On April 13, 2016 Glen White of the North Carolina Department of Environmental Quality;
Department of Minerals and Land Resources met with you at the facility located at 1714
Carolina Mill Road in Burlington to conduct a compliance inspection per the Industrial
Stormwater Permit requirements. Inspection consist of review of the Stormwater Pollution
Prevention Plan; training and monitoring records and observation of the general condition of the
site and outfalls. Your assistance with the inspection was greatly appreciated.
Permit:
This facility holds General Stormwater Permit NCGI70135 to discharge stormwater from
industrial activity associated with Textile Mill Products under the National Pollutant Discharge
Elimination System (NPDES). The permit became effective August 01, 2014 and expires on
July 31, 2019, A copy of the current permit is required to be maintained with the Stormwater
Pollution Prevention Plan (SPPP) documents. No deficiencies noted.
Records/Reports:
This facility was required to develop and maintain a Stormwater Pollution Prevention Plan
(SPPP) in accordance with Part 11, Section A of the permit. The SPPP along with monitoring
and training records were available for review. The SPPP was updated by Bensinger &
Garrison Environmental on October 09, 2014.
Facility Site Review:
Copland first opened for business in Plant 1 in 1943 and is now being run by its fourth
generation of Copland's. There a three (3) plants. Plant 1 is in a water wheel powered cotton
mill that was built before the turn of the 20th Century. It was abandoned at the time the
Copland's began operations. The plant sits on the banks of the Haw River and Stoney Creek at
their convergence.

buffing wheels and operates three (3) full-time shifts on a 24-hour operation. All three plants
were visited. No deficiency noted with the appearance at either.
Effluent Receiving_ Waters:
Stormwater from facilities drains to either the Haw River or to Stoney Creek (Class C; NSW) of
the Cape Fear River Basin. There are a total of nine (9) outfalls. Most of the outfalls are below
the mean water level in the river and creek. Observation is made by looking at the water at
location of the outfalls and identifying changes in color, clarity, etc. All outfalls were visited.
No deficiencies noted.
Self -Monitoring Program:
The facility is required to conduct qualitative monitoring twice annually. Monitoring has been
conducted as required at each outfall. Records are maintained for several years. Copland Mills
was found to be compliant with requirements of its stormwater permit.

Dear Mr. Mabe:
On November 6, 2012, Jenny Graznak of this office performed a General Stormwater Permit
Inspection at Copland Fabrics, Inc. located at 1714 Carolina Mill Road in Alamance County,
North Carolina. The inspection was in response to a citizen complaint received by our office on
November 2, 2012 regarding "discolored and bubbly water" in the Haw River, which the
complainant felt was caused by activities at Copland Fabrics.
Copland Fabrics manufactures fabric for casket linings, lamp shade covers, medical tape, and
abrasive buffing wheels. This facility holds General Stormwater Permit No. NCG170135 under
the National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater from a
textile mill operation. This type of inspection consists of two basic parts: a review of facility files
and self -monitoring data, and an on -site inspection of the facility and its outfalls. You were
present for the inspection. This particular inspection evaluated five (5) areas as designated on
the EPA inspection form, and observations from each area are addressed below:
1. Permit
The permit became effective August 12, 2009 and will expire July 31, 2014. A copy of the permit
was available for review during the inspection.
2. Records/Reports
As required by -the Permit, the facility's Stormwater Pollution Prevention Plan (SPPP) was
prepared by Bensinger and Garrison Environmental Inc. The SPPP has a site map showing the
location of the facility's nine (9) stormwater discharge outfalls. The SPPP also includes a Spill
Prevention, Control, and Countermeasure Plan since there is secondary containment of
petroleum substances on site.
3. Facility Site Review
The facility consists of Plant 1, Plant 2, and Plant 3. The facility has aboveground tanks of
hydrogen peroxide, sulfuric acid, and two fuel oil tanks. All oil and chemicals stored on site are
protected by secondary containment. The site's trash compactor is covered. A site manager
always supervises the loading and unloading of materials from trucks on the facility property to

ensure proper procedure is followed. The site has a barrel -washer inside the plant, and cleaned
barrels are stored outside awaiting pick-up by their respective companies.
4. Effluent/Receiving Waters
Stormwater discharges from this site drain to either Haw River or Stony Creek (Class C; NSW)
in the Cape Fear River Basin. The entire facility contains nine (9) separate stormwater
discharge outfalls.
With regards to the citizen complaint, Ms. Graznak did not observe any discoloration of the
surface water in the Haw River or Stony Creek area in question during her site visit. She did see
some pockets of foam and bubbling on the surface of the Haw River, which .is a natural
phenomenon due to decomposition and water movement. She did not observe any unpermitted
stormwater or other discharge from Copland Mills to the Haw River or Stony Creek during her
inspection.
5. Self -Monitoring Program
The stormwater permit requires semi-annual qualitative monitoring at each stormwater outfail.
On -site vehicle maintenance monitoring requirements at the site are waived, since these
activities are not performed at the site. An on -site review of the monitoring data during the
inspection showed that all parameters were evaluated per the specifications of the permit. The
last visual observation of the outfalis was performed on June 15, 2012, and no issues were
observed.
Maintenance employees complete a Fuel Oil and Chemical Storage and Handling Inspection
Form on a quarterly basis. That inspection includes oil tanks, waste oil tanks, oil storage, drum
storage, and bulk chemical storage.
Copland Mills was found to be in compliance with their stormwater permit NCG170135. Please
refer to the attached report for further details from the inspection. If you have any questions

Dear Mr. Mabe:
On February 16, 2011, Jenny Graznak and Jenifer Carter of this office performed a
General Stormwater Permit Inspection at Copland Industries, Inc. located in Alamance County,
North Carolina. This facility holds General Stormwater Permit No. NCG170135 under the
National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater from textile
mill operations. You were present for the inspection. This type of inspection consists of two
basic parts: a review of facility files and self -monitoring data, and an on -site inspection of the
facility and its outfalls. This particular inspection evaluated five (5) areas as designated on the
EPA inspection form, and observations from each area are addressed below:
1. Permit
The permit became effective August 12, 2009 and expires July 31, 2014. A copy of the most
recent permit could not be located during the inspection. Due to the recent restructuring and
layoffs that occurred at the plant, it is assumed that the permit was lost in the shuffle. The permit

2. Records/Reports
As required by the Permit, the facility has a complete Stormwater Pollution Prevention Plan
(SPPP) created by Bensinger and Garrison Environmental Inc. in April 2003. The SPPP has a
site map showing the location of the facility's nine (9) stormwater discharge outfalls.
Appropriate staff are routinely trained on the SPPP and its contents. The SPPP also includes a
Spill Prevention, Control, and Countermeasure Plan since there is secondary containment of
petroleum substances on site.
3. Facility Site Review
The facility includes Plant 1, Plant 2, and Plant 3. During the inspection, no major problems
were noted with respect to housekeeping at any of these plants. The facility has aboveground
tanks of hydrogen peroxide, sulfuric acid, and two fuel oil tanks. All oil and chemicals stored on
site are protected by secondary containment. The site's trash compactor is covered. In
addition, it was discussed during the inspection that a site manager always supervises the
loading and unloading of materials from trucks on facility property to ensure proper procedure is
followed. The site has a barrel -washer inside the plant, and cleaned barrels are stored outside
awaiting pick-up by their respective companies.
