Recyclers Stormwater Pollution Prevention Plan 1 introduction This document is the Stormwater Pollution Prevention Plan (SPPP) for the Triad Metal Recyclers Facility (Triad), which is generally referred to throughout this SPPP as "the facility " This SPPP is required for compliance with 40 Code of Federal Regulations (CFR) Part 122 26, federal and state of North Carolina laws and regulations 1-1 Regulatory Background The Clean Water Act (CWA) and associated U S Environmental Protection Agency (USEPA) and state regulations require permits for facilities that conduct specified regulated activities that may contaminate stormwater discharges In the state of North Carolina, primary responsibility for administering the stormwater pollution prevention program rests with the North Carolina Department of Environmental Quality (NCDEQ) Federal regulation 40 CFR 122 26(b)(14) specifies which industrial facilities are potentially subject to Phase I of the National Pollutant Discharge Elimination System (NDPES) Stormwater Program The definition uses either SIC (Standard Industrial Classification) code or narrative descriptions to characterize the activities into 11 categories The Triad facility is regulated under SIC code 5093 Facilities with a SIC code of 5093 are regulated under category "Scrap and Waste Metals ' Under SIC code 5093 the facility is primarily engaged in breaking up, sorting, and wholesale distribution of scrap and waste materials On February 02, 2015, the NCDEQ issued a general NPDES stormwater permit for industrial activities (Permit No NCG20000) The facility operates under the certificate of coverage NCG200496 This SPPP has been prepared to satisfy North Carolina's General Permit Number NCG200000 and as a modification to the "Stormwater Pollution Prevention Plan" dated January 2, 2013 Prior to expiration of the current general permit (December 31, 2019), Triad must submit a new NOI for the facility to the NCDEQ December 2016 Triad testing and compliance 2-3 General Description Triad is located on the south side of Memorial Drive on two parcels totaling approximately 9 515 acres The facility contains two buildings, including an 81,250 square -foot warehouse facility, warehouse space for sorting and recycling activities, employee restrooms, locker areas and lunchroom, and a 900 square -foot office building with employee restrooms, offices and lunchroom The warehouse building is located on the northeast side of the property The office building is located on the north central area of the property adjacent to the truck scales and one 500-gallon fuel above ground storage tank (AST) within secondary containment Outdoor storage areas are located throughout the site consisting of covered metal rolloffs, dumpsters, metal bins, and exposed scrap metal storage Trailer staging areas are located on the south side of the facility, with pairing of trailers on dirt parking areas Asphalt and concrete driveways and loading apron are located on the south side of the warehouse building Dirt roads are located throughout the property to access outdoor storage areas Nonferrous metals and materials to be segregated are stored inside the warehouse These materials are purchased from customers and segregated in cardboard boxes by metal type When full the box is moved from the segregation area to a staging area Boxes are temporarily stored in the warehouse building until a trailer load is collected, then the materials are shipped off site Steel, automobiles, appliances, stainless steel, and aluminum are stored in designated areas outside of the warehouse These items are separated into groups on the ground or directly loaded onto containers for shipment A USGS location map depicting the location of the Triad facility is included as Figure 1 A site map for the facility is provided as Figure 2 which shows the significant structures, potential pollutant sources, stormwater runoff directions and outfall locations 3 December 2016 Triad Metal Recyclers Stormwater Pollution Prevention Plan 2-4 Site Drainage The Triad facility drainage area is comprised of two parcels totaling approximately 9 515 acres, including dirt, gravel and grassy areas on the west and south sides of the property and impervious asphalt, concrete and buildings on the north and east sides of the property This includes the warehouse budding, and office budding to the north and northeast, and the asphalt pavement surrounding the buildings The property generally slopes from north to south A system of perimeter ditches, and a central ditch and storm drams convey stormwater to Outfall 001 and Outfall 002 Outfall 001 drains the majority of the property including the exposed outdoor storage areas on the western portion of the site Outfall 002 drains the eastern portion of the site and the concrete apron to the south of the warehouse building Outfalls 001 and 002 are marked with signage to denote their location The two outfalls drain stormwater from the facility to an unnamed tributary which in turn flows southeast and connects to South Deep Creek South Deep Creek is not an impaired waterway The outdoor segregation area consists of dirt and gravel surfacing The outdoor area runoff sheet flows across the site and eventually reaches either grass covered areas of the property or storm water Outfalls 001 and 002 Two concrete loading docks are located at the center of the property These docks allow customers to place their materials directly into trailers for transport Drainage for this area flows to Outfall 001 The trash/waste loading area consists of two steel covered construction dumpsters adjacent to the warehouse rollup doors The surface cover is concrete and stormwater flows to Outfall 002 Aluminum and stainless steel rolloff containers are stored south of the warehouse along the southern edge of the concrete apron The containers are stored on -site until full and transported off site Drainage for this area flows to Outfall 002 The locations of the outfalls are designated on Figure 2 4 December 2016 Triad Metal Recyclers Stormwater Pollution Prevention Plan 3 Potential Pollutant Sources 3-1 Industrial Activity with Potential Exposure Stormwater runoff from the Triad facility discharges to an on -site stormwater collection system Control measures have been implemented at the facility to minimize pollutant discharges to stormwater A pollutant is defined by the USEPA as dredged spoil, solid waste filter backwash, sewage, garbage, sewage sludge, chemical wastes, biological materials, wrecked or discarded equipment, rock, sand, cellar dirt, and industrial, municipal and agricultural waste discharged into water On -site potential sources that may result in pollutants entering the local stormwater system include scrap metal storage and segregation areas and one 500-gallon diesel fuel AST stored adjacent to the office building Table 1 describes the industrial activities and materials that may be exposed to stormwater, associated pollutants, potential for spill and/or leaks to occur, potentially impacted outfalls and a history of past leaks and/or spills The facility has not experienced a significant spill of oil or hazardous materials within the past three years in areas that are exposed to stormwater or that otherwise drain to a stormwater conveyance system Significant spills are defined as releases that occur within a 24-hour period of hazardous substances in excess of reportable quantities that are set amounts of substances in pounds, gallons, or other units and are listed in 40 CFR 110 6, 117, 302 4, or 355, Appendix A Releases are defined to include any spilling, leaking, pumping, pouring, emitting, emptying, discharging, injecting, escaping, leaching, dumping, or disposing into the environment Significant spills or releases are recorded on Form B-1, "List of Significant Spills or Leaks" (Appendix B) No spills have Pollution Prevention Plan 4 Stormwater Control Measures 4-1 Best Management Practices (BMPs) Based on the operations and conditions at the facility, applicable BMPs are presented in Table 2 to eliminate exposure of source materials and/or industrial activity to stormwater and to ensure that the facility does not discharge any unpermitted wastewaters to stormwater The BMPs include spill prevention activities at the facility The facility will implement the applicable BMPs as part of normal daily operations Table 2 - BEST MANAGEMENT PRACTICES (BMPs) Potential Pollutant BMPs Sources Immediately clean up small spills, drips, etc with dry absorbent Housekeeping and/or rags • Clean and sweep loading and unloading areas, floor, storage, and work areas . Avoid hosing down work areas where it would result in the discharge of pollutants to the stormwater system • Remove any accumulated sediments and debris from stormwater manholes, inlets, outlets, and catch basins Properly store garbage and scrap metal in a covered area or container until they are picked up for disposal or recycling (were possible) • Properly store containers to prevent spills or leaks . Avoid loading/unloading materials in the rain 4-2 Spill Response and Reporting 4-2 1 Required Procedures for Investigation, Containment, Cleanup, and Disposal of Releases Spill cleanup will begin as soon as practicable after a spill is discovered The Triad facility maintains spill kits The spill kits are to be located adjacent to the AST at the fuel dispensers, and on the south side of the warehouse building near the loading docks The spill kits include response equipment consisting primarily of booms and absorbent pads to contain and clean up small to moderate spills Managers and responsible staff will investigate all reports of leaks and facilitate the containment and cleanup of spills using the appropriate equipment as indicated by federal and state regulatory requirements for responding to an oil and/or hazardous substance spill Use the following procedures to assess and respond to oil and hazardous substance spill events 1 Ensure that the spill response personnel have received the proper training (such as Hazwoper or other spill response -related training) before responding to a spill 2 Evacuate the immediate area to an appropriate distance and barricade the spill area 3 Warn and notify fellow workers and supervisors Supervisor will make proper notifications as required by the facility modification policy 8 December 2016 Triad Metal Recyclers Stormwater Pollution Prevention Plan 4 Take action to contain the spill if properly trained and authorized to do so by your facility manager and without jeopardizing personal wellbeing 5 Provide local emergency responders (police, ambulance crew, etc ) with the location of the release, and the type of materials released 6 Notify Facility Manager If additional assistance is necessary, the Facility Manager will arrange for an emergency response contractor to perform cleanup and provide corrective action The Facility Manager will contact an approved emergency response contractor to initiate spill response (See Table 4) 8 Determine the source, type, and quantity of oil or hazardous material spilled (if safe to do so) For oil releases of 25 gallons or more over a 24-hour period and for spills of hazardous materials that exceed the material's reportable quantity, notify the appropriate Facility Manager, the Environmental Specialist, and the District Safety Specialist A list of materials and their reportable quantities are found in 40 CFR 110 6, 117, 302 4 and 355 Appendix A 10 For spills of an incidental nature that require mandatory shutdown and evacuation within an area of 150 feet, immediately notify the local fire and police departments and request medical assistance if needed 11 If the possibility of fire or explosion develops, expand the evacuation distance to a half -mile 12 The Facility Manager will document that a spill has occurred, providing details of the event, in order to determine the applicable reporting requirements 13 Use spill absorbents to prevent runoff and spread absorbent over the spilled material to soak it up if properly trained and authorized to do so 14 Place contaminated absorbents and clean up material in covered salvage drums that are appropriately labeled and placed in an isolated area until proper characterization and disposal can be arranged 4-2 2 Spill Reporting After initial spill containment procedures have been completed to contain the spill at the facility, the Facility Manager will then make the necessary contacts to report the spill incident Reportable releases (as defined in Section 4-2 2 1) must be reported to the appropriate environmental agencies as described and summarized in Tables 3 and 5 The tables include contact information for personnel as well as information indicating when the personnel should be contacted The applicable state and local environmental agencies and reporting requirements may vary depending on a facility's location 9 December 2016 Triad Metal Recyclers Stormwater Pollution Prevention Plan Regulations mandate that a facility make an initial telephone notification following the discovery of a reportable release, and certain types of release require the submittal of a follow-up written report to the appropriate agencies Release information must be documented in Section 1 of Form B-2, "Spill Discharge Reporting Form" (Appendix B), by the Facility Manager or his/her designee immediately following the release Section 2 of Form B-2, `Spill Discharge Reporting Form" (Appendix B) will be used to document reporting activities The Facility's spill history should also be documented on Form B-1, "List of Significant Spills or Leaks" (Appendix B) 4-2 2 1 Reportable Spills - Initial Reporting Requirements 1 Contact the National Response Center at (800) 424-8802 immediately for the following releases, which are considered reportable spills An oil spill that causes a film, sheen, or discoloration on the surface of water entering the storm drain system that may reach navigable waters (including lakes rivers, streams, ditches, wetlands, mudflats, sand flats, and natural ponds) or adjoining shorelines • An oil spill that leaves sludge or oil -water mixture beneath the surface of the water entering the storm dram system that may reach navigable waters (including lakes rivers streams, ditches, wetlands, mudflats, sand flats, and natural ponds) or adjoining shorelines • A spill of hazardous materials that exceeds the materials reportable quantity (as listed under 40 CFR 302 4 and 40 CFR 355, Appendix A) If you have questions about a particular chemical product or mixture, contact your Environmental Specialist If the National Response Center cannot be reached, contact the USEPA Region IV at (404) 562-8700 2 Contact the NCDEQ within 24 hours for the following • Oil spills of 25 gallons or greater • Any oil spill, regardless of amount that leaves a sheen on nearby surface water, • Any oil regardless of amount that occurs within 100 feet of a surface water body or • Any oil spill of less than 25 gallons that cannot be cleaned up within 24 hours of the discharge 3 Contact the City of Yadkinville immediately for releases of hazardous substances of any quantity to the sanitary sewer Follow-up Report to Agencies Certain spills, as described below require a written report to be submitted by the Triad Facility to the USEPA Regional Administrator in accordance with 40 CFR 112 4 and to 10 December 2016 Triad Metal Recyclers Stormwater Pollution Prevention Plan the NCDEQ Federal reporting regulations require that a written report be submitted to the two agencies concurrently Spill reporting requirements are detailed below Submit a follow-up written report to USEPA Region IV - Spill Reporting Division and to the NCDEQ for the and document an evaluation of each outfall (Outfalls 001 and 002) at the facility on an annual basis (i e , once per year) during dry weather conditions A simple method for detecting non-stormwater discharges into the stormwater collection system is to visually observe all discharge points (Outfalls 001 and 002) during dry weather conditions and to document the visual examination As a rule, the discharge points should be dry during a period of extended dry weather However, drainage of a particular rain event can continue for several days after the rain has stopped In addition, infiltration of ground water into the stormwater collection system is common In order to verify the origin of any water observed in the stormwater conveyance system during dry weather, additional assessment/testing (e g sewer maps or dye testing) may be necessary Several non-stormwater discharges are allowable under the stormwater permit program in North Carolina Authorized non -storm discharges include the following • All other discharges that are authorized by a non-stormwater NPDES permit Uncontaminated groundwater foundation drains, air conditioner condensate without added chemicals, springs discharges of uncontaminated potable water, waterline and fire hydrant flushings, water from footing drains, irrigation waters, flows from riparian habitats and wetlands, Discharges resulting from firefighting or firefighting training, or emergency shower or eye wash as a result of use in the event of an emergency Besides these allowances, there should be no other discharges from the facility that are not from stormwater Completed evaluations should be documented on Form C-4, "Non-Stormwater Discharge Monitoring 1 Assessment" (Appendix C) Corrective action will be implemented
