VAN DER VAART secretary TRACY DAVIS On April 13, 2016 Glen White of the North Carolina Department of Environmental Quality; Department of Minerals and Land Resources met with you at the facility located at 714 Interstate Service Road in Graham to conduct a compliance inspection per the Industrial Stormwater Permit requirements. Inspection consist of review of the Stounwater Pollution Prevention Plan, training and monitoring records and observation of the general condition of the site and outfalls. Your assistance with the inspection was greatly appreciated. Permit: This facility holds General Stormwater Permit NCG 170228 to discharge stormwater from industrial activity associated with Textile Mill Products under the National Pollutant Discharge Elimination System (NPDES). The permit became effective August 01, 2014 and expires on July 31, 2019. A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. No deficiencies noted. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part IT, Section A of the permit. The SPPP along with monitoring and training records were available for review. Please maintain a hard copy of the SPPP and all of its components including monitoring and training records in one, three (3) ring binder for ease of access for maintaining and for review/inspection. Facility currently under expansion or renovation. Please update the SPPP, outfall information, siteplan and operating procedures to reflect all changes - State of North Carolina I Enviro=ental Quality I Energy, Mineral and Land Resources 450 Hanes Mill Road — Suite 300 Winston-Salem NrC 27105 (336)776-9800 Facility Site Review: This plant manufactures and dyes socks. There are salt tanks and four (4) acetic acid and peroxide tanks fuel tanks located outside. Each is used in the dying process. Some are under cover. All have secondary containment. The facility has new manufacturing area, new containment facilities, water quality pond, etc. The SPPP must be updated to reflect all changes. Effluent Receiving Waters: Effluent from this facility discharges to Bowden Branch (Class C; NSW) of the Cape Fear River Basin. The site has two outfalls. Both appear to drain to the water quality/quantity pond. Self -Monitoring Program: The facility is required to conduct qualitative monitoring twice annually. Monitoring has been conducted as required at each outfall. Records are maintained for several years. Kayser -Roth was found to be compliant with requirements of its stormwater permit. This facility holds General Stormwater Permit No. NCG170228 under the National Pollutant Discharge Elimination System (NPDES) to discharge stormwater associated with the manufacture of textile mill products- As the Plant Maintenance Manager, you were present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self -monitoring data and an inspection of the facility's storage areas and discharge points. This particular inspection evaluated five (5) areas, and observations from each area are addressed below: 1. Permit The permit became effective August 1, 2009 and will expire on July 31, 2014. A complete copy of the permit text can be downloaded here, under NPDES Stormwater permit No. NCG170000: http://portal.ncdenr.orqlweb/wq/ws/su/npdessw#tab-3 2. Records/Reports As required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan (SPPP) that was available during the inspection for review. Trigon Engineering (Greensboro, NC) completed the SPPP, which is dated August 16, 1999. It was mentioned during the inspection that changes have been made to the plant in the past 10 years that are not reflected in the SPPP- Please refer to the permit text to make sure that all sections of your SPPP and complete and current. 3. Facility Site Review Kayser Roth Corporation manufactures and dyes socks. The site has four chemical tanks for acetic acid and peroxide that are stored with secondary containment under a cover. The site also has large salt tanks; the salt is used in the dying process. Oil for the boiler is contained in underground tanks on site. There are two dumpsters at the site, one for domestic trash and the other for metal scraps.. Both are covered. There is also a Duke Energy Substation on the property, which is completely separate from Kayser Roth Corporation. The site has two Stormwater discharge outfalls that drain to a Stormwater pond on the property. Effluent/Receiving Waters Stormwater discharges from this site drain to Bowden Branch (Class C; NSW) in the Cape Fear River Basin. The site has two Stormwater discharge outfalls. Outfall 001 is located adjacent to 1-85 Service Road. Outfall 002 is located at the south end of the property. Both outfalls ultimately drain to a Stormwater pond on the periphery of the property. 5. Self -Monitoring Program The stormwater permit requires semi-annual qualitative monitoring at stormwater outfalls, although this facility performs visual observations of the plant's two outfalls on a more frequent basis. An on -site review of the qualitative monitoring data during the inspection showed that all parameters were evaluated per the specifications of the permit. On -site vehicle maintenance monitoring requirements at the site are waived, since these activities are performed off -site.
