REGAN Secretary TRACY DAVIS Director On March 22, 2017 Glen White of the North Carolina Department of Environmental Quality — Division of Energy, Minerals and land Resources met with you at the facility located at 5928 Hwy 87 in Gibsonville to conduct a compliance inspection. Inspection consists of review of documents and monitoring records, facility outfalls and possible exposures. Your assistance was greatly appreciated. Permit: This facility holds General Stormwater Permit NCG170209 to discharge stormwater from industrial activity associated with Textile Mill Products [SIC 22] under the National Pollutant Discharge Elimination System (NPDES). The general permit became effective August 1, 2014 and expires on July 31, 2019. A copy of the permit was available for review at the time of this inspection. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part II, Section A of the permit. All qualitative and analytical monitoring records are required to be maintained with the SPPP for a minimum of five (5) years. A copy should be maintained in the office along with monitoring records and should be available for review by operators or inspectors at any time. No deficiencies were found regarding records. Facility Site Review: This facility is a textile manufacturing facility that manufactures woven fabrics. Over the past several years the facility has downsized considerably from approximately +/- 600 personnel to +l- 60 persons currently. Review of the site revealed a facility that appears to qualify for No Exposure Exclusion to industrial stormwater permitting requirements. Self -Monitoring Program: This facility is required to provide Qualitative monitoring twice annually per the stormwater permit. The facilities wastewater permit requires analytical monitoring at its one outfall to Butternut Creek. Records indicate that monitoring has been performed as per the permit. Analytical results appear to be within required parameters. No deficiencies observed. The inspector believes that this facility, under current operating procedures, qualifies for No Exposure Exclusion to the industrial stormwater permit requirements. Burlington Technologies was found to be operating within requirements of its industrial stormwater permit. Outfalls were easily accessible and clear of debris. No obvious staining or heavy sediment collection. Monitoring is conducted twice annually by Mecritbch for all outfalis. The wastewater outfall samples for required wastewater parameters„ the other two test for stormwater only, No issues observed with results. Inspections are conducted daily and recorded in daily logs. Stormwater outfalls to Buttermilk Creek via an unnamed tributary. All records appear complete. SPPP updated in February 2017. Facility was found to be compliant This facility appears to qualify for No Exposure Exclusion to the General Stormwater Permit requirements. Mr. Wrenn will be making application to the Stormwater Permitting Unit in Raleigh to request Exclusion. NCDEQ - WSRO is in agreement with approval of the NCGNE following application approval. This Certificate of Coverage shall become effective May 5, 1995. This Certificate of Coverage shall remain in effect for the duration of the General Permit.
