On January 16, 2008, Jenny Graznak of this office performed a General Stormwater
Permit Inspection at the Mebane and Haw River Asphalt Plants in Alamance County, North
Carolina These facilities have a General Stormwater Permit under the National Pollutant
Discharge Elimination System (NPDES) to discharge Stormwater from activities associated with
Asphalt Paving Mixtures The Mebane Plant (125 Gibson Road) holds permit number
NCG160162 and the Haw River Plant (2211 Sandy Cross Road) holds permit number
NCG160156 You were present for the inspection This type of inspection consists of two basic
parts a review of facility files and self -monitoring data and an on -site inspection of the facility
and its outfalls This particular inspection evaluated five (5) areas as designated on the EPA
inspection form, and observations from each area are addressed below
1 Permit
The permit became effective August 1, 2004 and expires July 31, 2009 The Mebane Asphalt
Plant is now closed and the permit should be rescinded Please send a request for permit

2 Records/Reports
As required by the Permit, both facilities have a complete Stormwater Pollution Prevention Plan
(SPPP) that was available during the inspection for review ENSR Consulting & Engineering
Services, Inc completed the SPPP for the Haw River Plant in June 2006, a few months after it
was acquired by ST Wooten Corporation Comprehensive employee training occurs on an
annual basis The last training took place on January 3 2008
3 Facility Site Review
The Haw River Asphalt Plant is equipped with fuel oil storage all of which is enclosed in double
lined tanks or has secondary containment There are also several stockpiles of aggregate on
the site Outfal€ 001 drains from the fuel storage area into a settling basin which was just
recently cleaned out The fueling area has a holding pit with a valve that can be shut during the
fueling process in case of spills Outfall 002 drains from the stockpiles into another settling
basin that will be cleaned out next

4 Effluent/Receiving Waters
Stormwater discharges from the Haw River site drain to Boyds Creek (Class C NSW) in the
Cape Fear River Basin No problems were noted with the ouffalls
5 Self -Monitoring Program
The stormwater permit requires semi-annual qualitative monitoring at each stormwater
discharge outfall An on -site review of the qualitative monitoring data for the Haw River Asphalt
Plant during the inspection showed that all parameters were evaluated per the specifications of
the permit The last monitoring event took place on October 17, 2007
Analytical monitoring for Total Suspended Solids is also required on an annual basis The last
sample was taken on April 26, 2006 with a result of 50 mg1I which is under the cut-off
concentration Microbac Laboratories, Inc in Wilson, NC, analyzed the sample The Chain of
Custody was also available for review during the inspection On -site vehicle maintenance
monitoring requirements at the site are waived, since these activities are performed off -site

Inspection Summary
On August 18 2017 Jack Kitchen inspector with the North Carolina Department of Envronmental Quality conducted an
announced multimedia inspection Mr Kitchen met with James Washburn Environmental Compliance Manager with S T
Wooten Corporation at the Haw River Asphalt plant location Mr Washburn provided access to the facility and all available
records This facility has not operated since April 10 2014 and all production equipment at this site has been sold to an
out-of-state company Two double -walled fuel oil, above ground storage tanks (ASTs) remain onslte The thanks volumetric
capacities are listed as 10 000 gallons and 20 000 gallons One small AST used to collect used oil was also observed
Mr Washburn started that the tanks were empty and the inspector asked him to confirm volumes and recommended that
they are inspected thoroughly before they are put back into service
Mr Kitchen observed both outfalls on the property and there was no evidence of illicit discharges Mr Kitchen
recommended that S T Wooten perform routine grounds maintenance and general housekeeping to ensure dean and clear
access to outfalls
Based on observations and the review of records the facility appears to be in compliance with applicable stormwater
regulations on the day of the inspection Mr Washburn should notify the Division prior to restarting asphalt production or
other like activities Mr Washburn was instructed to resume monitoring and fully implement the SPPP when production
recommences
