Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be
performed during a "representative storm. event" or during a "measureable storm event" However,
some permits do not have this requirement. Please refer to these definitions, if applicable.
A "representative storm event" is a storm event that measures greater than 0.1 inches of rainfall
and that is preceded by at least 72 hours (: iays) in which no storm event measuring greater than
0.1 inches has occurred. A single storm e-v vitt may contain up to 10 consecutive hours of no
precipitation.
A "measurable storm event is a storm P%-unt that results in an actual discharge from the
permitted site outfall. The previous measii ruble storm event must have been at least 72 hours
prior. The 72-hour storm interval does not ;apply if the permittee is able to document that a shorter
interval is representative for local storm e -� ents during the sampling period, and the permittee
obtains approval from the local DWQ Regional Office.

On July 25, 2017 the City of Greensboro Stormwater Management Division completed an
industrial compliance inspection of Salvage America, Inc.. Focal regulations permit an
inspection of industrial facilities under authority granted by City of Greensboro Code of
Ordinance Chapter 30, Article 12, Section 7.1 (C-5). 'I'his inspection consisted of two parts: a
review of the facility files/records and an on -site facility inspection.
The inspection was performed by McKenzie Smith, and the following deficiencies/observations
were noted during the inspection.

On May 15 2013, the above Certificate of Coverage was issued to Salvage America for the
discharge of stormwater from the Halts Chapel Road facility. Below is a partial summary of NPDES
General Permit requirements. Please review the entire permit for other items that are applicable to the
Salvage America facility.
Stormwater Pollution Prevention Plan: Part II, Section A of the permit requires the development of a
Stormwater Pollution Prevention Plan (SPPP). For existing facilities already operating, the SPPP should
be developed and implemented within 12 months of the effective date of the Certificate of Coverage or by
May 15, 2014. The SPPP should follow the outline specified in Section A. The SPPP may be prepared
in -douse or you may retain the services of a consultant to assist you.
Analytical Monitoring Requirements: Part 1I, Section B of the permit requires the semi-annual
collection of analytical samples (See Table 1) from each outfall during a measureable storm event.
Sampling must occur once during the period January — June and once during July — December of each
year (See Table 2). In addition, benchmark values are established in the permit (See Table 3).
Exceedances of benchmark values require the permittee to take certain actions per the Tier 1, Tier 2 and
Tier 3 response actions. Samples analyzed per the permit must be reported to the Division on the proper
form no later than 30 days from the date the facility receives the sampling results from the laboratory.
Qualitative Monitorin_Reguirements: Part II, Section C of the permit requires that semi-annual visual
-inspections of each stormwater outfall be performed concurrent with the analytical monitoring. These
qualitative records do not need to be submitted to the Division, however, the records must be kept on file
at the facility for a period of five years.

On -Site Vehicle and Equipment Maintenance Monitoring: The analytical monitoring required by Part
II, Section D of the permit is only required if Salvage America uses more than 55 gallons of new motor oil
and/or hydraulic oil when averaged over the calendar year.

(Class WS-V;NSW). The NO] is attached.
Please let me know if the Winston-Salem Regional Office has any concerns about issuing a CDC for this facility. Please

Our office recently became aware that Salvage America, Inc. does not have a NPDES
stormwater permit. As Mike Mickey of this office explained during a site visit on March 21, 2013,
stormwater discharges from scrap metal operations fall under the Phase I permitting
requirements established in 1990. Specifically, coverage under General Stormwater Permit
NCG200000 is applicable to all owners having stormwater discharges associated with
establishments primarily engaged in assembling, breaking up, sorting, and wholesale trade of
scrap metal covered under Standard Industrial Classification (SIC) 5093.
To comply with the above requirement, Salvage America, Inc. needs to apply for a
stormwater permit. The application is attached and is also available under the General Permits
tab at the following link: http://portal.ncdenr.o[g/web/wq/ws/su/npdessw. Please send the
completed application and supporting documentation, along with the $100 application fee, to the
Raleigh address listed on page 7 of the application on or before April 26, 2013. A Technical
Bulletin that provides an overview of the stormwater permit is also included.
Please be aware that discharging stormwater into a tributary to Muddy Creek (Class
"WS-V; NSW" waters) without a valid stormwater permit is a violation of North Carolina General
Statute 143-215.1. In addition, continuing to operate without a valid permit could subject
Salvage America, Inc. to enforcement action with the possible assessment of a civil penalty of
up to $25,000 per day, per violation.
