I met with Keith Reece on site. All records were produced during the site and the SWPPP has been maintained. The only issue noted during the inspection was the following: 1) Tier 2 monitoring requirements had not been implemented in response to have 2 consecutive benchmark exceedances. The permitee will institute tier 2 monitoring requirements as described in the general permit. 2) An area of erosion and undermining was observed above outfall 2, The permitee will inspect the area for the extent and cause of erosion, and address it as soon as possible. 3) The permitee will explore alternative measures to address TSS exceedances. The Facility has had a name change -Associated Hardwoods. We met with Keith Reece during the inspection. The SPPP is thorough and up to date. All 4 stormwater outfalls were observed during the inspection. The dip tank containment improvements as requested since the last inspection in 2011 have been installed and are working as designed. New buildings have been built and grading of the site has been completed and a groundcover has been established. SDO 2 slope area needs repairs to the erosion gullies that have formed and stone added to outlet pipe apron. Also, the dry kiln area needed rock added to the release value drainage area. Pictures were received on February 8, 2017, showing requested work to these areas have been completed. The facility was built in the early 80's. Jordan Holman's main stormwater pipe appears to contain an Unnamed Tributary to Hayes Mill Creek as depicted on the topographic map. The pipe is very large and receives most runoff from the Jordan Holman lumber facility via drop inlets. The upper end of this pipe also attaches to the Granite Hardwoods Co. stormwater system. Because the pipe likely contains a Tributary, it is very important for the facility to maintain good housekeeping and spill prevention practices. The Stormwater Pollution Prevention Plan is thorough and up to date. Mr. Reece is very conscientious about facility practices. However, there are areas that must be addressed to maintain compliance with the permit and avoid contamination of receiving stream. Required Action for Compliance: Dip Tank Area: The dip tank work area must be constructed for containment. All liquids from this system and work area must be contained in a manner to prevent discharge. Also, the intrusion of rain water from overland flows must be prevented. All rainwater, other than the rain water that falls directly onto this work area, must be directed away from the dip tank area. Stormwater Discharge Outfalls (SDO): There are four SDOs associated with this facility. SDO 1 is the primary conveyance running E to SW under the facility, the pipe it is approximately B feet in diameter. SDO 2 drains the N and W areas of the facility.
