Aana Taylor -Smith of the Winston-Salem Regional Office of the NC Division of Energy, Mineral, and Land
Resources (DEMLR) conducted a compliance evaluation inspection at the subject facility on 25 November 2013.
Your assistance and cooperation during the inspection were greatly appreciated. An inspection checklist is
attached for your records and the inspection findings are summarized below.
This facility is located at 1305 Graham Street in Burlington, Alamance County, North Carolina. Stormwater related
to industrial activity is discharged from the site to Alamance Creek, which is currently classified as Class C Nutrient
Sensitive Waters, in the Cape Fear River Basin.
Documentation & Monitoring Review
The facility's Stormwater Pollution Prevention Plan (SPPP) is combined with the Spill Prevention Control and
Countermeasure (SPCC) plan. The SPPP must be kept separate from, and in addition to, the SPCC plan. Most of the
elements of the SPPP were present, except for the narrative description of practices, study of feasible
alternatives, -and BMP summary. Please add those elements to the SPPP. Otherwise, all information was accurate
and up-to-date. Records of employee training and facility inspections were very thorough.
Qualitative monitoring has been completed as required. Analytical monitoring is not required because this facility
does not perform on -site vehicle maintenance. The facility has twelve Stormwater Discharge Outfails (SDOs) that
discharge stormwater related to industrial activity.
Site Review
The facility is clean and well -maintained. All outfalls were inspected and found to be in good order. No evidence
of erosion or instability at the SDOs was observed. During the inspection, it was noted that Outfalis 1-4 would
qualify for Representative Outfall Status (ROS)_ If Burlington Manufacturing Services would like to apply for ROS
for those outfalls, more information can be found at the website listed below. When applying for ROS, please fill

Procedures for handling chemical spills will depend on the type and amount of chemical spilled. Spills of
small amounts of material in areas where the material is normally used can be handled as normal
housekeeping. Example: A few ounces of caustic are splashed onto the drug room floor. The drug room
personnel have the training and equipment to clean this up by hosing it down the floor drain. If the same
amount of chemical was spilled due to a leaking overhead line into an office area, it would be a much more
serious matter because the people involved may not have the training or equipment to recognize and deal
with the spill on their own.
For this reason, there are not any hard and fast procedures for dealing with spills. Any employee, who
observes a chemical spill, drum leak, pipe leak, etc., should notify the nearest supervisor. The supervisor is
to determine how the material is to be dealt with. Information can be obtained from container labels, MSDS,
or from the plant technical personnel. Phone numbers for the lab personnel are listed in the front of this
book.
If the supervisor determines that the spill is potentially dangerous, the first concern is the safety of plant
personnel and general public. Employees who are not trained to deal with chemicals should be evacuated
from the area. Certain plant employees in the Maintenance department and the drug rooms have been
trained to contain spills from a safe distance and know the locations of spill control materials. The Plant
Spill Control Plan should be implemented. Phone numbers of those to be called are found in this manual
and on spill control posters located around the plant.

Owners or operators of facilities which have an oil storage capacity greater than or equal to
regulatory specified quantities, and have the potential for discharge to navigable waters of the
United States must develop a spill prevention control and countermeasure (SPCC) plan. SPCC
plans are authorized by the Federal Water Pollution Control Act (Public Law 92-500), Section 311 (j)
(1) (c) as implemented by the Code of Federal Regulations, Title 40, Part 112.
A SPCC plan is required for facilities which have:
• An underground oil storage capacity of 42,000 gallons or greater, or
• An above -ground oil storage capacity of 1,320 gallons or greater, or
• Any single above -ground oil storage container with a capacity of 660 gallons or greater.
Oil or hazardous substances are not stored in underground tanks at Pioneer. Oil is stored in 55-
gallon drums, with the total quantity stored less than 1,320 gallons. The facility does store oil,
process chemicals and cleaning supplies in drums and process chemicals in above -ground tanks.
Based on the presence of these materials, a release could potentially occur. A SPCC plan has been
prepared to minimize the possibility of a release, and provide procedures for emergency response.
Potential spill sources addressed by this plan are identified on Figure 1 and include:

3. Salt Tanks
4. Used Oil Storage
5. Active Oil Storage
6. Drug Room Drum Storage
7. Supply Room Drum Storage
8. Safety-Kleen Units
9. Water Treatment (Air Washer) Chemicals
5.0 SPILL PREVENTION MEASURES
The following procedures will be implemented to prevent and rapidly identify oil and chemical spills:
1. Warehouse personnel will monitor all unloading of drummed chemicals.
2. Maintenance personnel will monitor all loading of used oil.
3. Slashing personnel will monitor all filling of storage tanks. Loading of storage tanks will only be
performed during the hours of 7 A.M. to 3 P.M.
4. The area around each bulk storage tank will be visually inspected each day the plant is operating
for evidence of a release. The Plant Engineer or his designate will be notified if there is any
indication of spillage or leakage, or the presence of a significant quantity of precipitation in
containment areas.

5. Containment area drainage valves will be securely locked in the closed position, unless manually
opened to permit the drainage of uncontaminated precipitation. Personnel will be present at all
times during the process of draining.
6. Tank loading/unloading connections shall be securely capped and locked or blank -flanged when
not in service or stand-by service.
6.0 SPILL CONTAINMENT AND CLEAN-UP PROCEDURES
To initiate spill containment and clean up, the person discovering the release must contact
personnel capable of addressing the situation. Signs will be placed in each location addressed by
this plan to expedite this action. The signs will require personnel identifying a spill to notify
supervisors or maintenance personnel. These employees will be trained in notifying appropriate
personnel to initiate spill response or conducting spill response.
6.1 General Procedures
Outlined below are the general actions to be taken in the event of a release. The disposal of waste
generated from spill clean up must be in accordance with regulatory criteria.
• An individual discovering a release must immediately notify any supervisor or maintenance
employee.
• Upon knowledge of a release, Plant Maintenance Department personnel trained in spill
containment and clean-up will be sent to the release location.
• The responding personnel will assess the release. All ignition sources will be eliminated. In the
event of a release that may cause fires, explosions, chemical burns, or toxic or hazardous fumes
the building or impacted areas will be evacuated. At a minimum, access to the release location
will be limited to personnel charged with cleaning up the spill, and impacted indoor areas will be
ventilated.
• Responding personnel will access the hazards associated with the release and only proceed
with spill containment and clean up if it is determined such actions can be undertaken without
endangering responders or other employees. Responding personnel will utilize appropriate
safety procedures (e.g., chemical resistant gloves, chemical splash protective goggles,
protective clothing). If there are questions regarding the hazards associated with the released
materials the responding personnel will contact the Plant Chemist.
• Responding personnel will attempt to locate the source of the release, prevent further spillage,
and proceed with containment and clean up.
• Responding personnel will immediately block access to manholes and storm drains in the vicinity
of, or path of release.
• The following procedures will be implemented dependent on the release locations:

Responding personnel will attempt to contain the spill using spill response equipment such as
booms, straw, sand or sorbents. Used sorbents, straw and booms will be replaced following
saturation.
Depending on the nature and extent of the release, equipment and manpower from outside
contractors may be requested (see Section 8.0). All spill clean-up residues will be disposed of in an
approved manner to be authorized by the Plant Engineer or Plant Manager and Plant Chemist.
• Release to Surface Water Body
Responding personnel will attempt to contain the spill using spill response equipment such as wire
barrier, boom, straw or sorbents. Sorbents or straw placed on the impacted embankment, or
materials used for direct sorption of liquids will be replaced following saturation.
Depending on the nature and extent of the release, equipment and manpower from outside
contractors may be requested (see Section 8.0). All spill clean-up residues will be disposed of in an
approved manner to be authorized by the Plant Engineer or Plant Manager and Plant Chemist.
• Release to Storm Sewer
Responding personnel will attempt to contain the release at the nearest accessible point of surface
appearance using the procedures described for releases to a surface water body.
• Release to Sanitary Sewer
If a significant release enters the sanitary sewer system, the Plant Manager or his designate will
notify the following local officials to jointly plan and carry out corrective actions:

7.0 SPILL CONTAINMENT AND CLEAN-UP EQUIPMENT
Spill containment and clean-up equipment consists of sand, absorbents, and salvage drums. This
material is located in the areas identified on Figure 1.
Protective clothing consists of aprons, goggles, face shields, rubber shoes/ boots, and gloves stored
in the supply room.
8.0 EMERGENCY RESPONSE CONTRACTORS
Conditions may warrant the services of an outside contractor. Local emergency response
contractors have been identified. These contractors will respond twenty-four hours a day, seven
days per week.

9.0 SPILL REPORTING

If a spill occurs, the reporting procedure outlined in the attached ENVIRONMENTAL ALERT
TELEPHONE REPORTING PROCEDURE will be followed. The following information should be
reported.
1. Name, address, and telephone number of the person reporting
2. Exact location of spill
3. Facility name and location
4. Material spilled - Have MSDS available
5. Estimated quantity of spill
6. Source of spill
7. Cause of spill
8. Name of the body of water involved or nearest body of water to spill
area.
9. Action taken for containment or clean up.
Additionally, a release that enters the sanitary sewer system, but does not meet or exceed reportable
quantities may be reportable to the City of Burlington. Immediate verbal notification is required for:
Any release to the sanitary sewer systems that could cause problems to the City of Burlington waste
water treatment plant or ancillary equipment, including sanitary piping system.
A release where the quantity or rate of the released material significantly exceeds normal discharges.
A written follow-up must be submitted to the City of Burlington within 5 days. Both the verbal and written
reports should include the plant name, description of discharge including type of material, concentration,
volume, and corrective actions.
10.0 INSPECTION PROCEDURES
Personnel will visually inspect the tanks and used oil storage areas at least once per day during
plant operation. Records will be kept of these inspections. The Plant Engineer or his designate will
visually inspect the diked areas once each month. Records will be kept of these inspections.
The active oil storage, drug room drum storage, supply room drum storage, water treatment
chemicals and Safety - Kleen units are located in operating locations. Personnel will be located in
these areas each day of operation. Scheduled inspections and documented inspection records will
not be required for these locations

Inspection records required by.this plan will be prepared and signed by the inspector. These records
will be considered part of the plan and maintained on file for a minimum of 3 years.
SECURITY
A continuous chain link fence with limited points of access surrounds the Pioneer Plant. Signs
indicate restricted access. The Queen Anne Street gate is monitored via camera and access is
gained via swiping an ID card into the reader next to the gate or by contacting personnel in the
shade room, HR office, or Slashing Clerk's office. All
gates are normally shut and secure when the plant is not in production. Sight lighting is adequate for
safe operation, visual inspections for spills, and for prevention of vandalism that may result in a
release. Managers inspect the facility at a random time each weekend.
11.0 TRAINING AND SAFETY
The Plant Manager in conjunction with the Plant Engineer and Maintenance Staff is responsible for
providing the operating and maintenance personnel with instruction on the operation and
maintenance of equipment provided to prevent and clean up spills. Briefings on spill prevention and
control procedures will be conducted at least once per year. The briefings will highlight spill events
or failures, malfunctioning components, and recently developed precautionary measures.

Dear Mr. Wrenn:
On January 16, 2008, Jenny Graznak of this office performed a Stormwater Permit
Inspection at Burlington Manufacturing Services Pioneer Plant located at 1305 Graham Street in
Burlington, North Carolina. This facility holds General Stormwater Permit No. NCG170213
under the National Pollutant Discharge Elimination System (NPDES) to discharge stormwater
associated with the manufacture of textile mill products. You were present for the inspection.
This type of inspection consists of two basic parts: a review of facility files and self -monitoring
data and an inspection of the facility's storage areas and discharge points. This particular
inspection evaluated five (5) areas, and observations from each area are addressed below:
1. Permit
The permit became effective August 1, 2004 and expires July 31, 2009. A copy of the Permit
was available during the inspection.
2. Records/Reports
As required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan
(SPPP) that was available for review during the inspection. The SPPP (dated 2006) appeared
to be thorough and complete, including a location map of the outfalls and a site plan listing
potential stormwater pollutants and best management practices used at the site. The plan is
reviewed and amended on an annual basis. Employee Training occurs on an annual basis.
3. Facility Site Review
The Burlington Pioneer Plant does production work, such as yarn dyeing, for textile companies.
The site has bulk storage of hydrogen peroxide and salt (brine). These tanks are all protected
with secondary containment. There is also a covered trash compactor and dumpster and empty
pallet storage.
4. Effluent/Receiving Waters
Stormwater from the property discharges to an unnamed tributary to Alamance Creek (Class C,
NSW) in the Cape Fear River Basin. The site has twelve (12) outfalls.
5. Self -Monitoring Program
The stormwater permit requires semi-annual qualitative monitoring at stormwater outfalls.
An on -site review of the monitoring data during the inspection showed that all parameters are
evaluated per the specifications of the permit- All of the outfalls are inspected during dry
weather as well as wet weather at this facility on a semi-annual basis. On -site vehicle
maintenance monitoring requirements at the site are waived, since these activities are not
performed at the site.
