Shad Orender walked the site with the inspector and reviewed the sites overall condition and it's outfalls. His assistance throughout the process was greatly appreciated. An inspection checklist is attached for your records and the inspection findings are summarized below. 1 _ Permit This facility holds General Storm water Permit No. NC210094 to discharge Storm water from activities associated with Lumber and Wood Products Except Furniture under the National Pollutant Discharge Elimination System (NPD,ES). The permit became effective August 1, 2013 and expires July 31, 2018. Your permit renewal package must be received in the Central Office in Raleigh no later than 180 days prior to the expiration date of the permit. 2. Records/Reports Part Il, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). The p4an must include all nine (9) subsections of Part II, Section A of the permit. An updated copy of the SPPP was available for review at the time of inspection. Quaiitative monitoring is required to be completed and documented twice yearly as defined in Part II, Section C of the permit. Facility Site Review This facility mills timber for the production of lumber products. The site appeared to be well maintained and was in operation at the time of inspection. The facility has built a new road around the mil{ and storm drainage has changed. New property has also been acquired. 4. Effluent/Receiving Waters Stormwater from this site empties into Millers Creek, a Class C tributary of the Yadkin Pee Dee River. 5. Self -Monitoring Program Analytical Monitoring: This site is not required to provide analytical monitoring under current operating procedures. 6. Qualitative Monitoring: All qualitative records do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years. This site is required to complete qualitative monitoring .wice annually. Monitoring records were available for review at the time of inspection. 7. Outfalls: Outfalls have changed and a roadway has been constructed since the site plan was made. Outfalls listed on the plan may not be outfails. OutfalIs are the location where site stormwater leaves the property. Please update the SPPP siteplan to show the new property boundary, roadway and outfall locations. Ms. Wilma Shell, Office Manager, was present for the records and data review. On January 26, 2012 George Smith met with Mr. Larry Kline on the site to discuss the saw dust pile. Permit The NPDES general permit became effective on August 1, 2008 and expires on July 31, 2013. Please make yourself familiar with the new monitoring requirements in this permit. A copy of the permit was given to Ms. Wilma Shell. 1. Analytical Monitoring is required if the exposed sawdust pile is on site for more than seven (7) days. (Part II, Section B, Table 1) 2. Qualitative Monitoring is required per Part II, Section C, and Table 4. Records & Reports The qualitative monitoring and Stonnwater Pollution Prevention Plan (SPPP) were kept in a 3-ring binder. They are both meeting the permit requirements. Facility Site Review A facility site inspection showed one stormwater outfall 001. There is approximately a 200-foot vegetative buffer between the outfall and surface waters. In most places the stormwater is a sheet flow into a vegetative area. There is a saw dust pile that is located at the back corner of the property. Also, there is a lot of saw dust scattered in the back of the building. There are no signs of any spills. Self -Monitoring Program Qualitative monitoring is performed and documented for one outfall as required. Below you will find four certifled.labs that are capable of performing the stormwater analysis for pH, Chemical Oxygen Demand (COD), and Total Suspended Solids (TSS). The more significant changes to the General Permit include the following: Permit cover page, second paragraph -- The General Permit now may cover activities that DWQ determines to be similar in either the process, or in the exposed materials, to the Timber Products Industry. • Part I Section A — A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL, may not be eligible for continued coverage at the next renewal of the General Permit. • Part I Section B second paragraph — A new clarification that the permit does not authorize discharges that DWQ determines are wastewaters. + Part II Section A — The required contents of the Stormwater Pollution Prevention Plan have been expanded and clarified. • Part II Section B Table 1 — A new requirement to sample stormwater discharges twice per year for those facilities with exposed piles of certain materials remaining on site longer than seven days. • Part II Section B Tables 2 and 3 and following — For permittees with exposed piles, there are new provisions requiring the permittee to execute Tier One and Tier Two response actions, based on the first benchmark exceedence (Tier One) and the second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences. • Part II Section B — For permittees with exposed piles, a new provision that four exceedences of any particular benchmark will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control measures. • Part II Section C — Clarification that under the qualitative monitoring provisions of the permit, the permittee is obligated to respond to repeated observations of stormwater pollution. DWQ may impose additional stormwater management requirements if the permittee is non -responsive, or if the responses are ineffective. In order to prevent continued, escalated action, including the assessment of civil penalties you must submit a completed permit coverage renewal application to the attention of the "Stormwater and General Permits Unit" at the letterhead address within ten (10) days of your receipt of this letter (renewal application enclosed). If the subject discharge has been terminated, please complete the enclosed rescission request form. A valid reason for requesting rescission is required, incomplete forms will be returned and you will still be subject to possible escalated action. Mailing instructions for submitting rescission request are listed on the bottom of the form. You will be notified when the rescission process has been completed.
