A compliance evaluation inspection of the Atlantic Scrap & Processing LLC facility was conducted on
February 19, 2009. This inspection was to verify that the facility is operating in compliance with the
requirements specified in the NPDES General Permit (certificate of coverage NCG200441). The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
In general, the site appeared to be well kept. Good housekeeping and best management practices
outlined in the Stonnwater Pollution Prevention Plan appear to be implemented by personnel on site.
The outfall locations identified in the Stormwater Pollution Prevention Plan were inspected. Should you

Inspection Summary:
Outstanding SWP3 plan and outstanding implementation by environmental manager. This site is graded to direct all
stormwater from the site to a sump area that settles solids and prevents carry over of oil/grease. The stormwater enters a
sump area that is pumped to a large lagoon that appears to have ample space for storage even during very large rain
events. The pond is pumped through a filter cartridge system that removes dissolved metals and tss. The filter system
discharges to a large sandy ditch approximately 75=100 yards to a dry detention basin. This facility can maintain
adequate freeboard in the settling basin as well as control the discharge frequency and duration.

for Atlantic Scrap and Processing, LLC's Certificates of Coverage under the general stor nwater
permit (NCG200000) covering scrap metal facilities for the following: Winston-Salem Facility
(COC -- NCG200349), Charlotte Facility (COC - NCG200351), Kernersville Facility (COC --
NCG200353), Smithfield Facility (COC — NCG200407), and Wilmington Facility (COC —
NCG200441).
Although our recent merger with South Atlantic Recycling Group, LLC results in a change in
ownership (Recycle South, LLC), we will continue to operate as Atlantic Scrap and Processing,

Dear Permittee:
Your facility was granted coverage under stormwater general permit NCG200000 on 07108/05. This letter serves as
your notification that the Division of Water Quality (DWQ) has reissued the general permit and that your facility's
coverage will continue under the conditions of the reissued general permit. Due to resource constraints, the Division
has been unable to adequately consider appropriate modifications to the permit. Therefore, the permit has been
reissued without changes from the previous permit, so all conditions remain the same. The permit term for the
reissued permit is two years, expiring on September 30, 2008. The general permit may be modified and reissued
prior to its expiration. The permit is reissued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental
Protection Agency, dated December 6, 1983.

Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require

This facility submitted a Notice of intent to be covered under General Permit NCG200000 (Scrap
Metal Recyclings). The stormwater discharge drains to the Northeast Cape Fear River, a Class SC-
Sw stream in the Cape Fear River Basin. This facility is located in New Hanover County, handled
by the Wilmington Regional Office.

Phoned company contact (Bill Perry, 910-342-9738) on 6/14/05 re: stormwater outfalls
(NOI indicated "sheet flow" —current situation). Site has not been built, so company is
considering options for stormwater management (ultimately will be a point discharge).
Permit expires in October this year, but Atlantic Scrap wants to go ahead and get stormwater
permit COC rather than hold off until NCG20 renewed. General permit currently exempts
permittee from analytical monitoring if detention pond on site discharges only in response to
I0-yr design storm; however, Atlantic Scrap is considering alternate technologies
(StormGate separator + StormFilter system) to better treat scrap metal processing pollutants
from this new site and is interested in providing comments for the upcoming NCG20
renewal. Provided article on system being considered (6/ 17 fax attached). Company
understands current general permit cannot be changed, so site would still need to monitor;
any revisions at NCG20 renewal (might happen before this site constructed) will be a
separate process.
Wetlands are nearby but should not be affected (very large property —per BUI P., 100 acres
total, and 24 are wetlands; site will probably use only 30 acres); company is investigating
CAMA requirements and has talked with the WiRO. Site is the location of the old WR
Grace/Nitrex fertilizer company and is being redeveloped (per E. Beck, WiRO).
Meeting with Bill Perry, Bob McGowen (Company engineer), and Attorney Steve Earp on
6/23/05 to discuss NCG20 issues.

This is the site of the old WR Grace/Nitrex fertilizer company. Looks like it is to
be redeveloped as a scrap processing facility. Many of the buildings have been
removed to make it attractive for industrial use. There are no wetland issues. I
have no objection to permit coverage.

face is controlling runoff from oily scrap

Unlike the scrap yards of the past, we
know the environmental damage that can
be caused by polluted rtmoffand we do
our best to minimise it.
CHANGING REGU[REMENTF_Keep-
ing current with all the New Jersey De-
partmenr of Environmental Protection
(NJDP.P) regulations is a challenge. The
regulations cover everything from litter to
srormwatcr runoff; malting it tough for
arty recycling operarion to stay on top of
every regulation, espcdally at a large faciI-
iry like ours.
In 1980, we moved otir operation
From Long'Branch, N.J., to 55 acres in a
manufacturing area near Tinton Falls.
This facility borders on a wcdand that
edges onto our property_ At the rime we
mov-cd, any water that flowed off our site
met the NJORP re-
quiremenrs. Later, how-
ever, the regulations be-
came righter.

retyclables from materials for disposal.

In its third year of operation, the

Your facility was granted coverage under Stormwater general permit NCG200000 on 07108/05. This letter serves as
your notification that the Division of Water Quality (DWQ) has reissued the general permit and that your facility's
coverage will continue under the conditions of the reissued general permit. Due to resource constraints, the Division
has been unable to adequately consider appropriate modifications to the permit. Therefore, the permit has been
reissued without changes from the previous permit, so all conditions remain the same. The permit term for the
reissued permit is two years, expiring on September 30, 2008. The general permit may be modified and reissued
prior to its expiration. The permit is reissued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental
Protection Agency, dated December 6, 1983.
