On Jun. 2 _, Brian Lambe from the Wilmington Regional Office of the Division of Energy, Minera#,
and Land Resources (DEMLR), conducted a compliance evaluation inspection for Southport Marina
located in Southport, Brunswick County, North Carolina. The site drains to Intracoastal Waterway,
which is currently classified as Class SA HQW Waters in the Cape Fear River Basin.
The following observations were noted during the DEMLR inspection (please see the attached
addendum for additional information about your permit):

The Division has reviewed your submittal of the No Exposure Certification for Exclusion from NPDES
Stormwater Permitting form, which we received on April 23, 2008. The Division is unable to concur with your
certification of no exposure.
Based on an inspection of your facility, Wilmington Regional Office staff found that materials on your site
either are exposed, or have the potential to be exposed. DWQ cannot grant your requested exemption from
permit coverage when materials are exposed or have the potential to be exposed. Please continue to operate
under the General Permit NCG190000.

Brunswick County
The North Carolina Division of Water Quality conducted an inspection of the Southport Marina facility on
June 13, 2008. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in NPDES Permit No. NCG190001. A site inspection of the stormwater
control measures was conducted without the review of the SWP3 or analytical and qualitative monitoring. It is
our understanding that a name change for NCG1900001 is forthcoming to transfer this permit from NC Port
Authority to Preston. Development. Significant changes on site has occurred and should be addressed in the new
SWP3 (which will be the responsibility of the new permittee) in order to remain compliant with the NPDES permit.
Should the permit name change not take place, the NC Port Authority should ensure the SWP3 is updated
accordingly.
The facility appeared to be clean, well maintained and properly operated. Should you have any questions

Comment: The facility is well maintained with excellent housekeeping. The facility
was redeveloped in 2008 and the new owner acquired coverage under the permit on
August 14, 2008 (via name ownership change). The stormwater pollution prevention
plan for this site should be competed by August 14, 2009. The boat -washing recycle
system has not been in operation. The use of this system is contingent upon receiving
a permit from the Aquifer Protection Section.

Water Quality (DWQ) is forwarding herewith the reissued stormwater general permit. This permit is reissued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between the state of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.
The following information is included with your permit package:
* A copy of general Stormwater permit NCG190WO
* A Stormwater Pollution Prevention Plan (SPPP) Certification Form. Completion of this form is required to
certify that you have developed and implemented the SPPP as per the conditions of the permit. This form
must be completed and returned to the Division within 30 days of receipt of this letter.
DO NOT SEND the SPPP with the signed form.
* Five copies of the Analytical Monitoring form and five copies of the Qualitative Monitoring form
* A copy of a Technical Bulletin on the Stormwater program which outlines program components and
addresses frequently asked questions
* A corrected Certificate of Coverage if you indicated a name change on the Renewal Application
Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require
modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by DENR or relieve the permittee from responsibility
for compliance with any other applicable federal, state, or local law rule, standard, ordinance, order, judgment, or
decree.

of Environmental Management. The Division of Environmental Management may require modification or

custody readily available to the public for review and copying. We also have the responsibility to the public to
safeguard these records and to carry out our day-to-day program obligations. Please read carefully the following

I. Due to the large public demand for file access, we request that you call at least a day in advance to
schedule an appointment to review the files. Appointments will be scheduled between 9:002m and
3:00pm. Viewing time ends at 4:45pm. An.one arriving without an appointment may view the
files to the extent that time and staff supervision is available.
2. You must specify files you want to review by facility name. The number of files that you may
review at one time will be limited to five.
3. You may make copies of a fde when the copier is not in use by the staff and if time permits. Cost per
copy is 2.5 cents for ALL copies if you make more than 25 copies. There is no charge for 25 or less
copies. Payment rnav be made by check, money order, or cash at the reception desk.

4. FILES MUST BE KEPT IN ORDER YOU FOUND THEM. Files may not be taken from the
