I do have the following update for the permittee:
No, we don't have anything for the permittees to act on, yet. We have discussed and planned some, but we're
not ready for them, yet. We are changing our process, and we will be e-renewing for the second year in 2014,
with some improvements in the process.
The permit boilerplate for NCG17 still contains the renewal language from 2009 that we have been phasing out
in subsequent renewal batches of the other General Permits. We will be amending that language in the 2014
renewal batch in accordance with the more recently renewed General Permits, and to more closely reflect our
actual renewal process. Specifically, the 180-day clock will be removed from the boilerplate of NCG17 in the
2014 renewal.
You correctly cite, and the permittee correctly reads the printed word of the permit. However, since the
beginning of the program in the 1990's, our process has always been for us to initiate the renewal, Most years
we meet the 180-day clock, but not every year. We have always placed the burden for initiating the renewal
process on ourselves, rather than enforcing the boilerplate language to burden the permittees.
• With all the above background established, I would advise the permittee that he does not have to make renewal
application by January 31, 2014, As you reported before, he should wait to hear from us.
However, for his own peace of mind, and just in case his renewal may be accidentally overlooked in our e-
renewal process, the permittee may want to follow up with us again, maybe in March 2014. I think we should
have a definite schedule of activity on the NCG17 renewal by then.

Are you guys in the process of sending out the renewal packets for NCG17 (expires July 31, 2014)? See the e-mail
below. These guys are very proactive and anxious about the time frames stated in the current permit. I will explain to
them that they are covered under their current permit until they receive correspondence from you guys.
From the permit: "...the permittee shall submit forms and fees as are required by the agency authorized to issue permits
no later than 180 days prior to the expiration date".
Just let me know where you guys are in the process and I will follow up.

Inspection Summary:
Land Quality staff was met on site by Mr. Greg Marana and Mike Fortenberry. During the visit, the SPPP manual was
reviewed, operational activities and existing stormwater exposures were discussed. A tour was conducted of the exterior
of the facility, stormwater conveyances, outfall and site conditions were observed. There was some foaming at the outlet
of outfall #3. Mr. Marana was advised to evaluate the source of the foam and determine if future attention is required. Mr.
Marana should note his findings and any actions taken to address the foaming in the SPPP.
Permit renewal requirements were also discussed. Mr. Marana requested assistance procuring the proper paperwork for
the upcoming renewal of NCG170000. The proper paperwork will be sent to Mr. Marana via e-mail along with this report.
At the time of the inspection the site was found to be in compliance with the permit. The inspector noted that the facility
appeared to maintain excellent housekeeping practices and records were found to be in good order.
The assistance of Mr. Marana and Mr. Fortenberry was greatly appreciated.

Your facility holds a general permit from the North Carolina Division of Water Quality to
discharge stormwater associated with industrial activities performed at your facility. Please be
advised that the Asheville Regional Office will be performing NPDES stormwater inspections
sometime in the near future.
If this office has not previously inspected your facility, you should be prepared to demonstrate
compliance with all terms and conditions included in the permit. Specifically, we will be
evaluating the following: your stormwater pollution prevention plan, stormwater outfall
locations, qualitative and analytical monitoring data and any other activities required by your
permit. Please note that any data reported to the State must be analyzed by a facility that has a
North Carolina laboratory certification, either as a full laboratory or as a facility certified to

between the state of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.

Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require
modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by the Department of Environment and Natural
Resources, or relieve the permittee from responsibility for compliance with any other applicable federal, state, or
local law, rule, standard, ordinance, order, judgment, or decree.

must be completed and returned to the Division within 30 days of receipt of this letter.
DO NOT SEND the SPPP with the signed form.
* Five copies of the Analytical Monitoring form and five copies of the Qualitative Monitoring form
* A copy of a Technical Bulletin for the general permit which outlines changes in the permit, key requirements,
and addresses frequently asked questions
* A Certificate of Coverage
Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require
modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the. legal
requirements to obtain other permits which may be required by DENR or relieve the permittee from responsibility
for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or

forwarding herewith the subject certificate of coverage to discharge under the subject state - NPDES general
permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and
the Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated
December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Environmental Management, The Division of Environmental Management may require modification or
