monitoring records and observation of the general condition of the site and outfall. Mr. Carroll's assistance with the inspection was greatly appreciated. Permit: This facility holds General Stormwater Permit NCG210117 to discharge stormwater from industrial activity associated with Lumber and Wood Products, Except Furniture under the National Pollutant Discharge Elimination System (NPDES). The permit became effective August 01, 2013 and expires on July 31, 2018. A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. A current copy of the permit was included in the records. The annual certificate of coverage was missing but the annual renewal fee has been paid. For future reference, when fees are paid online, the Certificate of Coverage may be printed at that time. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part 11, Section A of the permit. The SPPP has been maintained and was available for review at the time of inspection. Facility Site Review: This facility produces lumber used to construct log homes. It was in full operation at the time of inspection. Mr- Dunlap walked the site and reviewed the outfall with inspectors. There appears to only be one outfall. All industrial drainage runs in a stream with a portion of it piped. At one location a vertical CMP is exposed without cover. This CMP should be brought to grade and covered with a trash rack to eliminate safety concerns. Location-- 467 Roby Greene Road, Boone, North Carolina 28607 Bodv of Water located down stream facility— South Fork of the New River Purpose-- To prevent potential pollution to the streams and rivers of our area from the manufacturing operations performed at Boone Custom Forest Products, Inc. Boone Custom Forest Products intends to comply to the best ofour ability with preventative measures to protect against contamination of the stream that runs through the facility property and to the New River through conscientious efforts to maintain a clean facility free of un-necessary debris and hazardous materials. Facility Operations— We are a lumber yard working with eastern white pine materials. Materials are received into inventory as boards or cants, put on sticks to allow them to air dry naturally, and then the 2x or less is kiln dried further with electric kilns circulating air flow. Materials are then processed into logs/tongue and grooves/siding or other natural wood building materials. It is our understanding that in order to prevent pollution of this body of water, Boone Custom Forest Products and its employees must monitor their actions and activities to avoid accidental disbursement of' fuels (gas and or diesel), oil, hydraulic fluids, cleaning fluids, greases and other such liquids into the path of running water. This can be accomplished through careful use of necessary fluids and proper training of employees. Storage of gas, diesel, cleaning fluids, grease for equipment, and any oil or hydraulic fluids shall be within closed tank containers, under a shed or within a building to prevent them from potentially contaminating waters in the case of rain/storm run-off. Secondary containment for barrels of fluids (such as 55 gallon drums) shall be used to capture leakage should it occur. Currently maintenance of our vehicles is performed by professionals/dealerships, Trucks are serviced off the premises, and fork lifts are serviced by professionals on our premises. We do not use, nor anticipate using, 55 gallons or more of oil per month, so no additional/special monitoring is needed in this area. Fluids changed in our forklifts are disposed of properly by the company servicing the fork lifts. We pay them an environmental charge for this service. When forklifts are cleaned, only water is to be used. No other chemicals are applied. Trucks are washed at the car wash or when serviced at the dealership. Forklifts are stored under the sheds on a nightly basis to protect them from wear and tear as well as to prevent them from being out in the weather and potentially contributing to storm water pollution should rain fall on them while not in use. Trucks are stored either under the far shed or in the far gravel lot. Boone Custom Forest Products is located on a graveled yard. There is no pavement on our facility. Water runoff' from the buildings/sheds/lumber has the opportunity to seep into the graveled lot. Collected water run-off from the tops of the buildings is caught in gutters which are funneled to drain pipes which are re- directed down the bank to the center of the yard. It is very easy to monitor visible signs of contamination by carefully checking the culvert outlets coming onto the premises and running through the yard. Signs of cloudy water, oil/grease, foam, discolored water, or other pollution can be seen at the outlets to the culverts on the lumber yard. Pictures should be taken periodically and filed to show water quality and indicate conscientious checking of water outlets. Other than forklifts and delivery trucks. there are no manufacturing operations done outdoors which use equipment. Chain saws and the weed eater are stored indoors. All planning and lumber re -saw operations are done within the confines and protection of buildings. A cyclone system is in place to capture small particulate matter and re -direct it to closed containers. All dumpsters which contain trash or lumber debris are stored under sheds or within the buildings to prevent them from capturing water. Should spills of fluids occur, the spill is to be contained, and then properly cleaned up. Specifically, if while fueling a fork lift the employee spills diesel, he/she should immediately put the specialized soak up materials (Oil Sorb) stored in the covered trash barrel beside the fuel tank onto the spill and then sweep it into a trash can for proper disposal. The same is true for chain saw fluids or forklift fluids... Boone Custom Forest Products asked that all clean-up/maintenance be kept up on a daily basis prior to employees leaving their shift. Tools, forklifts and personal gear should be properly put away daily. Trash should be picked up and put in trash cans. Cigarette butts should be properly extinguished and put in containers provided. Shavings/saw dust and dirt that has gathered within the buildings needs to be swept up daily and placed in dumpsters. Everyone employed is responsible for their own work area as is explained in the employee handbook. Should visible signs of pollutants be found when monitoring outlets, the NC Division of Water Quality should be notified for further instructions. 7 J
