Jenifer Carter of the Winston-Salem Regional Office performed a Compliance Evaluation Inspection at Tietex
Interior's Williamsburg Plant in Gibsonville, North Carolina on June 12, 2013. You were present for the
inspections. The purpose of the inspections was to review compliance with the National Pollutant Discharge
Elimination System (NPDES) General Stormwater permit. The following are the findings from the subject
inspection:
C A Stormwater Pollution Prevention Plan (SPPP) has been developed and implemented.
e Qualitative monitoring has been conducted and recorded in accordance with permit requirements.
o Analytical monitoring is not required since no vehicle maintenance is performed on either site.
a There were no residuals from spills or leaks observed on the ground, nor in or near surface waters.
o There was no evidence of use of, or cleaning of industrial machinery or equipment outdoors.
o The facility qualifies for No Exposure Certification, should you choose to apply for it.

Tietex Interiors: Williamsburg Plant — Caswell County
Dear Mr. Morgan:
On May 7, 2008, Jenny Graznak of this office performed a Stormwater Permit Inspection
at Tietex Interiors: Williamsburg Plant located at 5928 NC Highway 87 North in Caswell County,
North Carolina. This facility holds General Stormwater Permit No. NCG170209 under the
National Pollutant Discharge Elimination System (NPDES) to discharge stormwater associated
with the manufacture of textile mill products. Danny Dodson was present for the inspection.
This type of inspection consists of two basic parts: a review of facility files and self -monitoring
data and an inspection of the facility's storage areas and discharge points. This particular
inspection evaluated five (5) areas, and observations from each area are addressed below:
1. Permit
The permit became effective August 1, 2004. and expires July 31, 2009. A copy of the Permit
was available during the inspection.
2. Records/Reports
As 'required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan
(SPPP) that was available for review during the inspection. The SPPP appeared to be thorough
and complete, including a location map of the outfalls and a site plan listing potential stormwater
pollutants and best management practices used at the site. The SPPP was originally created
on June 7, 1996, but has since been reviewed and updated in 2006, 2007, and 2008.
Employee Training occurs on an annual basis.
3. Facility Site Review
The site has three containment areas for waste oil, a 100-gallon diesel tank for the fire pump,
and a tank for battery wash water. All three tanks are protected by secondary containment.
Personnel are required to observe the standing water in the containment areas for signs of
contamination (oil sheen, color, foam, etc.) prior to its release.
4. Effluent/Receiving Waters
Stormwater from the property discharges to an unnamed tributary to Gray's Creek (Class WS-II,
NSW) in the Cape Fear River Basin. The site has three outfalls, with no problems noted during
their visual inspection.
5. Self -Monitoring Program
The stormwater permit requires semi-annual qualitative monitoring at stormwater outfalls. An
on -site review of the monitoring data during the inspection showed that all parameters are
evaluated per the specifications of the permit. On -site vehicle maintenance monitoring
requirements at the site are waived, since these activities are not performed at the site.
