We are pleased to announce the limited joint venture of Adams Construction
Company and W-L Construction with regard to the asphalt plant and quality
control operations. The newly formed joint venture, called Piedmont Asphalt, will
own and operate six asphalt plants in the piedmont region of Virginia and North
Carolina The plants include Martinsville, Shelton, Reidsville, South Boston,
Charlotte Courthouse and Woodsdale. Piedmont Asphalt will only manufacture
hot mixed asphalt and the placement of our product will be performed by others
in the region we service.
We believe that you will be better served by the efficiencies of our collective use
of resources and benefit from the pooled buying power of the enlarged group will
be able to provide. Quality control staff will be enhanced and you can expect the
quality of the asphalt to be as good as or better than what you have received
previously.
Piedmont Asphalt will be locally managed by Mr. Doug Dawson. Doug has served
this region for many years and has gained the respect of his colleagues around the
state. We are working swiftly to assemble the necessary office and support staff

ECS — Mid -Atlantic, LLC (ECS), on behalf of our client W-L Construction & Paving, Inc., is writing this
letter to inform you of a change in outfall locations at the Pelham Asphalt Plant 94318 located at 1675
Quarry Road in Pelham, North Carolina (Figure 1) The facility is covered by National Pollutant
Discharge Elimination System (NPDES) General Permit NCG160000 Certificate of Coverage
NCG 160133 for storm water discharges associated with Standard Industrial Classification (SIC) Code
2951
Outfall 002 has been eliminated from the facility Previously, the southwestern portion of the site drained
by overland flow towards a sedunent basin (Outfall 002). However, changes at the facility now direct flow
from this area towards the onsite retention pond Facility drainage is controlled by the surface topography.
Approximate drainage patterns are indicated on Figure 2 Generally, the site drams to the north by overland
flow and through a drop inlet towards an onsite retention pond The retention pond drains off -site (Outfall
001) through two pipes and a sediment trap towards a tributary of the Dan River, located approximately
1,000 feet to the west

In response to your renewal application for continued coverage under general permit NCGI60000, the Division of
Water Quality (DWQ) is forwarding herewith the reissued stormwater general permit. This permit is reissued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between the state of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.
The following information is included with your permit package:
* A copy of general stormwater permit NCGI60000
* A Stormwater Pollution Prevention Plan (SPPP) Certification Form. Completion of this form is required to
certify that you have developed and implemented the SPPP as per the conditions of the permit. This form
must be completed and returned to the Division within 30 days of receipt of this letter.
DO NOT SEND the SPPP with the signed form.
* Five copies of the Analytical Monitoring form and five copies of the Qualitative Monitoring form
* A copy of a Technical Bulletin for the general permit which outlines changes in the permit, key requirements,
and addresses frequently asked questions
* A Certificate of Coverage
Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require
modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by DENR or relieve the permittee from responsibility
for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or
decree_

This certificate of coverage shall become effective August 1, 1999.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

herewith the subject certificate of coverage to discharge under the subject state - NPDES general permit. This
permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated
December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the
certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management
Act or any other Federal or Local governmental permit that may be required.
