Your cooperation and assistance was greatly appreciated. An inspection checklist is attached for your records and the inspection findings are summarized below. 1. Permit This facility holds General Storm water Permit No. NC210012 to discharge Storm water from activities associated with Lumberand Wood Products Except Furniture underthe National Pollutant Discharge Elimination System (NPDES). The permit became effective August 1, 2013 and expires July 31, 2018. Your permit renewal package must be received in the Central Office in Raleigh no later than 180 days priorto the expiration date of the permit. 2. Records/Reports Part il, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). The plan must include all nine (9) subsections of Part II, Section A of the permit. An updated copy of the SPPP was available for review at the time of inspection. The SPPP plan must be updated annually and qualitative and analytical monitoring must be conducted and properly documented semi-annually to retain compliance with the permit. Training and maintenance procedures must be current and updated annually. Facility Site Review This facility was in operation at the time of inspection and mills lumber from raw timber of varied species. Inspection began with review of the SP3 (Stormwater Pollution Prevention Plan) and monitoring records. Monitoring has been completed as required since the last non-compliance was issued in 2013. The most recent results appear to meet parameters. The site has 2 diesel field tanks and one gasoline tank. They are under roof and in a concrete block containment area. Mulch and sawdust piles are in the back area of site, Mr. Hedrick said he sells most of it in the spring. The mulch is likely contributing to the elevated results from several analytical monitoring samples. There is also a tank for used oil and an oil/water separator located in ground in the concrete by the garage. The separator and the tank are cleaned out about twice per year. The concrete pad needs to be cleaned up from heavy oily deposits from pressure washing facility vehicles. The sediment should be hauled off to the landfill. It's a violation of federal rules to bury those contaminants. 4. Effluent/Receiving Waters Stormwater from this site outfalls into an unnamed tributary that empties into Dry Branch (Class C, NSW) of the Yadkin Valley River Basin. S. Self -Monitoring Program Analytical Monitoring: This sites monitoring is current. Last performed in May 2015. Most recent sample provided much improved resu€ts forTSS and COD, both of which have be elevated in recent sampling. 6. Qualitative Monitoring: All qualitative records do not need to be submitted to DEMLR, however, the records must be kept on file at the facility for a period of five years. This site is required to complete qualitative monitoring twice annually. Overall, a very well -thought out and well -maintained site. There just needs to be some sampling and monitoring performed, as required by the permit, to prove the effectiveness of the measures that are already in place. There is an oil/water separator that is properly maintained and operated. Used oil, diesel fuel is properly stored with secondary containment. Mulch piles on site are maintained for longer than 7 days in a row, requiring analytical monitoring to be performed semi-annually (during a rain event). Qualitative (visual) monitoring should be performed at the same time and recorded as required.
