On July 1, 2019, Brian Lambe from the Wilmington Regional Office of the Division of Energy, Mineral,
and Land Resources (DEMLR), conducted a compliance evaluation inspection for NC Division of Parks &
Recreation Hammock's Beach located in Hammocks Beach Road, Onslow County, North Carolina. The
site drains to Intracoastal Waterway, which is currently classified as Class SA HQW Waters in the White
Oak River Basin.
The following observations were noted during the DEMLR inspection (please see the attached
addendum for additional information about your permit):
1) Stormwater Pollution Prevention Plan (SPPP}
A Stormwater Pollution Prevention Plan (SPPP) has not been developed, recorded, and properly
implemented. Please comply within one year.

Inspection Summary.
The NCG190091 permit for boat maintenance requires a stormwater pollution prevention plan to be developed and
implemented. The plan should outline best managmenl practices and procedures for any possible pollutant to the
stormwater running off into the adjacent body of water. A list of required elements is available within the permit text.
Additionally, sampling, both analytical and qualitative, must be conducted on a semi-annual basis. Please begin
implementation of the permit requirements.
The site is very well maintained There are two large ferrys, two small ferrys, 2 patrol boats, and a barge (coming soon). The
ferry boats are maintained at an ofiske location. The ramp is used by state personnel including marine patrol. Boats are
washed off as they are pulled out. A recycle system is reccomended. Capture of washwater is a viable option. No
powerwashing occurs on site. No bottom work occurs onsite. Used oil is handled within the maintenance building.
Three state stormwater permits are associated with Hammocks Beach State Park:
SW8 940523 Hammocks Beach State Park Bear Island Resurfacing, self explanatory, no compliance issues.
SW8 971235 Hammocks Beach State Park Visitors Center- Low density see below
SW8 010824 Hammocks Beach State Park Repairs --Exemption for ramp and bulkhead repairs.
The Visitor's Center permit includes 4 stormwater basins that were new: AA, BB, CC, DD. The previous basins are labeled I
through Q. Basin depths vary but do not exceed 1.3' in depth. They are located around the parking lot areas and are
recognized as depressions in between and on the sides of the parking lot There are no compliance issues with this permit

we are forwarding herewith the subject certificate of coverage to discharge under the subject state -
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certif Cate of coverage is not transferable except after notice to the
Division of Water Quality. The Division of Water Quality may require modification or revocation and
reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land Resources,
Coastal Area Management Act or any other federal or local governmental permit that may be
required.

I made a site visit to the Hammocks Beach State Park and would recommend we issue the NCG19.
Most of the boat repairs and bottom scrapings are being performed undercover, and boat washing is conducted on a concrete pad
that flows into a wetland area. They have been in operation for several years and do not operate as a marina for the public but only
to maintain state owned vessels.
Our concerns for this facility are mainly the potential for the wastewater from the boat washing pad to comingle with the
stormwater discharging into SA;HQW waters. A non -discharge recycle system will help alleviate this issue.
Their plan is to construct a recycle system for the boat wash area along with changes to the bio-retention areas that include
additional BMPs.
The recycle system proposed for boat washing activity would need to be non -discharge and approved by Aquifer Protection Section
with no connection to the outfall pipe currently discharging into SA;HQW waters.
I would also think we need to notify Marine Fisheries Shellfish Section as well.

the amount of impervious surface in an old parking lot that drained directly to an outfall drainage pipe into the

constructed to retain stormwater during a rain event. In addition a cistern was installed to collect rain water from

The Hammocks Beach State Park office and ferry dock are located in Onslow County between
Jacksonville and Morehead City. From 1-95, take 1-40 east to NC 24. Follow NC 24 east through
Jacksonville to Swansboro. Turn right onto Hammocks Beach Road. About 500 feet before the end of
the road, turn right into the park entrance.

Enclosed is one completed NPDES application package requesting coverage under General Permit NCG190000).
Please also find the enclosed journal transfer documentation indicating that payment of the $100 application fee has
been transferred from the account of the Division of Parks and Recreation (DPR) to the Division of Water Quality.
Hammocks Beach State Park (HABE) is in need of a DWQ Stormwater ' Permit for operation of their boat
maintenance yard. HABE is also seeking admission into the Division of Coastal Management's NC Clean Marinas
Program and was advised to submit this permit application s part of this process. The boatyard currently services
10 boats used in Park operations and a public ferry service., HABE currently conducts power washing activities of
boat hulls/bottoms to remove debris and barnacles on an upland impervious site. Although this area does not allow
solid waste to run off into the nearby waters, HABE is currently looking to improve their wash pad area and
potentially reclaim and clean all the water used during the power -washing process.
