According to the rain gauge, 1.55 inches of rain occurred within the previous 24 hours with a total of 3.24 inches of rain in the past 30 days. According to the National Weather Service Forecast for Wilmington, North Carolina, the area received 1.68 inches of rain within the previous 24 hours and 2.72 inches of rain in the past 30 days. The site inspection was conducted within 12 hours following observed rain. Sheens were not observed on the retention pond on the day of the site inspection, however, the forebay was littered with debris and the water surface was not visible on the forebay. Additionally, a discharge was not observed at outfall 001, therefore ASE was unable to conduct either quantitative or qualitative inspections of the site due to the absence of discharge from the outfall. ASE believes that this outfall has yet to experience a discharge due to the elevation of the outfall conduit. Please find the attached inspection form stating a formal "No Flow''. The site inspection was conducted within 12 hours following a significant rainfall event of 0.76 inches. Sheens were not observed on the retention pond on the day of the site inspection. Additionally, a discharge was not observed at outfall 001, therefore ASE was unable to conduct neither quantitative nor qualitative inspections of the site due to the absence of discharge from the outfall. ASE believes that this outfall has yet to experience a discharge due to the elevation of the outfall conduit. Please End the attached inspection form stating a formal "No Flow".
