On April 13, 2016 Glen White of the North Carolina Department of Environmental Quality —
Minerals & hand Resources met you at the subject facility located at 2600 Park Rd Extension in
Burlington to conduct a compliance inspection for the facilities Industrial Stormwater Permit.
Your assistance with the inspection was greatly appreciated.
Permit:
This facility holds General Stormwater Permit NCG200346 to discharge stormwater from
industrial activity primarily engaged in assembling, breaking up, sorting, and wholesale
trade of scrap metal [SIC 50931 under the National Pollutant Discharge Elimination System
(NPDES). The permit became effective February 2, 2015 and expires on December 31, 2019. A
copy of the current permit is required to be maintained with the Stormwater Pollution Prevention
Plan (SPPP) documents. The current permit was available for review at the time of inspection.
Records/Reports:
This property was required to develop and maintain a Stormwater Pollution Prevention Plan
(SPPP) in accordance with Part II, Section A of the permit. The SPPP was well prepared but
some monitoring records were missing for periods where there was adequate rainfall during
business hours to have collected required samples. Training records were complete.
Facility Site Review:
This is a metals recycling facility. It appears to be well organized. Materials are separated into
specific types of materials. Some of the metals recycled here are copper, aluminum, brass,
stainless steel and iron. It was very busy with trucks coming in and going out at the time of
inspection. Some materials come in by rail. Materials are also tested for radioactivity before
they are accepted. No deficiency was found with facility operation.

Effluent Receiving Waters: Effluent from this site drain to Little Alamance Creek and through
Mays Lake (Class C, WS-V, NSW) of the Cape Fear River Watershed via three (3) outfalls
located at the rear of facilities. A path to each of the outfalls should be cleared for ease of access
when monitoring and for safety.
Self -Monitoring_ Program:
This permittee is required to conduct both qualitative and analytical monitoring monthly in a Tier
II response following consecutive exceedance of permit parameters. The last samples tested
were December and January. Some results appear to be within parameters while another month,
parameters have been exceeded. Facility has not been able to get four consecutive samples
without an exceedance. Please as collect samples as close to the monthly requirement as is
possible until four (4) consecutive samples test within parameters. Once that occurs, the facility
may return to Tier I, semi-annual monitoring.
The facility appears to be following requirements of its permit with exception to the monthly
Tier lI monitoring requirement. Please monitor as required. Install wattles, filter socks, stone
filters, etc. as needed near outfalls to help reduce possible contaminants. For questions call Glen

Aana Taylor -Smith of the Winston-Salem Regional Office of the NC Division of Energy, Mineral, and Land
Resources (DEMLR or the DivisiQn) conducted a compliance evaluation inspection at the subject facility on 6
March 2014. Your assistance and cooperation were greatly appreciated. An inspection checklist is attached for
your records and the findings are summarized below.
This facility is located at 2600 Park Road Extension in Burlington, Alamance County, North Carolina. Stormwater
related to industrial activity is discharged from the site to an unnamed tributary to Mill Creek, this segment of
which is currently classified as WS-11, HQW, NSW, CA waters in the Cape Fear River Basin.
Documentation & Monitoring Review
The facility's Stormwater Pollution Prevention Plan (SPPP) was very thorough, up to date, and fully implemented.
Both qualitative and analytical monitoring have been completed as required. The facility has three Stormwater
Discharge Outfalls (SDOs) that discharge stormwater related to industrial activity. Tiered responses have been
established at these outfalls for applicable parameters as required. Monthly monitoring has been implemented at
all three outfalls both as a precautionary measure and in compliance with the tiered response requirement. The
facility is in the planning stages to construct and install structural controls on site.
Site Review
The facility is orderly and well -maintained. Secondary containment is implemented as required. All three outfalls
were inspected and found to be in good order. No evidence of erosion or instability at the SDOs was observed.
There was no visible discharge at the time of inspection.

Tiered Response Requirements
Currently, monthly monitoring is required in response to two consecutive exceedences of the benchmark values
or range for any specific parameter at a specific SDO. CIVIC Burlington has completed monthly monitoring as well
as conducting studies to identify and eliminate potential sources of contamination.
At this time, CIVIC Burlington must continue to conduct monthly monitoring and investigate methods of reducing
pollutants in stormwater discharge as required by the NCG200000 permit. The Division recommends looking into
structural controls such as retention ponds, settling basins, etc. in order to reduce pollutants in stormwater
discharged from the site. Please keep the Winston-Salem Regional Office apprised of further actions taken to
reduce pollutants in stormwater discharge.
We appreciate your efforts to comply with the stormwater permit and the proactive steps taken to identify and
eliminate potential sources of pollution. No additional response to this letter is required at this time. Should you

Dear Permittee:
In response to your renewal application for continued coverage under general permit NCG200000 the Division of
Water Quality (DWQ) is forwarding herewith the reissued stormwater general permit. Due to resource constraints,
the Division has been unable to adequately consider appropriate modifications to the permit. Therefore, the permit
has been reissued without changes from the previous permit, so all conditions remain the same. The permit term for
the reissued permit is two years, expiring on September 30, 2008. The general permit may be modified and reissued
prior to its expiration. The permit is reissued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental
Protection Agency, dated December 6, 1983.

modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal

compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or
decree.

Dear Permittee:
Your facility is currently covered for stormwater discharge under General Permit NCG200000. This permit expires on
October 31, 2005. The Division staff is currently in the process of renewing this permit. When a draft version is
available for notice and public comment, it will be posted on our website at http://h2o.enr.state,nc.us/su/. Once
the permit is reissued, your facility would be eligible for continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, enclosed you will find a
Permit Coverage Renewal Application Form. The application must be completed and returned by August 19, 2005 in
order to assure continued coverage under the general permit. Letters confirming our receipt of the completed
application will not be sent.
Failure to request renewal within the time period specified may result in a civil assessment of at least $250.00.
Larger penalties may be assessed depending on the delinquency of the request. Discharge of Stormwater from your
facility without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and
could result in assessments of civil penalties of up to $10,000 per day.
Please note that "no exposure exclusion" is now available to all operators of industrial facilities in any of the
categories of "storm water discharges associated with industrial activity," (except construction activities). If you feel
your facility can certify a condition of "no exposure", i.e. the facility industrial materials and operations are not
exposed to Stormwater, you can apply for the no exposure exclusion. For additional information contact the Central
Office Stormwater Staff member listed below or check the Stormwater Permitting Unit Web Site at
http://h2o.enr.state.nc.us/su/,
If the subject stormwater discharge to waters of the state has been terminated, please complete the enclosed
Rescission Request Form. Mailing instructions can be found on the bottom of the form. You will be notified when
the rescission process has been completed.

the subject certificate of coverage to discharge under the subject state - NPDES general permit. This permit is
issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the Memorandum of
Agreement between North Carolina and the US Environmental Protection agency dated December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable -to you,
you have the right to request an individual permit by submitting an individual permit application. Unless such
demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water
Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of
coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the Division of
Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other
Federal or Local governmental permit that may be required.
