On June 21, 2012, Jenny Graznak of this office performed a Stormwater Inspection at
Asheboro Elastics Corporation located in Randolph County, North Carolina. This facility holds
General Stormwater Permit No. NCG170419 under the National Pollutant Discharge Elimination
System (NPDES) to discharge Stormwater from textile mill operations. You were present for the
inspection. This type of inspection consists of two basic parts: a review of facility files and self -
monitoring data, and an on -site inspection of the facility and its outfalls. This particular inspection
evaluated five (5) areas as designated on the EPA inspection form, and observations from each area
are addressed below:
1. Permit
The permit became effective August 1, 2009 and expires July 31, 2014. A copy of the most recent
permit and the Certificate of Coverage was available on site.
2. Records/Reports
As required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan (SPPP)
created by Mid -Atlantic Associates in October 2010. All necessary components of the SPPP were
included. The SPPP has a site map showing the location of the facility's stormwater discharge
outfall.

Most stormwater from this property leaves via a stormwater drain located in the loading dock. At the
time of the inspection, the drain was covered with a thin layer of silt. The silt should be removed
from the stormdrain in order to prevent it from entering the stream at the end of the pipe.
Stormwater discharge from this site ultimately drains an unnamed tributary to Haskett Creek (Class
C) in the Cape Fear River Basin.

5. Self -Monitoring Program
The stormwater permit requires semi-annual qualitative monitoring at stormwater outfalls. On -site
vehicle maintenance monitoring requirements at the site are waived, since these activities are not
performed at the site. An on -site review of the monitoring data during the inspection showed that all
parameters were evaluated per the specifications of the permit. The last inspections of the outfall
were performed on March 15, 2012 and September 6, 2011.

Specifically, coverage under stormwater permit NCG 170000 is applicable to all owners having stormwater
discharges associated Nvith establishments primarily engaged in the manufacture of textile mill products covered
under Standard Industrial Classification (SIC) 22. It is my understanding that the SIC code for the Yzex Road
facility is 2241,
To comply with the above requirements, Asheboro Elastics needs to either apply for a stormwater permit or certify
that the facility meets all conditions for No Exposure Certification (NOE). Both applications are attached to this
letter, along with a Technical Bulletin explaining the permit requirements. Based on my site visit, Asheboro
Elastics could qualify for the NOE if the dumpster was covered and if all totes, drums and metal racks were stored
inside the building or under a storm resistant shelter.
Please let me know which way Asheboro Elastic plans to proceed on or before August 20, 2010, Additionally, if
the North Park Street facility also falls under SIC code 22, then the above options are applicable as well,
