Lumber Company Stokes County Dear Mr Hanks Donald R van der Vaart Secretary On November 10, 2015 Glen White of the Winston-Salem Regional Office of the NC Division of Energy, Mineral, and Land Resources (DEMLR) conducted a compliance evaluation inspection at the subject facility located at 26SS Piney Grove Church Road Jane Mabe, Purchasing and Safety Manager assisted with inspection Her assistance and cooperation were greatly appreciated The facility was found to be in compliance with its permit requirements An inspection report is attached for your records and the inspection findings are summarized below 1 Permit This facility holds General Storm water Permit No NC210073 to discharge Storm water from activities associated with Lumber and Wood Products Except Furniture under the National Pollutant Discharge Elimination System (NPDES) The permit became effective August 1, 2013 and expires July 31, 2018 Your permit renewal package must be received in the Central Office in Raleigh no later than 180 days prior to the expiration date of the permit 2 Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP) The plan must include all nine (9) subsections of Part II, Section A of the permit The SPPP plan must be updated annually and qualitative and analytical monitoring must be conducted and properly documented semi-annually to retain compliance with the permit Training and maintenance procedures must be current and updated annually The SPPP Plan and monitoring records, both current and of inspection the area had received heavy rains for several days and being a very active site, much of the traffic areas were very muddy Ms Mabe walked the site with the inspector and outfalls were observed 4 Effluent/Receiving Waters Effluent from this site drains to the Dan River, Class "C", "Trout waters" of the Roanoke River Basin 5 Self -Monitoring Program Analytical Monitoring The facility has been conducting its analytical monitoring as required twice annually and results are kept with the SPPP Results were available for review The site, in the past had an issue with TSS and BOD and was placed in a Tier 2 Reponse That response was lifted in 2012 and normal sampling requirements were resumed Results have been within required parameters since that time 6 Qualitative Monitoring All qualitative records do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years This site is required to complete qualitative monitoring concrete pad at the refueling area and disposed of the cleaning materials 2) We have begun cleaning the area around the hydraulic oil tank including the removal of a small amount of soil This process is ongoing 3) The uncovered drums containing petroleum products have been relocated to a building where they will not be exposed to the elements and subject to runoff 4) The empty drums have been hauled away for recycling 5) A training meeting with our truck drivers was held on the Saturday after Mr Boone's inspection in which we discussed issues around the refueling area We also have implemented a change in the practice for fifth wheel lubrication which will minimize the likelihood of contamination 6) We have identified a person to build secondary containment barriers for the waste oil tank and the hydraulic tank located in the refueling area The target date for completion of these barriers is October 15 7) We have asked two local carpenters for proposals to build shelters
