The following observations were noted during the DEMLR inspection (please see the attached addendum for additional information about your permit): 1) Stormwater Pollution Prevention Plan (SPPP) A Stormwater Pollution Prevention Plan (SPPP) has not been developed, recorded, and properly implemented. Re-establish use of the SPPP by documenting stormwater related actions, implementing BMPs, and providing sampling results. The SPPP should be used as a guide to compliance with permit requirements. The infiltration rates may account for the lack of discharge, but i do not think that is the case. More likely is that stormwater is bypassing the pond through the ditches_ In this case, you wilt need to install conveyances to the pond, or sample in the road side swales Mr. Abernathy said there was a spill with cleanup documentation, including sampling of the pond in the Fall of 2018. The project site is approxiamtely 6 acres and is located east and adjacent to the intersection of Blackwell Road and Chappell Loop Road. The site is identified by the Brunswick County Tax Office as Parcel No. 03800017. In order to comply with the permit, the facility must perform semi-annual analytical and qualitative stormwater monitoring at a single point stormwater discharge outfall during representative storm events. Site Description The site is currently occupied by AIC Recycling, a metal recycling facility. There is a primary and secondary stormwater pond located on the southern portion of the site. A drainage swale is located in the central portion of the site, and drains to the primary stormwater pond. There is a spillway connecting the primary stormwater pond to the secondary stormwater pond. A weir box and spillway is located on the eastern portion of the secondary stormwater pond. The spillway leads to a culvert which drains east to a ditch. The ditch ultimately flows south, towards an unnamed tributary to Jackey's Creek, Field Activities On April 30, 2014, ECS performed a site visit during a rain event. Downpour conditions were noted during the site visit. ECS did not observe stormwater discharge from the outfall pipe. A rain gauge has been installed at the site, however, the rain accumulation sensor is faulty and data has not been recorded during the past several months. ECS has ordered a new rain gauge for the site. No stormwater discharge was observed, therefore, ECS did not collect a stormwater discharge sample. ECS did not observe an oil sheen, floating solids, foam, or an unusual odor within the secondary stormwater pond. Wetland vegetation was observed around the perimeter of the pond. Conclusion The stormwater system has been designed with a spillway and discharge pipe. ECS personnel have conducted site visits during qualifying a storm event. At the time of the site visits, ECS did not observe discharge from the stormwater pipe. This is a report of "No Flow", therefore, no sampling was conducted. There was some confusion between us and ECS s to the extension of their contract resulting in no samples taken Jan. 1, 2012 through June 30, 2012. Your inquiry brought this forward. We have since renewed the contract with ECS for monitoring and reporting services. In addition, I completed a Qualitative report on Jul 12, 2013 during and event. I did not have any lab work done as I am not familiar with what has to be tested. As ECS is now contracted to perform the services for 2013, 1 propose that we have them perform the testing that should have been done earlier this year ASAP and submit the report to you and also have the second report submitted on time. Is this acceptable? I coaied_the email from ECS showing the confusion that caused a delay in reporting. Gregg, I looked through my emails to determine if we overlooked the signed proposal on our end. From what I could tell, there was some initial concern over some typos and cost The proposal was revised Slightly and resent on December 4, 2012. 1 do see the signed proposal in our records_ Sorry for the confusion. Since the original proposal includes reporting for the later half of this year, I did not revise it The proposal is attached.. Also, I have attached our biannual reports from 2012. Although the main outfall for the site is the outlet structure for a stomwater pond that rarely discharges, the permit states "if no discharge occurs during the sampling period, the permittee must submit a monitoring report indicating "No Flow" within 30 days of the end of the six- month sampling period. Please contact me if you need further clarification. There was some confusion between us and ECS s to the extension of their contract resulting in no samples taken Jan. 1, 2012 through June 30, 2012. Your inquiry brought this forward. We have since renewed the contract with ECS for monitoring and reporting services. In addition, I completed a Qualitative report on Jul 12, 2013 during and event. I did not have any lab work done as I am not familiar with what has to be tested. As ECS is now contracted to perform the services for 2013, 1 propose that we have them perform the testing that should have been done earlier this year ASAP and submit the report to you and also have the second report submitted on time. Is this acceptable? I copied the email from ECS showine the confusion that caused a delay in reporting. Gregg, I looked through my emails to determine if we overlooked the signed proposal on our end. From what I could tell, there was some initial concern over some typos and cost The proposal was revised slightly and resent on December 4, 2012. 1 do see the signed proposal in our records. Sorry for the confusion. Since the original proposal includes reporting for the later half of this year, I did not revise it. The proposal is attached. Although the main outfall for the site is the outlet structure for a stomwater pond that rarely discharges, the permit states "If no discharge occurs during the sampling period, the permittee must submit a monitoring report indicating "No Flow" within 30 days of the end of the six- month sampling period.
