Balfour Avenue in Asheboro, North Carolina. This facility holds General Stormwater Permit No. NCG170234 under the National Pollutant Discharge Elimination System (NPDES) to discharge stormwater associated with textiles manufacturing. Phillip Williams, Head of Maintenance, was present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self -monitoring data and an inspection of the facility's storage areas and discharge points. This particular inspection evaluated five (5) areas, and observations from each area are addressed below: 1. Permit The permit became effective August 1, 2009 and expires July 31, 2014- A complete and current copy of the Permit was available during the inspection. 2. Records/Reports As required by the Permit, the facility has a Stormwater Pollution Prevention Plan (SPPP) that was available for review during the inspection. All required components of the SPPP were present, but it has not been updated since 1999. The permit requires that "all aspects of the SPPP shall be reviewed and updated on an annual basis." Please see Part II, Section A, #7 for further information regarding annual updates. HAZMAT training occurs on an annual basis at this facility, and employee training on stormwater is included during that event. Please make sure that the employee training is documented in the SPPP. 3. Facility Site Review This Kayser -Roth facility manufactures socks. The 28-acre site appeared clean and well managed with excellent housekeeping. Bleach and hydrogen peroxide tanks are stored outside under a cover and with secondary containment that drains to sanitary sewer via a sump pump when needed. A 25,000-gallon #2 fuel oil tank is stored outside and surrounded by an earthen containment dike that can be pumped out when necessary. Some empty totes and pallets are also stored outside, awaiting pick-up from different vendors. There are also truck loading and unloading areas on the site.
