Your assistance and cooperation during the inspection were greatly appreciated. An inspection checklist is attached foryour records and the inspection findings are summarized below. This facility is located at 209 N. Anthony Street in Burlington, Alamance County, North Carolina. Stormwater related to industrial activity is discharged from the site to an unnamed tributary of the Haw River, which is currently classified as Class C Nutrient Sensitive Waters, in the Cape Fear River Basin. Documentation & Monitoring Review The facility's Stormwater Pollution Prevention Plan (SPPP) was complete and up to date. Qualitative monitoring has been completed as required. Analytical monitoring is not required because this facility does not perform on -site vehicle. maintenance. The facility has twelve Stormwater Discharge Outfalls (SDOs) that discharge stormwater related to industrial activity. Site Review The facility is clean and well -maintained. All outfalls were inspected and found to be in good order. No evidence of erosion or instability at the SDOs was observed. Sullins, Director Division of Rater Quality Subject: General Stormwater Permit Inspection — NPDES Permit No. NCG170202 Burlington Finishing Plant — Aiamance County Dear Mr. Overman: On January 9, 2008, Jenny Graznak of this office performed a Stormwater Permit Inspection at Burlington Finishing Plant located at 906 Anthony Street in Burlington, North Carolina. This facility holds General Stormwater Permit No. NCG170202 under the National Pollutant Discharge Elimination System (NPDES) to discharge stormwater associated with the manufacture of textile mill products. Mike Garlick (Environmental Engineer), Eric Page (Plant Manager), and yourself were all present for the inspection. This type of inspection consists of two basic parts: a review of facility files and self -monitoring data and an inspection of the facility's storage areas and discharge points. This particular inspection evaluated five (5) areas, and observations from each area are addressed below: 1. Permit The permit became effective August 1, 2004 and expires July 31, 2009. A copy of the Permit was available during the inspection. 2. RecordslRep its As required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan (SPPP) that was available for review during the inspection. The SPPP appeared to be thorough and complete, including a location map of the outfalls and a site plan listing potential stormwater pollutants and best management practices used at the site. The plan is reviewed and amended on an annual basis. Employee Training occurs on a regular basis, and the most recent training event took place on December 20, 2007. 3. Facility Site Review The Burlington Finishing Plant manufactures apparel and upholstery. There is bulk tank storage on site, including perchloroethylene, brine, hydrogen peroxide, salt, and fuel oil. These tanks are all protected with secondary containment. There is also a covered trash compactor and a scrap metal dumpster. The boiler is equipped with an oil/water separator, which discharges to sanitary sewer. There was one concern noted during the inspection of the Stormwater drains and outfalls. Sandblasting activities outside of the shop area have resulted in a trail of sand residue trailing into the Stormwater drain. Please cover the stormdrain during these activities in future in order to protect the receiving stream. 4. Effluent/Receiving Waters Stormwater from the property discharges to an unnamed tributary to Haw River (Class C, NSW) in the Cape Fear River Basin. The site has six (6) outfalls. An on -site review of the monitoring data during the inspection showed that all parameters are evaluated per the specifications of the permit. On -site vehicle maintenance monitoring requirements at the site are waived, since these activities are not performed at the site.
